HomeMy WebLinkAboutVILLAGE BOARD - 11/11/2008 - TAX APPEAL, SCHOOL BOARD MEMBERS, ZBA APPOINTMENT MINUTES OF THE REGULAR MEETING OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY NOVEMBER 11, 2008 Mayor Craig B. Johnson called the meeting to order at 7:15 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Ann I. Walsh A quorum was present. 2. INVOCATION – Lead Pastor, Curt Hansen, Elk Grove Baptist Church, delivered the Invocation. PLEDGE OF ALLEGIANCE –Mayor Johnson led the audience in the Pledge of Allegiance to the Flag. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on October 28, 2008 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson reported on his attendance of the following: November 4, 2008 – Led the students of Byrd School in the Pledge of Allegiance and voted for the President in the mock election held at the school. November 11, 2008 – Participated in the VFW Veterans Day Ceremony and luncheon held at the Park District Pavilion. Trustees Czarnik, Franke, Lissner, Petri and Prochno were also present. Mayor Johnson thanked Village Manager Rummel and Deputy Village Manager Roan for efforts put forth to make the event a success. Mayor Johnson thanked the VFW and American Legion for allowing the Village to host the ceremony. Proclamations – Mayor Johnson issued the following Proclamations -“Winter Storm Preparedness Week – November 16-22, 2008” and -“A Proclamation Honoring the Lutheran Church of the Holy Spirit’s 50th Anniversary” in the Village of Elk Grove Village.” Police Department - Mayor Johnson noted Deputy Chief Dion Zinnel was present in the audience. The Mayor commended and complimented the Police Department for a job well done. Congratulations were extended to the Police Department and MCAT for their outstanding efforts towards solving a murder that took place in the Village on October 31, 2008. ZBA Appointment – Mayor Johnson requested concurrence in his appointment to fill a vacancy on the Zoning Board of Appeals. Motion to concur with the Mayor’s recommendation to appoint Scott D. Carlson as a member of the Zoning Board of Appeals (for a term ending April 30, 2009). MOVED: Trustee Czarnik SECONDED: Trustee Franke AYES: Trustees Feichter, Franke, Lissner, Petri, Prochno, Czarnik NAYS: None MOTION CARRIED Oath of Office – Mayor Johnson administered the Oath of Office to Scott D. Carlson. Mr. Carlson addressed the Board stating he has been a resident of Elk Grove Village since 1978 and was honored to serve the community of Elk Grove Village. Tax Appeals –Trudy Zaja, attended the meeting on behalf of Commissioner Brendan Houlihan of the Cook County Board of Review 1st District. Ms. Zaja announced that Elk Grove Township residents who would like to proceed to the second level of the appeal process of their property tax assessments could do so up to December 1, 2008. Ms. Zaja provided the Village with materials necessary for filing an appeal and noted the forms would be on file in the Elk Grove Village Clerk’s Office. Forms would also be available at the Elk Grove Township Assessors office and the Rolling Meadows Circuit Court Building. The Board of Review’s website is www.cookcountyboardofreview.com and will contain information about appealing property assessments. Mayor Johnson said everyone should pay their taxes but only their fair share. Proclamation – School District #59 Board members, Barbara Somogyi (President) and Mardell Schumacher, (Vice President) and the District #59 Superintendent Dr. Daniel R. Schweers, joined the Mayor for issuance of a Proclamation proclaiming November 15, 2008 as “School Board Members Day.” Tax Levy - Mayor Johnson discussed the 2008 Tax Levy and asked for a motion to concur with the Director of Finance’s recommendation for the 2008 Tax Levy determination of $16,901,480.00 which includes the pension fund requirements and the Library. Mayor Johnson stated that the 2008 tax levy would be at a zero percent increase for the General Corporate, Emergency Management, and Debt Service levies which are within the Board’s discretion. The pension requirements increased 8% as mandated by the State, and the Library increased 2.9%. The combined increase for the Village and Library overall is 2.6%. Motion to concur with the Tax Levy determination and direct an ordinance be prepared for adoption at the December 9, 2008 Village Board meeting. MOVED: Trustee Czarnik SECONDED: Trustee Franke AYES: Trustees Franke, Lissner, Petri, Prochno, Czarnik, Feichter NAYS: None MOTION CARRIED Trustee Petri reported that on Thursday, November 6, 2008, he attended the groundbreaking ceremony of a new Airgas retail branch and nonflammable gas cylinder filling facility at 1601 Nicholas Boulevard in Elk Grove Village. The DupliColor plant formerly occupied the property. The grand-opening is expected to take place by the end of the summer. Trustee Feichter reminded the audience of the Community Character Coalition’s special event held several months ago whereby the Coalition honored Elk Grove students who had shown dedication to the community. It was noted that Julia Smith was honored at that event for her fund raising efforts for children with autism. Ms. Smith and her father attended the “November Coffee with the Board” to announce she would launch another fundraiser and asked for the support of the Village Board. Ms. Smith also attended the Community Character Coalition meeting to inform them of her new project and was well received by the members. Trustee Feichter reported that Dermatologist Dr. Michael Greenberg of Elk Grove Village donated $1,000.00 for the Elk Grove Food Pantry and would be honored at the 2009 January Community Character Coalition meeting.
