TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MAY 27, 2008
Mayor Craig B. Johnson called the meeting to order at 7:10 p.m.

Absent: Trustee Patton L. Feichter
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker, and Deputy Village Clerk Judith M. Keegan
A quorum was present.

3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Village Board Meeting held on May 13, 2008 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Memorial Day – On Monday, May 27, 2008, Mayor Johnson attended the Village’s Memorial Day Ceremony.
Proclamations:
Relay for Life – Mayor Johnson invited the representatives from Relay for Life to join him at the podium. The Mayor read a proclamation honoring the Twelfth Annual Relay for Life and
proclaiming June 6, 2008 as “Relay for Life Day” in Elk Grove Village. The representatives accepted the framed proclamation and in turn presented the Mayor with a “Relay for Life Community”
sign. They thanked the Mayor, Board of Trustees and the entire Village for their continued support. An invitation was extended to the community to participate and/or stop by to enjoy
a very touching ceremony and fun-filled event which will begin at 6:00 p.m. on June 6th.
Little Boots Rodeo – The Mayor asked Mr. Jack Groat, and his friends to come up and speak about this first-year event for the Village. Trustee Prochno was asked to join the group at
the podium. Mr. Groat explained that with Trustee Prochno’s help, he approached the Park Board to ask if he could sponsor and organize the “Little Boots Rodeo” in the spring of 2008.
He went on to thank the many volunteers who helped with the organization of the rodeo, with a special thank you and a cowboy bandanna being presented to Trustee Prochno. The group
spoke about the different events that would be featured at the rodeo and noted they would be in the Village Parade handing out cowboy hats to the children in the crowd.
Mr. Groat highlighted a special event for the Rodeo by challenging Mayor Johnson to a one-on-one battle on the mechanical bull. Mayor Johnson accepted the challenge. The Mayor read
and then presented a proclamation to Mr. Groat proclaiming Sunday, June 22, 2008 from noon to 5 p.m. as “Little Boots Rodeo” day in Elk Grove Village.
Trustee Franke reported the Citizen’s Police Academy went to the gun range two weeks ago where they learned how to hold and shoot the guns. This past week a Judge spoke about the court
system, and the Academy graduation will be this Thursday.
Trustee Petri reported on May 14, 2008 he and Village Manager Rummel attended the last meeting of the year for the Solid Waste Agency and the Northwest Municipal Conference. Des Plaines
Mayor Tony Arredia will be stepping down, and this is the 50th year for the Northwest Municipal Conference. The Board will be attending a dinner on June 6, 2008 for the anniversary.
Trustee Prochno stated on Sunday, May 18, 2008 she represented the Village at an Eagle Scout Ceremony for Michael Gruzynski. This was the second Eagle Scout Ceremony in a month and
the percentage of Eagle Scouts in Elk Grove Village is way above average.
Trustee Prochno reported on Friday, May 23, 2008 she attended a Veteran’s dinner in Rolling Meadows and the following day walked in the Rolling Meadows Memorial Day Parade. On Monday,
May 26th walked in the Arlington Heights Memorial Day Parade before coming to the Village’s ceremony, which was very well attended. Trustee Prochno thanked the Elk Grove Village Baptist
Choir, the Big Band and all guest speakers. This was the eleventh ceremony in the Village and it continues to grow.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the May 27, 2008 Accounts Payable Warrant in the amount of $1,172,955.06.

CONSENT AGENDA
Mayor Johnson asked the Village Board, staff and members of the audience if anyone had any questions or comments regarding the Consent Agenda. There were none.
A. Cornerstone Outreach Ministries, 2771 Katherine Way/Waive Fees – Grant a request to waive the cost of 2008-2009 food storage license fee in the amount of $100.00.
B. Prince of Peace Church, 1400 S. Arlington Heights Road/Waive Fees – Grant a request to waive the Village’s daycare center license fee for the period of June 1, 2008 through May 31,
2009 in the amount of $325.00.
C. Elk Grove Park District/Waive Fees – Grant a request to waive the cost of 2008-2009 vehicle stickers in the amount of $1,825.00.
D. Rammy’s Sub Contractors Restaurant, 1022 East Higgins Road – Grant a request to allow the placement of three (3) tables, each with three (3) chairs, to accommodate outdoor seating
on the walkway in front of the restaurant between May 27, 2008 and October 31, 2008.
E. Northwest Municipal Conference/Dues – Authorize payment in the amount of $16,704.00 for FY 08/09 membership dues.
F. Administration & Public Safety Complex/Change Orders – Approve the following change orders:
Doherty Construction, Inc., Woodstock, IL to credit the Village for deleting door #2080A in the amount not to exceed $802.00.
Doherty Construction, Inc., Woodstock, IL for the early delivery of door frames for the lower level in an amount not to exceed $247.00.
J & E Duff, West Chicago, IL to credit the Village for revisions due to miscellaneous room layouts in the amount not to exceed $6,060.00.
J & E Duff, West Chicago, IL to provide a bullet-resistant wall at the Police Information Center, which is not part of the original contract in an amount not to exceed $17,925.00.
Gateway Inc., St. Charles, IL for additional windows / aluminum framing as a result of final architectural design, which were not part of the original contract, in an amount not to exceed
$52,954.00.
Plaza Excavating, Dundee, IL for the installation of a temporary construction ramp as required for steel installation not to exceed $11,330.55.
Plaza Excavating, Dundee, IL to extend the temporary construction access way to the south parking lot in an amount not to exceed $1,359.10.
G. Koz Trucking, Inc., Medinah, IL – Award a service contract to haul and dispose of non-toxic debris from Village properties in the amount not to exceed $180,730.00.
H. Hartford Insurance Company/Life Insurance – Authorize the Village Manager to execute a contract with Hartford Insurance Company, as the lowest A+ rated insurance firm, to provide
term life insurance at various premium rates and levels as indicated on their proposal.
Class 6B/1221 Jarvis Avenue – Adopt Resolution No. 28-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1221 JARVIS AVENUE, ELK GROVE VILLAGE, ILLINOIS.”
J. Class 6B/1201 Estes Avenue – Adopt Resolution No. 29-08 entitled, “A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION
ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 1201 ESTES AVENUE, ELK GROVE VILLAGE, ILLINOIS.”
