Village Mayor Craig B. Johnson called the meeting to order at
8 : 05 p.m.

2 . INVOCATION
Reverend Thomas G. Smith, Deacon, St. Nicholas Episcopal Church,
delivered the invocation.

January 9, 2001 as submitted.

4 . REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Jaycees Christmas Decorating Contest - Mayor Johnson introduced
the first and second place winners of the Christmas Decorating
contest and presented each family with a plaque from the Village .

Ms Teen USA Contest: - A plaque was presented to Elk Grove High
School Senior, Michelle Valentino, who was a finalist in the Miss
Teen USA National Pageant. Ms . Valentino received one of only
three awards given for Outstanding Performance. Ms . Valentino
won from a field of 100 candidates .
January 10, 2001 - The Mayor, Trustee Prochno and Village Manager
Parrin attended a meeting of the Solid Waste Agency of Northern
Cook County (SWANCC) . The Agency has been successful in their

fifteen-year litigation for a landfill in the Bartlett area. The
balefill site will be environmentally safe and meet the needs of
this region for many years to come . The balefill will save each
community tens of thousands of dollars a year and will help to
meet the needs of waste hauling for the next twenty years and
beyond.
The Mayor and Village Manager also attended the NWMC meeting that
evening.
January 15, 2001 - The Mayor spoke before the Lioness Club to
discuss the 7ew liquor ordinance and the residential enhancement
program. Trustee Prochno was also present.
January 17, 2001 - The Mayor, Trustees Dill and Prochno attended
the DARE graduation of 325 sixth graders at Grove Junior High.
The DARE program has been most successful in Elk Grove Village
and the positive results can be seen in the community.
January 22, 2001 - Mayor Johnson and the Village Manager attended
the ribbon cutting ceremony for the Advantage Bank located on
Turner.
April Consolidated Election - Mayor Johnson reported that today
was the last day to file petitions as a candidate in the April 3,
2001 Consolidated Election. The incumbents, Mayor Johnson,
Trustees Feichter, Dill and Prochno were the only candidates who
submitted filings, therefore, the election for those positions
will be uncontested. The Mayor noted that each of the candidates
will campaign and will be available to explain their views, talk
about their accomplishments over the past four years, their
visions for the future and to answer questions. It is the first
time in the history of the Village that an administration has run
unopposed both in the last election (Trustees Czarnik, Lissner
and Petri) and the future election. Mayor Johnson, on behalf of
the entire Board and Village staff, thanked the community for
their confidence and stated he and the Trustees look forward to
serving the residents another four years .
Teresa Anesinis and Susan Baker have filed for the two available
positions of Library Trustee . The Park Board will have a
contested election and everyone was encouraged to cast their
ballot in the April 3, 2001 election.
The Mayor reminded the audience of the referendum to appear on
the April ballot regarding soundproofing of homes .
5 . APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the January
23, 2001 Accounts Payable Warrant in the amount of $723,810.72.

6. CONSENT AGENDA
A. Plan Commission Public Hearing/Text Amendment - Authorize a
public hearing before the Plan Commission to consider text
amendments to the Zoning Ordinance relating to the siting of
antenna structures in the Village.
B. Boy Scouts of America - Grant a request to hold a carnival
in the Wal-Mart parking lot from April 25 through April 29,
2001 and to waive all fees associated with the carnival in a
total amount of $625 . 00.
C. Chicago Aerial Survey (CAS) , Elk Grove Village IL - Award a
professional service contract for aerial mapping of the
residential area in a total contract not to exceed $36, 000 .

D. Gerard Printing, Elk Grove Village, IL - Increase an
existing contract (May 23, 2000) for the Village 2000-2001
newsletter printing services from $14, 000 to $21, 250 .
E . Elk Grove Park District/Winterfest - Authorize the closing
of Elk Grove Boulevard between Ridge and Victoria from 11:00
a.m. until 5:30 p.m. on Sunday, February 4 , to allow Elk
Grove Park District to hold its annual Winterfest; and
Permit the Elk Grove Park District to hold a bonfire at
Audubon Park at dusk.
F. Planning Resources, Inc. , Wheaton, IL - Award a professional
service contract to prepare Phase 2 engineering studies for
the 2001 ICRC Revitalization Landscape Program in a total
contract amount not to exceed $12, 135. 00 from the ICRC Fund.
G. Police Department Training - Authorize Police Sergeant David
Naumann to attend the National Symposium on Child Sexual
Abuse Conference in Huntsville, AL from March 13 through
March 16, at a cost not to exceed $1, 399.86.
H. Finance Department/Conference - Authorize Finance Director
Hilda Ingebrigtsen to attend the 2001 Government Finance
Officers Association Annual Conference in Philadelphia, PA
from June 3 through June 6, at a cost not to exceed
$1, 265. 00.
I . Intergovernmental Agreement/Village of Roselle - Adopt
Resolution No. 2-01 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR AND VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE
VILLAGE OF ROSELLE PERTAINING TO AN EMERGENCY WATER SYSTEM
INTERCONNECT. "
J. Industrial Revenue Bonds - Adopt Resolution No. 3-01
entitled, "A RESOLUTION CEDING THE AGGREGATE UNUSED
INDUSTRIAL REVENUE BONDS OF THE VILLAGE OF ELK GROVE VILLAGE
TO THE ILLINOIS DEVELOPMENT FINANCE AUTHORITY FOR USE WITHIN
THE CORPORATE LIMITS OF ELK GROVE VILLAGE."
K. 2001 Street Maintenance Program - Adopt Resolution No. 4-01
entitled "A RESOLUTION FOR MAINTENANCE OF STREETS AND
HIGHWAYS BY MUNICIPALITY UNDER THE ILLINOIS HIGHWAY CODE";
and
Approve the use of an additional $34,000 0£ General
Corporate Funds from FY 2001-2001 for the 2001 Street
Maintenance Program; and
Approve the 2001 Street Maintenance Program as recommended
by the Capital Improvements Committee to resurface 11 miles
of streets; and
Authorize Village Staff to advertise and accept bids on work
included in the 2001 MFT Program.
L. Statement of Commitment/Sweet Traditions, L.L.C. - Adopt
Resolution No. 5-01 entitled, "A RESOLUTION APPROVING A
STATEMENT OF COMMITMENT TO INSTALL PUBLIC SIDEWALK BETWEEN

7 . REGULAR AGENDA

BOARDS AND COMMISSIONS
S . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
f. 2001 Street Maintenance Program - The Committee met on
January 15th and recommended approval to resurface 11 miles of
Village roads in the Industrial Park and both sides of the
Village. The cost will be 1. 5 million dollars and appropriated
from the Motor Fuel Tax (MFT) fund. This item was approved under
Item K. of the Consent Agenda. Notices will be sent to residents
with a list of all streets to be impacted this summer.
d. Salt Creek Improvement - It is the recommendation of the
Committee to present the Salt Creek Bank Stabilization Plan to
the Board of Trustees. A consultant will give a presentation of
the plan to the Board on February 13, 2001 . A meeting will be
scheduled at a later date with the Park District, School Board,
and any other interested parties in the project. The Committee
has also recommended that the Water Reclamation District be
invited to assist in this endeavor.
Mayor Johnson referenced street repair work planned by the State
on Higgins Road, from Arlington Heights to Landmeier Road,
beginning in March and through the month of July. Residents were
made aware that there will be numerous delays and residential
streets may be used as alternative routes . The Police Department
will monitor traffic in the neighborhoods to ensure that drivers
follow the laws.
9 . JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
a. Cellular Tower Guidelines - Chairman Lissner reported that a
public hearing before the Plan Commission was approved under
Consent Agenda Item A. and has been scheduled on February 21,
2001 .
10. PERSONNEL COMMITTEE - CHAIRMAN PETRI
a. Wellness Program - A bi-monthly newsletter will be published
by the Wellness Committee beginning next week.
11. RECYCLING 6 WASTE COMMITTEE - CHAIRMAN CZARNIK
The next activity of the committee will take place in the Spring
with the yardwaste program.

13 . INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -
TRUSTEES LISSNER/PETRI
Meeting Schedule - A meeting has been scheduled on Thursday,
February 1, 2001 at 5: 30 p.m.
14. YOUTH COMMISSION - TRUSTEE PROCHNO
Meeting Schedule - The next meeting of the Youth Commission will
be held on Saturday, February 3, 2001 at 8 : 30 a.m. in the Council
Chambers . The meeting will be followed by "Coffee with the Mayor
and Board of Trustees" from 9: 00 a.m. to 11 : 00 a.m.
15. PARADE COMMISSION - TRUSTEE CZARNIK
Meeting Schedule - There will be a meeting on February 5, 2001 at
5: 45 p.m, and applications will be mailed. A reminder was given
that members of the Parade Commission can be seen on Channel 6' s
Koffee Klatch for information on the June 16, 2001 Parade (2001
Space Odyssey) .

18 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Regional Cable Group - The Committee has been pursuing AT&T
regarding their recent non-compliance during the change of cable
systems . Elk Grove Village has joined Buffalo Grove, Hoffman
Estates, Palatine, and Rolling Meadows in this effort.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK
A meeting was held on January 18, 2001 and the following items
were discussed:
Low Income Home Energy Assistance Program (LIHEAP) - Community
Services is taking applications and assisting residents who need
help with energy bills . In addition, ComEd has joined another
assistance program titled ComEd LIHEAP Energy Arrearage Reduction
(CLEAR) . Residents may contact the Community Service Department
at 357-4120 if they need assistance .
Farmers Market - A meeting will be scheduled with the Park
District.
Blood Drive - The Blood Drive will take place on Saturday,
January 27, 2001 from 8 : 00 a.m. to noon in Rooms A, B, and C
(lower level) . Walk-ins are welcome.
Garage Sale - The Garage Sale has been scheduled on May 19, 2001 .
Elk Grove Senior Service Provider Council - This is a new group
consisting of professionals seeking to help the seniors .
Community Services and the village nurse will take part in the
council .

C. LIQUOR COMMISSION - MAYOR JOHNSON
Public Hearing - A public hearing was held this evening to hear
testimony of Sun Drugs (548 Devon) and EZ Pantry (1113 Nerge
Road) for violations of the liquor ordinance.

False Alarm Fees - An ordinance was presented to amend the false
alarm license fee charged to users who have between six (6) and
ten (10) false alarms in any one-license year.

22 . NEW BUSINESS
Dierking Terrace - The Village Manager presented an Ordinance
authorizing a land purchase agreement between the Village and
Centerpoint Realty Services for property at Dierking Terrace and
to execute an agreement for assignment of that purchase to Gullo
International Development. The property was purchased by the
Village in the early 1970 ' s and no longer has any public purpose .
