TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 25, 2008
Mayor Craig B. Johnson called the meeting to order at 7:19 p.m.
1. ROLL CALL:
Present: Mayor: Craig B. Johnson;
Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri
Absent: Trustee Chris Prochno
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh
A quorum was present.

Motion to approve the minutes of the Regular Village Board Meeting held on March 11, 2008 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Mayor Johnson reported
- The Mayor, Trustee Czarnik, Trustee Petri, Police Chief Schmidt and Fire Chief Miller read to the students of Admiral Byrd School on “Read Across America” Day on March 20, 2008.
-O’Hare Airport Update – Mayor Johnson told the audience that Chicago has attempted to acquire Elk Grove Village property on Carmen Drive. The owner of the business had hired legal
counsel and was successful in saving the building, although, Chicago will acquire a 16-foot by 24-foot parcel of property, which Chicago wants to use as part of its O’Hare Expansion
Plan.
-The Mayor expressed his disdain that in this Country another municipality would be allowed to take property from our municipality. The Mayor commented that Chicago “is eyeing” other
land in Elk Grove Village and declared we will continue to fight with all our efforts to protect our land.
-Mayor Johnson said it is discouraging that State Legislators gave Chicago unprecedented “Quick Take” powers, which has never been passed in the history of the State, that allows land
to be taken without compensation to the municipality. Chicago is using the “Quick Take” authority to acquire property since the property owner is fighting them.
Mayor Johnson reported this Friday the written briefs for the 1.3 billion dollar PFC funds that Chicago is asking for the first phase are due in the Washington D.C. Circuit Court, with
oral arguments scheduled late in the Spring or early Fall.
The petition has been filed with the Supreme Court and the case down in DuPage County is continuing on. This case requires any municipality must prove they can build the entire project
and fund it before it tears down any property. Mayor Johnson said, due to the recent efforts being made by Chicago it is necessary to replenish the litigation fund.
Mayor Johnson called for a motion to transfer funds.
Motion to transfer $500,000.00 from the General Fund to the Legal Defense Trust Fund effective with the 2008/09 budget which will be approved in April.

Mayor Johnson reiterated his disdain for what the City of Chicago was doing to our community.
Gino Piscopo joined the Mayor at the podium. Gino attended the last Village Board meeting to talk about his involvement in the St. Baldrick’s fundraiser and his efforts to collect donations
in support of childhood cancer research. The Mayor had invited Gino back to show the Village Board and community that, as part of the fundraising efforts, Gino had his hair shaved
off and was completely bald. Gino reported he had surpassed his donation goal and had collected approximately $1250.00. The Mayor and Village Board members presented additional donations
to Gino.
Mayor Johnson commended Gino on behalf of the Village Board stating they were very proud of him. Mayor Johnson presented Gino with several Village mementos and a set of the March 11,
2008 Village Board Meeting minutes that recorded Gino’s attendance at the meeting.
Gino Piscopo thanked the Village Board, the Fraternal Order of Police and everyone who had supported him.
Trustee Czarnik reported she attended a March 20, 2008 meeting hosted for the visiting delegates from Estonia at Grove Jr. High School. It was noted that in two and one half weeks a
delegation made up of District 59 teachers and administrators would visit Estonia.
Trustee Czarnik participated in the “Read Across America” Day and thanked Ms. Hererra’s 2nd grade class at Admiral Byrd School for the privilege to read to the class and for the lovely
thank you note they sent to her.
Trustee Feichter reported he attended a reception Thursday at Grove Junior High School held for the delegation of educators from Estonia. Trustee Feichter informed the audience that
he would join a delegation of Grove teachers and administrators from District 59 on a visit to Estonia in two and one half weeks.
Trustee Feichter said the Estonian delegation especially enjoyed the tour of the Oakton Fire Station and were impressed by the skills and professionalism of the Elk Grove Fire Department
staff. Trustee Feichter extended his appreciation to the Fire Department for hosting the tour. It was also noted that the Police Department did the same in past years for a delegation
that came to the Village. Trustee Feichter extended his appreciation to the Police Department.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the March 25, 2008 Accounts Payable Warrant in the amount of $299,663.64.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the March 25, 2008 Regular Village Board Meeting be approved as presented.
(Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. There were none.)
A. Easement Variation/526 Elk Grove Boulevard - Grant a variation from the Village Code, Section 8-12B-1-1D, “Easements,” to permit the construction of a detached garage which will encroach
four feet (4’) in the ten-foot (10’) public utility easement on the north side of the lot.
B. Foster Coach Sales, Inc., Sterling, IL - Award a purchase contract for the purchase of one (1) 2008 Ford E-450 Med-Tec Saturn Type III Ambulance in an amount not to exceed $129,736.00.
C. Avalon Petroleum, Tinley Park, IL - Authorization to renew a purchase contract to supply fuel for one year in an amount not to exceed $471,000.00.
D. Administration and Public Safety Complex – Award construction contracts to the following organizations:
Doherty Construction, Inc., South Elgin, IL - as the lowest responsive and responsible bidder for carpentry in an amount of $540,000.00.
Complete Fence, Inc., West Chicago, IL - as the lowest responsive and responsible bidder for fences and gates in an amount of $28,897.00.
Chicago Drapery and Carpet, Chicago, IL - as the lowest responsive and responsible bidder for window treatments in an amount of $36,088.00.
Glander Paving Co., Palatine, IL - as the lowest responsive and responsible bidder for asphalt in an amount of $89,840.00.
Flooring Solutions Inc., Oak Brook, IL - as the lowest responsive and responsible bidder for flooring in an amount of $184,679.00
International Decorators, Inc., Barrington, IL - as the lowest responsive and responsible bidder for acoustical ceiling work in an amount of $220,923.00.
Village Health Insurance Programs – Authorize the Village Manager to execute contracts renewing the Village’s health insurance programs as of May 1, 2008:
Execute a contract with Blue Cross/Blue Shield to provide medical insurance services and to establish the Monthly Premium Rates for the Blue Cross/Blue Shield Self-Insured Medical PPO
