HomeMy WebLinkAboutVILLAGE BOARD - 01/08/2008 - POLICE CERT OF ACCREDITATION MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JANUARY 8, 2008 Mayor Craig B. Johnson called the meeting to order at 7:31 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik,, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. PLEDGE OF ALLEGIANCE - Members of Boy Scout Troop 95 led the audience in the Pledge of Allegiance. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on December 11, 2007 as submitted and dispense with the reading. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Boy Scouts – Mayor Johnson recognized Boy Scouts from Troop 95, Christus Victor Lutheran Church, who were in attendance at the meeting as a means of earning their citizenship badge and community service badge. Each Scout was presented with an Elk Grove chocolate memento following a brief question and answer session. December 13, 2007 PAST Luncheon – Mayor Johnson reported he attended the Senior Holiday Luncheon hosted by the Police Department. Community Character Coalition – Trustee Feichter joined Mayor Johnson at the podium and introduced the former Coalition President, Birdie Bisceglie, and several members of the Community Character Coalition of Elk Grove Village. A brief history on the formation of the Elk Grove Community Character Coalition was presented. Trustee Feichter also spoke of the dedication and leadership provided by Birdie Bisceglie and noted that Birdie Bisceglie recently retired as the Coalition’s President but would remain active as an officer in the Coalition. The Community Character Coalition of Elk Grove is open to the community, schools, and businesses. Proclamation - Mayor Johnson read a proclamation honoring Roberta “Birdie” Bisceglie. Mrs. Bisceglie expressed her appreciation to the Mayor and Board for bestowing this honor and accepted the Proclamation on behalf of all members of the Coalition. Mrs. Bisceglie spoke of the values, efforts and activities of the Community Character Coalition and noted the foundation of their efforts were the six pillars of character which have been implemented in the schools since May of 2000. The Elk Grove Coalition, founded in 2003, currently consists of 50 members and is open to the schools, community and businesses of Elk Grove Village. Residents were invited to visit their website and attend the Community Character Coalition meetings. Elk Grove High School – Teacher James Arey and several senior students from Elk Grove High School joined the Mayor to express their appreciation to the Mayor, the Village Board and the Elk Grove community for their support of the November 2007 three-week food drive conducted by the High School student body. It was noted 16,000 cans of food were collected or purchased and were distributed to agencies and food pantries in the area. Mayor Johnson complimented the students and commended James Arey for his leadership and guidance. It was noted Mr. Arey and his students have been involved in many projects that benefit various community organizations and Elk Grove residents. Police Department Accreditation – Police Chief Stephen Schmidt displayed a framed Certificate of Accreditation awarded to the Elk Grove Village Police Department. The Chief explained that the Elk Grove Police Department first obtained accreditation status in 1993 and must meet certain criteria throughout the year, followed by an extensive assessment process, to earn re-accreditation. Only approximately 600 law enforcement agencies, out of 17,000, have achieved accreditation status, which is three and one-half percent of all Law Enforcement Agencies. The Chief stated the Police Department has met 400 of the 439 required criteria and they are already working towards meeting 100% when the next assessment is conducted. Trustee Feichter reported he attended a Community Character Coalition meeting today and announced the Frank family, who lost a son in the war in Iraq, had requested an announcement be made that a Special Community Symposium for military families would be held at Alexian Brothers Medical Center on Saturday, January 26, 2008 from 8:30 a.m. to 12:30 p.m. This will be for families, friends or anyone associated with military families who have been involved in the war. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the December 31, 2007 Accounts Payable Warrant in the amount of $568,077.31. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the January 8, 2008 Accounts Payable Warrant in the amount of $948,286.12. MOVED: Trustees Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the January 8, 2008 Regular Village Board Meeting be approved as presented. A. Annual Alarm License Fee/Waived – Grant a request from the following entities to waive the Village’s annual alarm license fee for the period January 1, 2008 through December 31, 2008: Requesting Entity  Number of Alarms Total Waiver Request  Elk Grove Public Library School District 54 1 5 25.00 125.00  School District 59 7 175.00   Total  13  $325.00   B. Administration and Public Safety Complex - Concur with prior Village Board authorization to proceed with the reclamation of approximately 1,200 square feet of space in the basement level of the new Administration and Public Safety Complex in an amount not to exceed $150,000. Pace Agreement/Dial –A-Ride – Adopt Resolution No. 1-08 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE SUBURBAN BUS DIVISION (PACE) OF THE REGIONAL TRANSPORTATION AUTHORITY (DIAL-A-RIDE).” D. Class 6B Status/1300 Chase – Adopt Resolution No. 2-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1300 CHASE AVENUE, ELK GROVE VILLAGE, ILLINOIS.” E. Class 6B Status/1400 Chase – Adopt Resolution No. 3-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1400 CHASE AVENUE, ELK GROVE VILLAGE, ILLINOIS.” F. Class 6B Status/1420 Chase – Adopt Resolution No. 4-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1420 CHASE AVENUE, ELK GROVE VILLAGE, ILLINOIS.” G. Vantage Retirement Health Savings Plan (ICMA) – Adopt Resolution No. 5-08 entitled, “A RESOLUTION AUTHORIZING THE VILLAGE OF ELK GROVE VILLAGE FIREFIGHTERS ASSOCIATION, LOCAL NO. 2340, INTERNATIONAL ASSOCIATION OF FIREFIGHTERS, AFL-CIO, CLC TO PARTICIPATE IN VANTAGE RETIREMENT HEALTH SAVINGS PLAN (ICMA).” H. Personnel Rules/Regulations – Adopt Resolution No. 6-08 entitled, “A RESOLUTION AMENDING ARTICLE IV, SECTION 4.3A. HOLIDAYS, 4.3B. THE VACATION BENEFIT, AND 4.3D. SICK LEAVE, OF THE VILLAGE OF ELK GROVE VILLAGE PERSONNEL RULES AND REGULATIONS.” I. Amend Position Classification/Salary Plan (Network Engineer) – Adopt Ordinance No. 3153 entitled, “AN ORDINANCE AMENDING POSITION CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE (NETWORK ENGINEER).” J. Amend Village Code/Village Manager’s Powers & Duties – Adopt Ordinance No. 3154 entitled, “AN ORDINANCE AMENDING TITLE 1, SECTION 1-7A-6.I (VILLAGE MANAGER’S POWERS & DUTIES) OF THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE.” K. Powell Tree Care, Elk Grove Village, IL – Authorization to renew a service contract for parkway tree trimming in an amount not to exceed $81,750.00. L. Inland Detroit Diesel Allison, Carol Stream, IL – Concur with the Village Manager’s prior emergency authorization and award a service contract to rebuild the transmission on the Fire Department’s 100’ Pierce Tower Truck in the amount of $12,500.
