Mayor Craig B. Johnson called the meeting to order at 8 : 03 p.m.

2. INVOCATION
Reverend Arthur Fagan, Pastor, Queen of the Rosary Parish,
delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on
October 9, 2001 as submitted.

4 . REPORT OF THE MAYOR AND BOARD OF TRUSTEES
October 11, 2001 - Mayor Johnson, Trustees Dill and Czarnik
attended the ribbon-cutting ceremony for the new bike bridge
located over Highway 53. Cook County Commissioner Hanson,
Representative Terry Parke and the Cook County Forest Preserve
were thanked for their contributions and assistance in this
project. Appreciation was extended to Senator "Pate" Philip for
his assistance in securing 1. 5 million dollars towards the 2
million dollar total cost.
Airport - The Mayor reported he spoke before the Dental
Association and Arlington Heights Rotary Club regarding the
airport situation.
Mayor Johnson also appeared on the Chicago Tonight television
program last week to discuss the airport expansion plan with
members of the Governor' s Office and business representatives
from the City of Chicago.
October 23, 2001 - Spoke to students at Grove Junior High School
with respect to "Character Counts" .
October 11, 2001 - A Vigil was held in the Town Center in memory
of the victims of the September 11th terrorist occurrences . The
Village Board, staff, Fire and Police Departments, and Public
Works were recognized and thanked for their assistance. Close to
$50, 000 has been raised in this effort.
Mayor Johnson read a letter written by John Madigan, Chairman and
Chief Executive Officer of the Tribune Company, expressing his
appreciation for a $47, 609. 00 check sent to the McCormick Tribune
Foundation by the Elk Grove Village community.
An additional $2, 000. 00 has been donated and will be sent to the
Tribune. Mayor Johnson thanked all the residents and businesses
for their participation.

Security Concerns - Elk Grove, in partnership with Des Plaines,
Mt. Prospect and Arlington Heights, has purchased two anthrax
detector machines to be shared amongst those communities. The
machines will accurately detect, within fifteen minutes, if a
powdered substance is anthrax. The Police and Fire Department
are prepared to handle these problems if they occur. Emergency
plans have been set up with the hospitals.
The Village's emergency command center was activated on October
13, 2001 due to flooding experienced throughout the Village. The
Mayor witnessed the workings of the center and assured the
audience the Village is prepared for emergency situations .
Flooding - Mayor Johnson explained that Elk Grove was designed to
have floodwater collect on the streets and front yards rather
than in the homes of the residents. Although an inconvenience at
the time, the water eventually recedes and the homes are not
affected.
Eleven public works crews, two fire crews, and Police personnel
assisted in efforts to control the flooding. The Mayor thanked
staff and employees for a tremendous job done that day.
Area Code Change - As of January 5, 2002 all residents will be
required to dial an eleven-digit phone number to make a phone
call. A second area code of 224 will be assigned to any new
numbers given out.
Board and Commissions - Mayor Johnson administered the Oath of
Office to Alva J. Kreutzer upon being appointed to the Zoning
Board of Appeals.
Fire Department - Administered the Oath of Office to Hans P.
Gustaysen, Michael J. Keenan and Michael D. Sharp recently
appointed to the position of Fire Lieutenant and to Robert C.
Stecki and Albert C. Vrshek upon their appointment to the office
of Fire Captain.
The Fire Chief gave a brief speech stating pride and appreciation
that these men are to be a part of his staff.

Reconvened 8 : 24 p.m, with all members present except Trustee
Dill .
Halloween Hours - Wednesday, October 31, 2001 . Trick or Treating
from 1 : 00 p.m. to 8 : 00 p.m. Parents were cautioned to keep an
eye on the young children.
Airport - Mayor Johnson stated the most prudent thing to do now
is stop talking about expansion and to keep the emphasis on
making the airport safe and secure. It is also important that
the airlines stay strong and viable.
Unfortunately the actions of airports in Los Angeles, Phoenix,
Boston, Minneapolis and Charlotte N.C. to step back from their
expansion plans are not being followed by Governor Ryan and Mayor
Daley.
Mayor Johnson spoke of the disappointment felt with the
Governor' s announcement to support expansion, especially since
February 1998 Elk Grove Village was the site of the Governor' s
appearance and declaration to oppose the expansion.
The residents were reassured by the Mayor that, just as Lake
Calumet Airport seemed like a done deal until the facts were
presented, all the facts based on the O'Hare expansion plan will
be brought forward. When the facts come out the plans for
expansion at O'Hare will also collapse.
The more the Mayor of Chicago wants the more costly it becomes
and the plan is less likely to succeed.

The goal is to avoid using litigation measures but the Village
will not hesitate to use every tool available to prevent the
expansion plan from going forward.
The Mayor said there is no question that if the expansion goes
forward as planned the Village will be devastated by loss of
business, loss of tax base and a loss of the quality of life the
residents enjoy. The Board is unified to do what needs to be
done.
Trustee Petri reported attendance on October 10, 2001 at the
annual NWMC Legislative Dinner. Trustee Lissner and Assistant
Village Manager also attended.
On Saturday October 27, 2001 Trustee Petri attended the Community
Service Make a Difference Day Walk for WINGS and on October 22,
2001 time was spent with a den of Cub Scouts .
Trustee Czarnik attended the Monday October 15, 2001 luncheon
hosted by Senator Wendell Jones with respect to Domestic Violence
Month and WINGS. The Village hosted a seminar entitled "Family
Safety: Protecting our Children from Violence on October 17`".
T-shirts written on by children affected by domestic violence
were displayed in the atrium.
Trustees Feichter and Prochno participated with a member of the
Youth Commission and Nick Nicola in the Make a Difference Day
Salt Creek Clean up Project on October 27, 2001 . Many volunteers
attended.
Trustee Prochno commented that the current Salt Creek Clean Up
took less time than in years past which is a good sign that the
people are now taking better care of the creek and the area
surrounding it.
The annual Fire Department Open House, held on October 14, 2001,
at the Biesterfield Fire Station was also attended by Trustee
Prochno. The Fire Department was congratulated for this
organized and informative event.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the, 2001
Accounts Payable Warrant in the amount of $1,629,149. 90

6. CONSENT AGENDA
A. Easement Variation/1218 Chester Lane - Grant a variation from
the Village Code, Section 8-12B-1-1D (Easements) to permit the
construction of a shed which will encroach ten feet into a
20-foot public utility easement.
B. Dominick' s Finer Foods, Elk Grove Town Center - Grant a
request from Starbucks to approve new signage at the
Dominick' s store.
C. Pinner Electric, Inc. , Brookfield, IL - Approve the
Balancing Change Order for the ICRC Lively Boulevard and
Higgins Road Traffic Signal Modifications for a net decrease
of $6, 342 . 95; and
• Approve a Final Pay Estimate of $25,257 . 05 for this
project.

D. Cargill, Inc. , North Olmsted, OH - Award a purchase contract
to provide 3,900 tons of road salt at a total contract
amount not to exceed $124, 605.
E. J. F. Edwards Construction Company, Geneseo, IL - Approve
the Balancing Change Order for the ICRC Spring 2000 -
Lighting Improvement program for a net decrease of
$21, 952.50; and
• Approve a Final Pay Estimate of $330,512 for this
project.
F. Fisher Commercial Construction, Arlington Heights, IL
Waive the formal bidding process; and
• Authorize a construction contract to provide corrective
roof work in the amount of $20,604. 17 at the Oakton Fire
Station and/or corrective brick work at the Oakton Fire
Station in the amount of $21, 742 . 07 with all funds to be
paid from construction bond proceeds and the contract
award being subject to the bonding company accepting
Fisher' s proposal .
G. Amend Village Code/Animal Control - Adopt Ordinance No. 2859
entitled, "AN ORDINANCE AMENDING SECTION 6-5-2 DEFINITIONS
OF CHAPTER 5 ANIMALS AND ANIMAL CONTROL OF THE VILLAGE CODE
OF THE VILLAGE OF ELK GROVE VILLAGE. "
H. Zoning Variation/1808 Maryland Drive - Adopt Ordinance No.
2860 entitled, "AN ORDINANCE GRANTING A VARIATION OF SECTION
3-6: D. 4 OF THE ZONING ORDINANCE TO PERMIT AN ABOVE GROUND
SWIMMING POOL AND A SURROUNDING DECK TO BE LOCATED 2 .5 FEET

RESTRICTIONS AND REGULATIONS PERTAINING TO NOXIOUS WEEDS AND

BOARDS AND COMMISSIONS
S. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI
Item c. A meeting of the Committee was held on October 15, 2001
to address Street Repair Following Sewer Repairs. Discussion on
that item will continue at a later date.
Item b. A meeting to discuss the Salt Creek Improvements will be
called at the next Village Board meeting.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL
Meeting Schedule - The JPZ Committee will meet on Wednesday,
November 14, 2001 at 7: 00 p.m.
Trustee Czarnik requested the addition of item f. , Regulations
for Accessory Structures/Storage Sheds .
10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER
a. Performance Evaluations - The Committee met on October 15,
2001 to discuss evaluations of the Village Manager and Village
Attorney. A meeting will be scheduled in November and/or
December to continue this discussion
11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO
Leaf Collection Program - Residents were reminded to refer to the
Village Newsletter for dates and area leaf pick-up schedules.
Mayor Johnson stressed the importance that leaves not be put in the
street until the night before the schedule dates . Leaves clogging the
sewers were part of the problem experienced during the recent
flooding.
12 . INFORMATION COMMITTEE - TRUSTEE FEICHTER
Meeting Schedule - A meeting is scheduled on November 21, 2001 at
6: 00 p.m. to discuss better methods to supply information to the
community on the activities of the Village.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Trustee Petri noted Consent Agenda item C approving a Balancing
Change Order for the ICRC Lively Boulevard and Higgins Road
Traffic Signal Modifications was approved this evening and came
in at $6, 300. 00 below budget. Also mentioned was Consent Agenda
item E approving the Balancing Change Order for the ICRC Spring
2000 Lighting Improvement Program which came in $22, 000 under
budget.
Meeting Schedule - A meeting is scheduled on Thursday, November
1, 2001 at 5: 30 p.m.
14 . YOUTH COMMISSION - TRUSTEE PROCHNO
Make a Difference Day - The Youth Commission participated in the
Salt Creek Clean Up project.
October 13, 2001 - The adult members of the Youth Commission
chaperoned a Character Counts "foot rally. " This event was
sponsored by the Elk Grove Police Department and Park District .
A scavenger hunt was conducted whereby the participants were
asked to solve puzzles or activities relating to one of the
Character Counts pillars . Approximately 30 junior high school
age students attended. A member of the Police and Fire
Departments participated with each group giving the students an
opportunity to bond with those departments. A hot dog lunch was
served following the activities.

Meeting Schedule - The next meeting of the Youth Commission will
be held on Wednesday, November 7, 2001 at 7 : 30 p.m. in the
Chernick Conference Room.
15. PARADE COMMISSION - TRUSTEE CZARNIK
Meeting Schedule - A meeting of the Parade Commission will be
held on Monday, November 5, 2001 at 5: 45 p.m.
2002 Parade - The theme of the June 15, 2002 parade will be "The
Spirit of America. "
16. PLAN COMMISSION - VILLAGE MANAGER

17. ZONING BOARD OF APPEALS - VILLAGE MANAGER
a. ZBA Docket 01-22 Motion to concur with the unanimous
recommendation of the Zoning Board of Appeals to direct the
attorney to prepare an Ordinance granting a variation to the
Zoning Ordinance to construct a covered porch that would encroach
approximately 7.72 feet into the required front yard at property
located at 603 Oakton Street, Elk Grove Village, IL.

The petitioner was in the audience and was advised by the Mayor
to contact the Director of Engineering and Community Development
to make arrangements for the permits .
b. ZBA Docket 01-23 - Consideration to allow an existing detached
garage and storage shed in the rear yard at 612 Birchwood will be
held in abeyance while the JPZ Committee reviews accessory
structure regulations.
The Engineering and Community Development Department has made a
recommendation this policy should be reconsidered and potentially
allow for more than two structures on a property.
Mayor Johnson explained if the policy would be revised the
property owner would be in compliance and permitted to keep the
shed. If the policy does not change, the petitioner would then
be required to appear before the Village Board regarding the
Zoning Board of Appeals ' recommendation to deny their request.
Staff will notify the petitioner following a decision by the JPZ
committee.
The petitioner was invited to attend the open meeting of the JPZ
Committee on November 14, 2001 in the Chernick Conference Room.
18 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Meeting Schedule - The Regional Cable Group will meet on
Thursday, November 8, 2001 in the Chernick Conference Room at
7 : 30 p.m.
There will be a test of the emergency system, to be monitored by
the Police Department, on Tuesday, November 6, 2001 at 3 : 00 a.m.
for a period of 30 seconds . Notice of this test will appear in
the newspapers in order to alert the residents .

Blood Drive - The Community Blood Drive is scheduled on Saturday,
November 3, 2001 from 8 : 00 a.m. until 2 : 00 p.m. at the Pavilion.
Call Health Services at (847) 357-4240 for an appointment. Walk-
ins are always welcome.
Make a Difference Day - Community Services sponsored the first
walk for WINGS in the Village. Monies will be used to build a
shelter for women in need from the northwest suburbs .
Farmer's Market - The last day the Market was held was on
Wednesday (October 24, 2001) . Any ideas from residents for the
next year's market would be welcome . The Farmer' s Market will
begin earlier in June next year and end earlier in October.
Food Drives - Both the Elk Grove Interfaith Council and the
Prudential Real Estate food drives were very successful . Four to
five truckloads of food were delivered to the food pantries .
Nine high and two junior high school students assisted in this
event.
Spirit Committee - The Community Spirit Award winners for
November are Charles Cressler who is active and supportive of the
Boy Scouts and Karen Martin who organizes a neighborhood Easter
Egg Hunt for between thirty and fifty children.
Mayor Johnson announced "Coffee with the Board" would take place on
Saturday, November 3, 2001 from 9: 00 a.m. to 11 : 00 a.m. in the Council
Chambers.
The Elk Grove Exchange will be featured live on Channel 6 on Thursday,
November 1, 2001 at 8 : 00 p.m. Questions and comments to the Board can
be phoned in on that date .
C. LIQUOR COMMISSION - MAYOR JOHNSON
51 Turner Avenue - Mayor Johnson requested the concurrence of the
Board to increase the number the Class B Liquor Licenses.
Motion to adopt Ordinance No. 2864 entitled "AN ORDINANCE
AMENDING TITLE 3, CHAPTER 3, SECTION 3-3-7, NUMBER OF LICENSES OF
THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY
INCREASING THE NUMBER OF CLASS "B" LIQUOR LICENSES (TURNER
LIQUORS) ".

d. SPECIAL EVENTS COMMITTEE - MAYOR JOHNSON
HoeDown - The Mayor stated a meeting was held last Monday night
to discuss the HoeDown held last September. It was a successful
evening and appreciation was extended to all the members of the
committee for their efforts.

The next Village event is planned for a year from this Spring .
Residents were asked to submit any ideas they have for the next
event.
Tree Lighting - November 23, 2001 is the date for the tree
lighting ceremony at 5 : 30 p.m. in the Town Center. There will be
a "safe" fireworks spectacular and refreshments will be served.
19. ORDINANCE, RESOLUTIONS AND COMMUNICATIONS - VILLAGE CLERK
None
20. UNFINISHED BUSINESS
Village Attorney - A request was made by the Village Manager for
removal of items a. and b. since variations at 43 Forest Lane and
1808 Maryland Drive were approved under the Consent Agenda this
evening.
21. REPORT FROM THE VILLAGE MANAGER
No Report
22. NEW BUSINESS
Public Hearing Motion to authorize a public hearing before the
Plan Commission to hear a petition from Alexian Brother Medical
Center for annexation of property and construction of senior
assisted housing at Lincoln and Martha.

Trustee Czarnik mentioned the need for volunteers for the annual
Salvation Army Bell Ringing campaign during the first three weeks in
December.
AUDIENCE - 9:54 p.m.
Bobbi Tezky, 649 E. Elk Grove Boulevard, distributed photos to the
Board members and described problems of flooding at Tonne and Elk
Grove Boulevard. Discussion included her concerns for the children
and residents attempting to get through that area when flooded.
Several suggestions were presented to the Board such as clearing of
storm drains, blocking off intersections and notice of alternative
routes in the Newsletters . Discussion ensued regarding the health
problems that can occur with flooding.
