ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 11, 2008 Mayor Craig B. Johnson called the meeting to order at 7:13 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik,, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on February 26, 2008 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported: Dedication - The Mayor and Village Manager Rummel attended the dedication of the new Maddalena and Charles Pastika Memorial Chapel located in the Alexian Brothers Medical Center. Cardinal Francis George celebrated the dedication and blessing of the chapel. O’Hare Airport – Last week Council filed a petition before the Supreme Court that goes back to the case that was heard in the 7th Circuit Court of Chicago. The Mayor noted the Washington D.C. Circuit Court would hear the other petition dealing with the $1.3 billion awarding of funds for the O’Hare expansion. The written briefs are due March 28, 2008 with oral arguments to be heard in the Spring or early Fall next year. Mayor Johnson stated the battle continues. They still have not taken one piece of property in Elk Grove and the town of Bensenville is complete. Sister Cities – A delegation including the Mayor, Trustee Franke, Village Attorney Knickerbocker, Deputy Village Manager Roan, and representatives from Alexian Brothers Medical Center and the Park District, traveled to Elk Grove’s Sister City in Termini Imerese, Sicily Italy. The Mayor reported the trip was enlightening and served as confirmation of what the Sister Cities Organization is doing to promote cultural and business good will. The trip included introductions and meetings with many of the Italian officials. The Mayor noted a “friendship agreement” was signed between Elk Grove Village and the town of Collesano, Sicily. Mayor Johnson expressed his appreciation to Giovanni Gullo and Marianne Gullo for arranging the trip. Mayor Johnson stated, for the record, he and Trustee Franke paid all their own costs with no tax dollars used towards this trip. Trustee Feichter reported he would host several educators from the Eastern European Country of Estonia. The educators would arrive next Saturday and spend one week teaching in various northwest suburban schools about what it was like under the communist regime and how it is now in their Country. Trustee Feichter extended an invitation to the Board members to join members of the Board of Education and a representative from Congressman Roskam’s office to welcome the Estonians at Grove school. A Friday meeting of the delegation and the Grove Jr. High Student Council is scheduled and will be followed by a tour of the Elk Grove Fire Department’s Oakton Fire Station. Grove Junior High teacher, Jenny Morales, and Nancy Wagner, District 59 Assistant Superintendent for Instruction, who are involved in the program, and two other American teachers, will accompany Trustee Feichter when he travels to Estonia in April to teach for one week. This exchange program is a federally funded educational program. In addition, Trustee Feichter provided information on the Elk Grove Fallen Soldier Memorial Scholarship Program, which is sponsored through Elk Grove Village and the Community Character Coalition. One $5000.00 and two $2000.00 scholarships will be awarded to a graduating high school senior, who is a resident of Elk Grove Village. Applications can be obtained at the Village Hall, the Elk Grove and Conant High Schools and the Community Character Coalition web site. The deadline to submit applications is 3:00 p.m. on April 11, 2008. Trustee Prochno reported she had attended a forum in Rolling Meadows sponsored by the Northwest Suburban Alliance for discussion on Domestic Abuse. Trustee Prochno stated Elk Grove Social Worker Desmond Raftery is very involved with the organization and highly respected for his work in that field. Residents were encouraged to call the Police Department and contact Des Raftery if they are experiencing domestic violence/abuse in their lives. Furthermore, Trustee Prochno attended a Thursday, March 5, 2008 Harper College meeting. She has been invited by the college and its President to be a member of the community facilitating team, which consists of area elected officials and representatives, to look at possibly making a recommendation on whether Harper should have a Fall referendum on the ballot regarding a capital improvement project that would not raise taxes. In response to Mayor Johnson’s inquiries, Trustee Prochno noted this was an initial organizational meeting and she would provide additional information after they meet again in two weeks. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the February 29 2008 Accounts Payable Warrant in the amount of $514,413.93. MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: None MOTION CARRIED Motion to authorize payment of invoices as shown on the March 11, 2008 Accounts Payable Warrant in the amount of $473, 950.60. MOVED: Trustees Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the March 11, 2008 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board, staff, or members of the audience. There were none.) Elk Grove Park District/Waive fees – Grant a request to waive permit fees for park modifications at Olmstead Park on Cypress Lane, which includes the installation of benches, a water service line and native planting beds, in the amount of $125.00. Elk Grove Lions Club/Waive fee – Grant a request to waive the temporary Class D (beer and wine only) Liquor License for a Trivia Contest to be held at Queen of the Rosary on Saturday, April 12, in the amount of $2,100.00. DuPageRiver/Salt Creek Workgroup/Membership – Authorization to apply for membership. Children’s Advocacy Center of Northwest Cook County/Dues – Grant a request for a payment of dues in the amount of $4,000.00. Packey Webb Ford, Downers Grove, IL – Award a purchase contract to the lowest and responsible bidder, for the purchase of a 2008 Ford E-350 extended cargo Prisoner Transport Van in the amount not to exceed $38,750.00. Miles Chevrolet, Decatur, IL – Award a purchase contract for the purchase of 2 (two) 2008 Chevrolet Impala 9C3 Police Pursuit vehicles and a 2008 Chevrolet Tahoe Police Pursuit Vehicle in the total amount not to exceed $66,798.44 to be purchased from the State contract. Administration and Public Safety Complex – Approve the unforeseen condition items associated with removing mud, bad soil, and curbs to proceed with construction in an amount of $43,097.00. M&A Cement, Bensenville, IL – Award a service contract as the lowest responsive and responsible bidder for concrete maintenance in an amount not to exceed $336,732.00. Arrow Road Construction, Mount Prospect, IL – Award a service contract as the lowest responsive and responsible bidder for street resurfacing in an amount not to exceed $719,794.70. Arrow Road Construction, Mount Prospect, IL – Award a service contract as the lowest responsive and responsible bidder for street maintenance material in an amount not to exceed $130,800.00. Administration and Public Safety Complex – Award professional service contracts to the following organization: Wampach Woodwork, Inc., South Elgin, IL – as the lowest responsive and responsible bidder for millwork in an amount of $268,696.00; Meadows Garage Door Company, Inc, Carpentersville, IL – as the lowest responsive and responsible bidder for overhead/rolling doors in an amount of $38,900.00; Valley Security Company, Oswego, IL – as the lowest responsive and responsible bidder for detention security in an amount of $211,000.00;
