TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY JULY 15, 2008
Mayor Craig B. Johnson called the meeting to order at 7:11 p.m.

Absent: Trustee Chris Prochno
Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh
A quorum was present.

Motion to approve the minutes of the Regular Village Board Meeting held on June 17, 2008 as submitted and dispense with the reading.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Elk Grove Lions/Lioness Club Scholarship Winners – Wayne Deasy, President of the Elk Grove Lions Club, Marion Noehre, President of the Elk Grove Lioness Club, and Lioness Barbara Lahtinen
presented Certificates of Recognition and $1000.00 scholarship checks to Conant graduate Ronak Shah, and Elk Grove High School graduates Angela Podulka and Bailey Seaholm. W. Deasy
gave a brief explanation of the scholarship process and its criteria. The Scholarship Committee chose the top three applicants out of a total of twenty applications submitted by graduating
Elk Grove Village high school seniors. Marion Noehre commented that all the scholarship entries were very impressive.
Heart of a Marine Foundation - Mayor Johnson invited the founders of the Heart of a Marine Foundation, Roy and Georgette Frank, to join him at the podium and presented a check in the
amount of $5,631.13. This was the final distribution of funds donated to the Foundation from the 50th Anniversary House raffle and events. The Mayor explained that the Heart of a Marine
Foundation was one of eleven charities to benefit from those funds.
Mayor Johnson noted the Soldier Memorial Fund had been established and a statue erected in Elk Grove in honor of the four young Elk Grove residents who lost their lives fighting in Iraq.
Georgette Frank introduced members of the military armed forces that attended the meeting in memory and in honor of those four Elk Grove Village individuals:

The Mayor expressed appreciation and gratitude to the visiting veterans on behalf of the Village Board and Elk Grove Village community. The Village Board and members of the audience
honored the veterans with a standing ovation.
The Mayor announced that the Village would continue to fund the Foundation and Scholarship funds with a portion of the proceeds from the Alexian Brothers Tour of Elk Grove bike race.
The donation would be presented during the bike race VIP sponsor kick-off dinner. Mayor Johnson encouraged the community to thank a service man or woman when they see them and stated
Elk Grove has not forgotten their sacrifices and commitment.
Mrs. Frank noted the Heart of a Marine Foundation helps every branch of service and was founded based on the character of their son, Philip, who was killed in Iraq. Since November of
2005 the Foundation has assisted military families and veterans with over $100,000 in financial assistance. The Foundation furnished rooms in the blind center and spinal cord injury
wing of Hines Hospital. Orthopedic canes have been distributed throughout the Country. The latest software used for traumatic injury rehabilitation was purchased and fifteen desktops,
five laptops and twenty software packages were delivered at no cost to Hines Hospital. The Foundation is also in contact and working with other hospitals throughout the United States
including Alexian Brothers Medical Center.
Mayor Johnson spoke of the need to help veterans who have survived a war and the families of service men and women who are currently serving in the war.
Oath of Office – Police Chief Stephen Schmidt introduced newly appointed Police Officer Bryan J. Lyp. Officer Lyp graduated from the Suburban Law Enforcement Academy on June 20, 2008.
Mayor Johnson administered the Oath of Office.
Officer Lyp stated he was looking forward to a fulfilling and rewarding career in Elk Grove Village.
Police Chief Stephen Schmidt introduced the Police Department’s newest Police canine, Kim, and Kim’s handler, Police Officer Stephen O’Neill.
June 22, 2008 – Mayor Johnson reported on his attendance and participation at the first annual Little Boots Rodeo. Mayor Johnson competed in the mechanical bull-riding contest and won
the title of rodeo mechanical bull champion.
June 27, 2008 – Mayor Johnson reported he and the Village Board members met with the Consulate General from Italy at the TOPA restaurant. The Consulate General was visiting the area
and had been given a tour of the Elk Grove Business Park.
July 9, 2008 – The Mayor spoke at the Elk Grove Chamber of Commerce Membership Luncheon to provide the Chamber with his annual State of the Village speech.
Trustee Feichter reported the Community Character Coalition honored Elk Grove resident retired Air Force Master Sgt. Mark Evans and his teenage son (Kent). The father and son team initiated
and coordinated the “Pizza for Patriots Program.” The Evans’ sought out public donations and were able to ship over 2000 Lou Malnati deep-dish pizzas to troops serving in Iraq. DHL
donated all costs for shipping and handling of the pizzas that arrived in time to be enjoyed on the 4th of July.
Trustee Feichter commented on the numerous radio announcements, TV news programs and newspaper articles that featured the program that pointed out that the Evans’ were Elk Grove Village
residents. The Evans’ are currently working with the Illinois Lt. Governor to expand the program and deliver pizzas to the Illinois National Guard when
the Lt. Governor visits Iraq in the near future. The coalition intends to send letters to the troops at that time.
The Greater Woodfield Association will meet with a Chicago 2016 Olympic Committee Board member to discuss the bidding requirements to be considered for area hotel room use during the
Olympics. It is anticipated that approximately 60,000 hotel rooms would be needed per night for over three weeks if Chicago were chosen for the Olympics.
Sunday, July 13, 2008, Trustee Feichter attended the ice cream social sponsored by the Elk Grove Historical Society.

Motion to authorize payment of invoices as shown on the June 30, 2008 Accounts Payable Warrant in the amount of $772,993.91.

CONSENT AGENDA
It was moved and seconded that the Consent Agenda of the July 15, 2008 Regular Village Board Meeting be approved as presented.

A. Elk Grove Lions Club/Waive fees - Concur with prior authorization of a request to waive the fee for use of a fire hydrant for non-firefighting purposes for their 4th of July celebration
in the amount of $75.00.
B. Queen of the Rosary/Waive fees – Grant a request to waive permit fees for the renovation of the front steps of the Church at 750 Elk Grove Boulevard in the amount of $153.00.
C. School District 59 Education Foundation/Waive fees – Grant a request to authorize the hosting of a circus event and provide associated fee waivers for the Kelly Miller Circus at the
Lutheran Church of the Holy Spirit for an event to be held on Friday, September 19 and Saturday, September 20, 2008 in the amount of $375.00.
D. Salvation Army/Waive fees – Grant a request to waive the Village’s vehicle sticker fee for the period of May 1, 2008 through April 30, 2009 in the amount of $845.00.
E. Jimmy John’s, Elk Grove Town Center – Grant a request to allow the placement of five (5) tables with a total of fourteen (14) chairs on the walkway to accommodate outdoor seating
in front of the restaurant between April 1, 2008 and October 31, 2008 at the Elk Grove Town Center.
