TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 8, 2007
Mayor Craig B. Johnson called the meeting to order at 7:22 p.m.

Absent: Trustee Bart K. Dill
Also Present: Village Manager, Raymond R. Rummel; Village Attorney, George B. Knickerbocker; and Village Clerk, Ann I. Walsh
A quorum was present.

Motion to approve the minutes of the Regular Meeting held on April 24, 2007 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
April 26, 2007 – Mayor Johnson reported on attendance at the ribbon cutting ceremony for the Citi Cards Center located at 50 Northwest Point Boulevard. Trustees Petri, Lissner, Czarnik
and Village Manager Rummel were also in attendance.
April 27, 2007 – The annual Awards Banquet was held at the Belvedere Banquet facility at 6:30 p.m. The banquet is held as a way to recognize long serving Village employees, members
of the Boards and Commissions who volunteer their time, and two special community volunteers.
Dedication – A special dedication was held this evening, which the Mayor would talk about later in the evening.
Proclamation - Mayor Johnson proclaimed May 24, 2007 as “BUDDY POPPY DAY” in Elk Grove Village.
State Smoking Ban – On May 2, 2007, Illinois lawmakers approved a statewide smoking ban which would be effective January 1, 2008 following approval by the Governor. Mayor Johnson noted
Elk Grove has been smoke free since January 1, 2007. Mayor Johnson stated there is no question the actions taken by this community to spearhead a smoking ban in Elk Grove had a great
influence and prompted the surrounding communities to follow.
Mayor Johnson expressed sympathy and condolences to the family of Allan Hamilton of Hamilton Partners who died in an airplane crash last Thursday. Mr. Hamilton was greatly instrumental
in the development of the Elk Grove Business Park and was a resident of Elk Grove Village for many years.
Dog Park -The Mayor corrected comments made in a recent Tribune article regarding the closing of a Park District dog park constructed at Morgan Park near Salt Creek. The Park District
closed the dog park after being made aware that the park had been constructed in a floodway zone, which has limited allowances for development. It was discovered the
fencing installed would stop the flow of water and dog droppings would pollute the Salt Creek, therefore, the dog park was a prohibited use.
The article led readers to believe those restrictions were imposed by Village ordinance. Mayor Johnson explained these rules are made under the jurisdiction of the federal government
through FEMA and the Illinois Department of Natural Resources. The Mayor stated the Village Building Dept was not approached by the Park District prior to the park’s construction since
Park Districts do not have to follow the same permitting process that people in businesses must. They are their own separate governmental entity, with their own elected Boards. Once
the Park District realized it made a mistake, they quickly rectified it after discussing it with the Village. Mayor Johnson stated the Village Board has no jurisdictional control over
the park. If residents have questions about the park, contact the Park District directly. Meetings are on Thursday nights at the park district office. This is not something the Village
has, and the Tribune was in error when it wrote the Village prohibited the opening of that park. It is a Federal law.
Elk Statue – The Village Board dedicated a bronze elk statue this evening as a gift from the Village to residents as part of the Village’s 50th Anniversary. The funds for the new elk
sculpture came from a portion of the proceeds from the 50th Anniversary Centex house raffle. Proceeds from the raffle also were used towards expenses for the house and awarded to local
charities. The bronze elk was placed at the corner of Wellington and Biesterfield Road in front of the Municipal Building. It will replace the old white fiberglass elk, which has
been in place since 1989.
The Mayor introduced the artist, Karl Lansing of Canada. Mr. Lansing also donated a replica of the elk that will be displayed in the atrium of the Municipal Building. Mr. Lansing spoke
of the three-year process involved in the creation and purchase of the elk statue.
Oath of Office/Deputy Village Clerk – The Village Clerk joined the Mayor and introduced the newly appointed Deputy Village Clerk, Judith M. Keegan. Mayor Johnson administered the Oath
of Office.
Oath of Office/Police Department – Chief Schmidt joined the Mayor at the podium. The Chief gave a brief introduction of each officer prior to the Oaths of Office being administered
by Mayor Johnson.

Michael J. Gaspari – promoted to Sergeant
Charles G. Walsh – promoted to Commander
Michael D. Kirkpatrick – promoted to Deputy Chief
Trustee Lissner reported on his attendance at the Elk Grove Interfaith Council Breakfast held on May 3, 2007. He was accompanied by Trustees Feichter, Petri, Czarnik, the Village Manager
and Deputy Village Manager. He noted it was very well done.
Trustee Petri reported on Saturday, April 28, 2007, he attended an Eagle Scout ceremony for Anthony Mason.
Trustee Petri stated the Elk Grove Sister Cities organization participated in the Character Counts Community cultural event at the Pavilion with a display and bocce ball court. Sister
Cities plans on donating and installing bocce ball courts at the Park District’s Hattendorf Center for use by the residents of Elk Grove. It was noted the Sister Cities organization
contributed $1500 to the Elk Grove food pantry. Money donations totaling $1500 will also be donated to three Sicilian organizations that would be delivered by Sister Cities representatives
on May 23rd.
Trustee Czarnik reported she visited Stevenson School on Thursday, April 26, 2007 to celebrate the Week of the Young Child. Trustee Czarnik had the opportunity to read to the children
and see what early childhood is all about.
Trustees Czarnik, Petri, Prochno and their spouses attended the Alexian Brothers Garden Ball on Saturday, May 5, 2007.
Trustee Feichter reported the Community Character Coalition hosted the Saturday April 28, 2007 Celebration of Cultures at the Pavilion. The event was a huge success with many cultures
represented. It is the intention of the Community Character Coalition to host this event again next year.
A Business Workshop, sponsored by the Community Character Coalition, will be held on Tuesday, May 15, 2007, from 7:30 to 9:00 a.m. at the Rainbow Falls Community Center.
The Junior Achievement Organization wants to organize a chapter in Elk Grove Village and have requested the Coalition’s support and help in that venture. On Wednesday, May 30, 2007,
the Coalition members will participate and assist the Junior Achievement organization at a special workshop at Grove Junior High School from 8:30 a.m. to 1:30 p.m.
Trustee Prochno reported that on Sunday, May 6, 2007 she and her husband attended Boy Scout Troop 94’s annual pancake breakfast and silent auction. It was a fundraiser for the troop
and was well attended.
Mayor Johnson mentioned the Board held a “Coffee with the Board” (Saturday, May 5, 2007). The next coffee will be held in November.
Award Presentation – Mayor Johnson presented Trustee Samuel L. Lissner with a service award in honor and appreciation of his twelve years of service to the community as Village Trustee.
Mayor Johnson thanked Trustee Lissner for his dedication. Trustee Lissner stated it had been an honor and privilege to serve as a Village Trustee.

Motion to authorize payment of invoices as shown on the April 30, 2007 Accounts Payable Warrant in the amount of $195,864.73.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the May 8, 2007 Regular Village Board Meeting be approved as presented.
A. Elk Grove Park District/Waive Fees – Grant a request to waive permit fees for the cost of 2007-2008 business licenses in the amount of $2,580.
Grant a request to waive permit fees for the cost of the 2007-2008 Liquor Licenses in the amount of $5,800.
B. Alexian Brothers Medical Center/Waive Fees – Grant a request to waive permit fees for the bed tower crane project in the amount of $947.
