HomeMy WebLinkAboutVILLAGE BOARD - 02/26/2008 - SINGLE-FAMILY RENTAL LICENSE MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY FEBRUARY 26, 2008 Mayor Craig B. Johnson called the meeting to order at 7:15 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. PLEDGE OF ALLEGIANCE INVOCATION - Dr. James Shoffner, Lay Leader of the Prince of Peace United Methodist Church, delivered the Invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on February 12, 2008 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Proclamation – Mayor Johnson proclaimed March 2 through 8, 2008 as “Severe Weather Awareness Week.” Snow Removal - Mayor Johnson thanked the Public Works Director and employees for the snow removal efforts today and during past storms. Mayor Johnson noted for the record the Village has a good supply of salt for future snow removal needed during this winter season. FEMA Refund - Mayor Johnson reported the Village Manager’s Office has been working with the Federal Emergency Management Agency (FEMA) since the severe rainstorms hit Elk Grove Village on August 23, 2007. It was noted Elk Grove Village has recouped $237,000 of the $300,000 expended by the Village to repair flood damage. Appreciation was extended to staff and Assistant Village Manager, Beth Jacobson, for her endeavors in this project. Phase One of the Red Light Camera Program- Red Light cameras will soon be installed at the State controlled intersections of Route 83 (Busse Road) and Route 72 (Higgins Road); and Devon Avenue at Busse Road. It is anticipated a reduction in traffic violations and accidents will be realized following the installation of the red light cameras. O’Hare Airport – The newspapers featured a story on the demolition of a house located in Bensenville that was damaged by fire and structurally unsound. Chicago claimed the demolition to be the beginning of demolitions for the expansion of O’Hare. Mayor Johnson reported the teardown of the house was at the request of the City of Bensenville due to security and safety issues and not as part of the expansion plan as reported by Chicago. The Mayor assured the audience that the cemetery court case is still going forward. The Mayor was encouraged to hear the O’Hare Modernization Program Executive Director, Rosemarie Andolino, publicly admit she had no clue if and when the expansion plan would be completed. Trustee Czarnik reported on her attendance at the February 16, 2008 Hearts of Valor Ball. Trustees Feichter, Lissner and Prochno were also in attendance that evening. It was noted this year’s Alexian Brothers Tour of Elk Grove Bike Race would donate a portion of its proceeds to this charity foundation. Trustee Petri said he had no report but wanted it noted the February 12, 2008 Village Board meeting was only the sixth Village Board meeting he had missed in 29 years. Mayor Johnson reminded all candidates and residents to remove any Primary campaign signs that are still placed throughout the Village. Trustee Prochno reported she attended the February 20, 2008 annual Elk Grove Lions’ Classic 5000 event. Trustee Feichter attended the event also. On February 21, 2008 Trustee Prochno attended the Buddy Foundation fundraiser. The Buddy Foundation is dedicated to pet adoption. Trustee Prochno noted Village Attorney George Knickerbocker, who is very supportive of that organization, also attended the fundraiser. Trustee Feichter reported the Community Character Coalition would be hosting a “Business After Hours” event on Wednesday, February 27, 2008 at Charlie’s Charhouse Restaurant from 5:00 p.m. to 7:00 p.m. The Community Character Coalition will conduct a workshop for middle school students on February 28, 2008 on “Ethical Decision Making”. The workshop topic will have to do with cyber bullying and will be held at the Elk Grove Park District Pavilion from 8:30 a.m. to 2:00 p.m. Trustee Lissner reported he attended the Heart of the Marine Foundation Dinner on February 16, 2008. Special mention was made of Roy and Georgette Frank who established the foundation and has assisted many families and veterans. Trustee Lissner attended the February 20, 2008 Joint Action Water Agency (JAWA) meeting. The 2008/09 Fiscal Year budget was reviewed and approved. The refunding of 2008 revenue bonds was reviewed. Trustee Lissner commented on the efforts of Village Manager Rummel and his committee who worked very hard and took advantage of the low interest rates. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the February 26, 2008 Accounts Payable Warrant in the amount of $489,863.83 MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the February 26, 2008 Regular Village Board Meeting be approved as presented. A. Cornerstone Outreach Ministries, 2771 Katherine Way/Waive Fees – Grant a request to waive the cost of 2007-2008 food storage license fee in the amount of $50.00. B. Fence Connection, Inc., Elgin, IL - Award a service contract to the lowest responsive and responsible bidder for the replacement of the deteriorated wood fence along the north side of Wise Road, east of Plum Grove Road in an amount not to exceed $61,689.00. C. Class 6B/2416 Estes Avenue – Adopt Resolution No. 12-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 2416 ESTES AVENUE, ELK GROVE VILLAGE, ILLINOIS.” Mayor Johnson asked for any comments from the Trustees and the public. REGULAR AGENDA None BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Water Meter Replacement Program – This project is virtually completed in the Business Park. Lighting of Rohlwing Road from Biesterfield Road to Devon Avenue - This project has not moved forward due to on-going negotiations and demands made by the State regarding the installation of the lighting. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Trustee Lissner reported discussion was held at tonight’s Committee of the Whole meeting regarding a proposed ordinance for single-family rental housing regulations. All questions were covered to the satisfaction of the Board members. Trustee Lissner said, if approved, the ordinance would go into effect in September 2008 and would license only single-family rental homes in order to facilitate discussions when necessary between the homeowner, a neighbor, or a renter. The number of rental homes in Elk Grove Village is approximately 450 and there is the possibility with the current market conditions that number could increase. However, Trustee Lissner stated the Elk Grove housing market is doing very well. Motion to adopt Ordinance No. 3159 entitled, “AN ORDINANCE AMENDING THE VILLAGE CODE BY ADDING THERETO ARTICLE 3, CHAPTER 22: SINGLE FAMILY RENTAL UNITS BUSINESS LICENSE.” MOVED: Trustee Lissner SECONDED: Trustee Franke AYES: Trustee Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None ABSENT: None MOTION CARRIED 10.
