HomeMy WebLinkAboutVILLAGE BOARD - 04/08/2008 - MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 8, 2008 Mayor Craig B. Johnson called the meeting to order at 7:28 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik,, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker, and Village Clerk Ann I. Walsh A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION Pledge of Allegiance – Mayor Johnson led the Board and audience in the Pledge of Allegiance. Invocation – Pastor Stephen Somogye, Shinnyo-En Temple, delivered the invocation. Pastor Somogye invited the community to an Open House at the Shinnyo-En Buddhist Temple, 120 E. Devon Avenue, on Sunday, April 13, 2008, from noon until 2:00 p.m. At 11:00 a.m. that day there will be a special replay of the Interfaith Service for World Peace and Harmony that took place at St. Peter’s Catholic Church in New York City. Shuttle bus service will be available throughout the day to transport people to a special art exhibit in Chicago. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on March 25, 2008 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES April 3, 2008 – Mayor Johnson reported on his attendance at the Elk Grove High School pep assembly for students taking the Advanced Placement Test. Mayor Arredia of the City of Des Plaines also attended. April 3, 2008 - Trustees Franke, Lissner, Czarnik and Mayor Johnson attended the installation ceremony of John Werrbach as new CEO of Alexian Brother Medical Center. Reappointments: Motion to concur with Mayor Johnson’s reappointments of the following individuals to the Village Boards and Commissions: Plan Commission Edward R. Hauser – term ending 4-30-2011 Donald L. Sokolowski – term ending 4-30-2011 Police Pension Board Lee D. Garr – term ending 4-30-2010 Zoning Board of Appeals Paul B. Kaplan, as Chairman, term ending 4-30-2013 Fire Pension Board Chief David L. Miller – term ending 4-30-2010 Fire & Police Commission Alan J. Shapiro, DDS – term ending 4-30-2011 MOVED: Trustee Feichter SECONDED Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Mayor Johnson thanked the Board and Commission members who were reappointed and all individuals who serve on one of the Boards and Commissions. The Mayor recognized Fire and Police Commissioners, Butch Ehrke and Michael Kontek who were present in the audience. The Mayor stated the members of the Fire and Police Commissioners hire every firefighter and police officer in the Village. The Mayor spoke of the dedication of former Fire and Police Commissioner Chairman, Gayle Bantner, who served on the Fire and Police Commission for over 43 years. The Mayor reported that this week the Illinois Emergency Management Agency mailed the Village two checks in the amounts of $217,558.00 and $11,691.00 as reimbursement for the storm damage in August 2007. Special mention and appreciation was extended to the Assistant Village Manager, Beth Jacobsen, for working with the Federal Emergency Management Agency (FEMA) for the federal assistance. Mayor Johnson wished Deputy Village Manager, Matt Roan, a Happy 30th Birthday. Proclamation – The Mayor proclaimed April 13-19, 2008 as “National Public Safety Telecommunication Week.” Airport Update – Mayor Johnson reported on the Chicago Tribune editorial which was published last week. The Tribune stated full support for the south suburban airport in Peotone Illinois. The Tribune editorial urged the Governor, who is the only person standing in the way of development, to follow through on his promise to approve development of the airport. The editorial also urged the Mayor of Chicago to support a third airport in Peotone. The Mayor pointed out that the South Suburban Airport would differ from O’Hare Airport in that Elk Grove is not a partner in any decision process with O’Hare but Elk Grove would be part of a coalition of twenty communities overseeing the South Suburban airport and would get direct benefits from that airport. Also, the taxpayers are not at risk. The South Suburban Airport would be funded solely by private investors. Mayor Johnson thanked the Tribune for their support. Oath of Office – Chief Stephen Schmidt introduced Police Officer Miguel A. Mosqueda who recently graduated from Police Academy training. Mayor Johnson administered the Oath of Office to newly appointed Elk Grove Police Officer, Miguel A. Mosqueda and welcomed him to the Elk Grove Police Department. Sister Cities – Marianne Gullo, representing the Elk Grove Sister Cities organization, joined Trustee Petri to present a fundraising check in the amount of $1500.00 to the Kenneth Young Center. In addition, three $500.00 checks will be presented in Sicily. Mitch Bruski of the Kenneth Young Center accepted the check and thanked Sister Cities on behalf of the 1746 clients serviced in Elk Grove Village. Lutheran Church of the Holy Spirit – Trustee Prochno joined the Mayor at the podium to introduce its new Pastor and members of the Church. The Lutheran Church of the Holy Spirit will be celebrating its 50th Anniversary in Elk Grove Village in November of 2008. Pastor Timothy Manwell, Randall Mode, Kathi Mode and Gert Stoffregen presented a Certificate of Appreciation to the Village for 50 years of dedicated efforts by the Mayor and Trustees to make Elk Grove a safe place to live, to rear families and to worship. Mayor Johnson congratulated the Lutheran Church of the Holy Spirit on their anniversary and thanked the representatives for their presentation. Cheerleaders - Mayor Johnson announced the State Champion Elk Grove High School Cheerleaders would attend the April 22, 2008 Village Board meeting. Trustee Franke reported on his attendance at the Citizen’s Police Academy on the last two Thursdays. He commented on a speech given by Chief Schmidt and noted they toured the 9-1-1 call center. The Patrol Division and FBI Academy will be introduced at the next class. Residents were encouraged to register for a future academy. Trustee Feichter reported the Community Character Coalition would hold a Business Committee Workshop at the Kenneth Young Center at 7:30 a.m. on Wednesday, April 9, 2008. Trustee Feichter noted he was pleased to hear several Elk Grove Village employees would attend the workshop. Trustee Feichter reported on the Elk Grove Fallen Soldier Memorial Scholarship Program. Three awards will be presented-two for $2000.00 each and one for $5000.00. Trustee Feichter urged Elk Grove residents who are graduating high school seniors this year to apply. Applications are due by April 11, 2008. Applications can be obtained on the website www. ccceg.org The annual Character Counts Coalition Youth Celebration will take place prior to the Tuesday, May 13, 2008 Village Board meeting. Trustee Feichter will be leading a group of teachers and school administrators to Estonia for a one-week visit of their government agencies and schools. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 31, 2008 Accounts Payable Warrant in the amount of $538,569.87 MOVED: Trustee Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Motion to authorize payment of invoices as shown on the April 8, 2008 Accounts Payable Warrant in the amount of $608,173.17. MOVED: Trustees Petri SECONDED: Trustee Czarnik AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED CONSENT AGENDA It was moved and seconded that the Consent Agenda of the April 8, 2008 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked if any Trustee, Village staff or members of the audience had comments or questions on the Consent Agenda following the motion. Trustee Petri reminded the audience that Consent Agenda Item 6.F included approval of the Private Property Tree Planting Program whereby residents can make arrangements with the Village’s contractor to plant a tree on their property with the cost for a 2-½ inch wide tree at $284.00. In addition, the Private Participation Concrete Replacement Program is included on the Consent Agenda whereby residents can get driveway aprons replaced at a reduced price. Information on both these programs was included in the Village’s newsletter. Mayor Johnson stated that this year the Village would replace the Village trees with 4-inch diameter trees. Elk Grove is the only community that plants that size tree. This is the second year of the Village tree replacement program put in place as protection from the emerald ash borer. As of this date, Elk Grove had not found evidence that the emerald ash borer has caused any problems in this community. Mayor Johnson
