Mayor Craig B. Johnson called the meeting to order at 8 :24 p.m.

A quorum was present.
2 . INVOCATION
Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church,
delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on
January 23, 2001 as submitted.

4 . REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Tobacco - The Police Department received a grant from the State
of Illinois to assist in the compliance of tobacco sales and
minors . In November a tobacco sting was conducted that resulted
in a 35 percent failure rate. Mayor Johnson referenced the
Ordinance adopted by the Board this January to strengthen and
clarify the language regarding tobacco sales within the Village.
A copy of the Ordinance was distributed to all tobacco selling
establishments with a message that all stores will start with a
clean slate and that the Village will be checking that they are
in compliance with the tobacco laws.
A sting was conducted on January 30 and 313t resulting in a 100%
compliance rate . The Mayor commended the Police Department, the
Village Board and all the businesses in the community who
complied with the ordinance.
The Mayor stated he is optimistic that future stings in liquor
establishments will also result in a 100 percent compliance rate.
Great strides have been made to protect the young people of Elk
Grove and the Board will continue to do so.
O'Hare Airport - The town of Palatine adopted a Resolution
opposing any expansion of O'Hare Airport and on Monday Arlington
Heights will consider the same resolution. This is an issue
being addressed by towns other than the members of Suburban
O'Hare Commission as a way to let the legislators know how these
communities feel about O'Hare Airport.
A resolution supporting the April 3, 2001 referendum regarding
increased soundproofing of homes was introduced by Mayor Johnson.
He explained the Board cannot expend any tax dollars in support
of this issue but can strongly urge residents through this
resolution to vote yes on the referendum. It is known that Elk
Grove should be eligible for the soundproofing of 5000 homes
rather than the 400 now allowed.

Signs - Mayor Johnson announced that signs would be available in
support of the referendum beginning the first week of March at
the Village Hall . Anyone who would like to make signs in
opposition of the referendum would also have the opportunity for
signs to be available at the Village Hall.
Girl Scout Troop 676 and Service Unit 650 - Members of each troop
joined the Mayor, Fire Chief and Deputy Chief Doug Goostree.
Three hundred and fifty teddy bears were collected in the Elk
Grove schools by the Girl Scouts . The bears were cleaned and
packaged and have been presented to the Fire Department to be
used for ambulance calls for pediatric patients . Deputy Fire
Chief Goostree complimented the Girl Scouts for a job well done.
Boy Scout Troop 95 - Mayor Johnson recognized members of Troop 95
of the Christus Victor Church who were in attendance.
Trustee Feichter reported the Sister Cities Convention would be
held in Bloomington, Illinois on April 20 and 21, 2001.
Trustee Prochno noted that on February 6, 2001 she and Peter
Hicks met with the VFW to discuss the annual Memorial Day
Ceremony scheduled on May 28, 2001 at 10 : 45 a.m. The American
Legion organization will join the Village, Elk Grove Park
District, VFW and Ladies Auxiliary in the planning of this event.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the February
13, 2001 Accounts Payable Warrant in the amount of $1,054,235.33.

6. CONSENT AGENDA
Item F. - The Village Manager responded to questions of the Mayor
concerning the replacement of stormwater pumps at the Fire
Administration Building.
Item P. - Mayor Johnson explained that parking restrictions on
the south side of Turner Avenue have been recommended to address
certain safety concerns and line of sight problems . Discussion
followed with respect to parking on the other side of the street
and a request was made for the Police Department to monitor the
parking situation on both sides of Turner.
A. Recollections Ltd. , 2357 Devon Ave. - Grant a request to
hold a three-day and two-day warehouse sale from March 16
through March 16, and from March 24 through March 25, 2001 .
B. School District 214/Pathways for Prevention - Authorize the
payment of $2,000 to the Community Education Foundation of
Township High School District 214 for the Pathways for
Prevention Program.
C. Sign Variation/Public Works Administration Building -
Approve a variation for the installation of an illuminated
monument sign at 666 Landmeier Road.

D. Office Furniture - Award a contract to Hon Company,
Muscatine, Iowa, to furnish and deliver office furniture
under the Federal Government General Services Administration
contract pricing in a total amount not to exceed $21, 183. 97;
and
Award a contract to Desks, Inc. , Chicago, IL to design,
deliver, and install office furniture in a total amount not
to exceed $10, 792 . 87 .
E. Miles Chevrolet, Decatur, IL - Waive the formal bidding
process; and
Award a purchase contract for two (2) 2001 Chevrolet Impala
police vehicles in a total amount not to exceed $39, 256,
under a State of Illinois Joint Purchasing contract.
F. Ridgewood Engineering, Inc. , Schiller Park, IL - Award a
contract to the lowest responsive and responsible bidder to
replace the stormwater pumps at the Fire Administration
Building at a total contract amount not to exceed $102, 338;
and
Authorize an increase to the Capital Projects Fund in the
amount of $45, 000 for this purpose.
G. Conference/Village Clerk - Authorize Village Clerk Renie
Walsh to attend the International Institute of Municipal
Clerks Conference in Kansas City, MO from May 20 through May
24, at a cost not to exceed $1, 657 .50 to be paid from the FY
2001-2002 budget.
H. Fire Department/Training - Authorize Fire Captain Dale Banot
to attend the National Fire Service Staff & Command Course
in Ocean City, MD from March 14 through March 21, at a cost
not to exceed $1, 910. 38 .
I . TranSystems Corporation, Schaumburg, IL - Award a
professional service contract for Lively Boulevard design
engineering studies in a total amount not to exceed $98, 092
from the Industrial/Commercial Revitalization Fund.
J. General Obligation Bonds - Adopt Resolution No. 7-01
entitled, "A RESOLUTION REGARDING THE PROPOSED REFUNDING OF
OUTSTANDING GENERAL OBLIGATION BONDS OF THE VILLAGE OF ELK
GROVE VILLAGE. "
K. Letter of Understanding/Verizon Wireless - Adopt Resolution
No. 8-01 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE A LETTER OF UNDERSTANDING
AUTHORIZING VERIZON WIRELESS (SMSA LIMITED PARTNERSHIP) TO

BOARDS AND COMMISSIONS
8 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
Biesterfield Fire Station Renovation - Work is close to
completion. Move in date is scheduled for March 1st or 2"a
Landmeier Public Works Facility Improvements - Work continues to
be done daily, which is a positive sign towards completion of
this project.
Salt Creek Stabilization Improvements - The Committee will be
scheduling a meeting with the Park District, School Districts and
residents for a presentation of and to review the Stabilization
Study. The Village Board was given a presentation at tonight's
Committee of the Whole meeting.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Cellular Tower Guidelines - A public hearing has been scheduled
before the Plan Commission on Wednesday, February 21, 2001 at
8 : 30 p.m.
Motorists Use of Cellular Phones - It appears that legislators in
Springfield have not yet taken action on this topic. Trustee
Lissner noted he is gathering information and a meeting of the
JPZ Committee will be called in March to discuss this item.
10 . PERSONNEL COMMITTEE - CHAIRMAN PETRI
Wellness Program - The first edition of the "Employee Wellness
Connection" newsletter was distributed to all employees .
A lunch and seminar on Seasonal Depression has been scheduled for
all employees on February 27, 2001 at noon.
11 . RECYCLING & WASTE COMMITTEE - CHAIRMAN CZARNIK
Elk Grove Village' s percentages of recyclable waste and yard
waste diverted from landfills increased to 38% in the year 2000
in contrast to 35% in 1999. The current National diversion rate
is 27% .
Trustee Czarnik reported: (1) One gallon of oil improperly
disposed of can contaminate the fresh water supply for 50 people
for one year; (2) Used oil can be recoverable at levels 90% or
higher; (3) Two gallons of used motor oil can provide enough

electricity to power the average house for a day or a television
for more than one week; (4) Recycled motor and lubricant oil can
help industrial businesses cut energy costs by 25 to 50 percent.
Residents interested in information on the locations taking used
motor oil and household batteries can call the Village Health
Department at 357-4240 for a list of available sites.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -
TRUSTEES LISSNER/PETRI
A meeting was held on Thursday, February 1, 2001 . Discussion and
approval, with some changes and recommendations, of the
Commission' s budget took place.
A status update was then presented to the Commission.
Mayor Johnson suggested the Commission consider televising one of the
ICRC meetings.
14. YOUTH COMMISSION - TRUSTEE PROCHNO
The Youth Commission met on Saturday, February 3, 2001 . The
following items were discussed:
(1) Adopt a Family Program; (2) Future participation in the June
parade and design of the Youth Commission's float; and (3) the
Youth Commission' s sponsorship of a Scholarship Contest for four
Elk Grove high school senior students.
15. PARADE COMMISSION - TRUSTEE CZARNIK
Space Odyssey 2001 Parade - The Committee met on February 5, 2001
and sent out second letters for sponsorship of the parade floats
to businesses in the area.
Meeting Schedule - A meeting is scheduled on (Monday) March 5,
2001 at 5: 45 p.m. Applications for those interested in
participating in the parade should be mailed out sometime this
week.

18 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Meeting Schedule - A meeting of the Regional Cable Group
will be held in Buffalo Grove on Thursday (February 15,
2001) at 7 : 30 p.m.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK
Food Drive - Last year the Elk Grove Food Pantry provided
food for 85 unduplicated families, or 267 individuals.
During the month of January 2001 the Food Pantry served 33
different families for a total of 99 people assisted.

Low Income Home Energy Assistance Programs - Community
Services assisted nine families with the LIHEAP and six
families through the ComEd LIHEAP and CLEAR combination
programs .
Blood Drive - One hundred and five people took part in the
January 27" Blood Drive. Of those who participated, eight
individuals were deferred and 97 total units of blood were
collected. The next Blood Drive will be held on Thursday,
April 26, 2001 from 2: 00 p.m. to 8:00 p.m.
Paint-a-thon - The 14th annual Paint-a-thon will be held on
September 8, 2001 . The Community Paint-a-thon Committee is
currently soliciting houses that need painting. Criteria
includes that the house needs painting, the homeowner is at
least 60 years of age or has a permanent disability and is
unable to do the work and must have a combined annual income
of $25, 000 or less . Anyone who would like to be a part of
this project should call Catholic Charities at 847/253-5500
for an application or information.
Last year three Elk Grove houses were painted and 70
volunteers participated. Volunteers interested in this
year' s event can call the Community Service Office at
847/357-4120.
The Elk Grove Church Council is hosting a choir concert to
raise money for the Elk Grove Housing Fund that assists our
residents facing financial hardships. The concert will take
place at Elk Grove High School on Sunday, February 25, 2001 .
For the exact times one should call the Community Service
Office .
Community Spirit Award - Channel 6 taped the award
presentations on February 15, 2001 . Awards were presented
to: Elise Weber, Karen Vance, Reymar Family, Faye Comparini,
Carole Walther, and the Jarosch Family.
C. LIQUOR COMMISSION - MAYOR JOHNSON

d. MILLENNIUM COMMITTEE - MAYOR JOHNSON
The Committee held a "wrap-up" meeting on January 29, 2001 .
Mayor Johnson stated the Millennium Committee is no longer
active in that capacity. A new project is being looked at
for a potential Village "Hoedown" in September in the Town
Center. All members of the Committee have graciously
volunteered to serve on a committee for that function.

21 . REPORT FROM THE VILLAGE MANAGER
Relay for Life - The Manager informed the Board that the Cancer
Society's Relay for Life Program will occur on May 4 and 5, 2001
at the Elk Grove High School . An article will be featured in the
Village Newsletter and the event will be advertised on the
Community Events sign. In addition, a request to place banners
at Arlington Heights and Biesterfield Road was presented to the
Board for their consideration.

Cancer Society, announcing the Relay for Life Event on May 4 and
5, 2001, on the four corners of Arlington Heights and
Biesterfield Road.

22. NEW BUSINESS
None
AUDIENCE - 9:08 p.m.
Mr. Patel of 712 Easton Lane addressed the Board to request that
the Board allow him to keep a second brick structure on the
Village parkway in front of his home. Mr. Patel did not contact
the Village prior to construction. Mayor Johnson explained the
Village does not allow structures in the parkway as they prohibit
the Village from getting access to various utility lines and also
for the safety of Village snowplows. Federal Law dictates that
one brick structure to house a mailbox is allowed. Mr. Patel
does have the option of putting the structure on his own
property. The Village has given Mr. Patel a removal deadline
date of June 1, 2001 .
