TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY DECEMBER 11, 2007
Mayor Craig B. Johnson called the meeting to order at 7:17 p.m.

A quorum was present.

Motion to approve the minutes of the Regular Village Board Meeting held on November 13, 2007 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Citi Group - The Mayor reported he and Village Manager Raymond R. Rummel had attended the quarterly meeting of the Citi Group organization on November 14, 2007.
DARE Graduation - Trustees Feichter and Lissner accompanied the Mayor on Monday, December 3, 2007 for the Stevenson Middle School DARE graduation ceremony. Mayor Johnson congratulated
those students and commended the Police Department and DARE Police Officer for their efforts.
Alexian Brothers Tour of Elk Grove - Mayor Johnson announced the 2008 Alexian Brothers Tour of Elk Grove had been extended from two days to three days and permanently scheduled during
the first week of August. The 2008 race dates are Friday, August 1 through Sunday, August 3, 2008.
Mayor Johnson gave a brief recap of the 2007 bike race noting that the winner of the race, Nathan O’Neill, had been disqualified and Mike Friedman, the second place finisher, was declared
the winner.
The Mayor briefly described the 2008 schedule of events stating time trials would take place on Friday; a new 90 mile road stage race through neighboring Schaumburg and ending in Elk
Grove Village is scheduled on Saturday, with the final racing events on Sunday.
The total prize purse for the three stage professional men’s competition has been increased from $152,500 to $170,000. The Elk Grove Bank and Trust will sponsor community block parties
on Friday and Saturday nights that will include fireworks and a concert. A new weekend-long “kids fest” is planned. In addition new spectator bleachers would be installed and concession
and retail areas enhanced. The Mayor’s Challenge Community Race will be expanded from one to two stages. The total purse is now $225,000. A charity component has been added to the
bike race.
A portion of the proceeds from the bike riders’ fund and race funds would be donated to the Soldier’s Memorial Scholarship fund and to the Heart of the Marine’s Foundation. Anyone wanting
to sponsor, volunteer, or be a host family should contact the Village.
Oath of Office – The Mayor administered the Oath of Office to Martin A. Gardner who had been appointed to fill the vacancy of Library Board Trustee on the Elk Grove Library Board. Mr.
Gardner introduced members of his family and provided information on the Library expansion that is soon to be completed.
Public Works Union Contract - Mayor Johnson requested the Board’s concurrence to adopt Resolution No. 64-07 entitled “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE MANAGER TO EXECUTE
A LABOR AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE INTERNATIONAL UNION OF OPERATING ENGINEERS LOCAL 150.”

The Mayor noted the four-year union contract was unanimously approved by the union members and is retroactive to May 1, 2007. Mayor Johnson thanked the public works employees for working
with the Village and negotiating in good faith. Mayor Johnson mentioned the many compliments he has received regarding the professionalism and dedication of the public works department
employees. Special mention was given to the excellent snow removal and street maintenance efforts of the Public Works Department.
Trustees Lissner and Petri, Thomas Cech and Vito Sammarco of the Public Works Department, Michael Krcik, Human Resources Coordinator and Public Works employees representing the Union,
Brian Misiak and DaveWroble joined Mayor Johnson for the signing of the Labor Agreement.
Dave Wroble stated he is looking forward to working with the new management team.
Trustee Petri spoke of the professional way negotiations were handled.
Trustee Prochno noted that during the first significant snowfall of the year she had observed that more than ninety percent of the homeowners had maintained and shoveled their sidewalks.
Trustee Prochno expressed her appreciation and asked the residents to consider assisting neighbors that are unable to clear their sidewalks.
Trustee Feichter, Elk Grove representative on the Greater Woodfield Convention and Visitor’s Bureau, related that the organization had recently changed its name to the Woodfield Chicago
Northwest Convention Bureau. The organization is the first convention bureau in Illinois to earn the distinguished “Destination Marketing Accreditation Program Award”. This is an
international accreditation program developed in Washington D.C.
The Community Character Coalition raised approximately $1400.00 during the Elk Grove Park District Halloween Fest held in October. The funds will be donated to the Fallen Soldier Fund.
In addition, the Coalition conducted a successful food drive in December. The food drive was unique in that members of the Coalition handed out letters to customers entering the stores
asking for specific items, such as toothpaste, tissue paper etc. This is the second year the Coalition has conducted this type of drive.
Trustee Czarnik announced that Christmas trees and wreaths could be purchased at Elk Grove High School from 6:00 p.m. to 9:00 p.m. on weekdays and 10:00 a.m. to 9:00 p.m. on weekends.
The money raised will support the music and instrumental groups and post- prom activities. It was also noted that several scout groups are also selling trees and wreaths in the Village
area.
Trustee Petri reported he attended the annual Town Criers’ Christmas Dinner and concert which was very enjoyable.
A reminder was given that on Sunday, December 16, 2007 the Sister Cities Organization would host their annual Christmas party at the Avalon Banquets facility at 11:30 a.m. Everyone
was invited to attend.
Trustee Lissner reported on the number of attendees at the annual tree lighting ceremony saying he and Trustee Franke estimated several thousand people were present.

Motion to authorize payment of invoices as shown on the November 30, 2007 Accounts Payable Warrant in the amount of $471,330.00

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the December 11, 2007 Regular Village Board Meeting be approved as presented.

March 18, 2008 Budget Meeting
B. Living Hope Church, 777 Meacham Road/Waive fees – Grant a request to waive permit fees for the installation of a new water service and hydrants in the amount of $1,450.00.
C. Easement Variation/631 Walnut Lane - Grant a variation from the Village Code, Section 8-12B-1-1D, “Easements”, to permit the construction of a shed which will encroach five feet (5’)
in the ten-foot (10’) public utility easement.
