Mayor Craig B. Johnson called the meeting to order at 8 : 02 p.m.
1. ROLL CALL:

A quorum was present.
2. Pledge of Allegiance - Members of Cub Scout Pack 246, Webelos
Joshua Anderson, David Baldassarre, Adam Collins, Timothy Deck,
Cody Horner, Derek Oswald, Sam Sloane, Bennett Struttman, and
Andrew Thomas held an Opening Flag Ceremony and led the Board and
the audience in the Pledge of Allegiance to the Flag.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on
October 30, 2001 as submitted.

4 . REPORT OF THE MAYOR AND BOARD OF TRUSTEES
Proclamation - Mayor Johnson proclaimed November 25 through
December 1, 2001 as "Winter Storm Preparedness Week" in Elk Grove
Village.
October 31, 2001 - The Mayor reported on a meeting with State
Senator "Pate" Philip. The Cellular phone tax and airport
expansion were among the topics discussed. Senator Philip
indicated his support of the phone tax and opposition to airport
expansion. Mayor Johnson stated safety at the airport is
paramount and expansion should be looked at on a later date.
Peotone is the best solution.
November 1, 2001 - The Mayor and Board were featured on the
Channel 6 Elk Grove Exchange. Residents were encouraged to watch
the "Exchange" and call in with questions and comments.
November 3, 2001 - Coffee with the Mayor and Board was held at
9: 00 a.m. This was the last Coffee for the year 2001 . The Mayor
thanked all those who attended for the ideas and comments
presented. The future "Coffee' s" will be held in February, May,
and August 2002 .
November 11, 2001 - The Mayor, along with Trustees Feichter,
Czarnik and Lissner, attended the annual VFW Veterans Ceremony.
The VFW members were thanked for their hospitality and for
involving the Board members in the ceremonies . Mayor Johnson
recognized the presence of the Police and Fire Chiefs and stated
the ceremony had special meaning, due to the recent events, that
brought a sense of togetherness to all involved on that day.
A meeting will soon take place with the VFW and American Legion
for input and ideas for the new memorial park to be built next
spring.

Certificates of Honor were presented on behalf of the Mayor and
Board of Trustees to Jessica Justus, Christina Kinnard and
Katrina Berndt in recognition of their efforts to organize a
fundraiser to aid the victims of the September 11th terrorist's
attacks . A bake sale was held at Grove Junior High with
approximately $430 . 00 raised. The Mayor commended the students
for their initiative, thoughtfulness and hard work.
Halloween House Decorating Contest - Representatives of the Elk
Grove Jaycees joined the Mayor for award presentations to the
following winners of the contest:

It was also noted that the Christmas House Decorating Contest
would begin soon. Anyone interested in entering the competition
should call the Jaycee hotline at 847-640-3268 . Judging takes
place the week before Christmas.
The Mayor expressed his appreciation of the Jaycees organization.
Trustee Feichter reported he participated in the judging of
winners for awards to high school student volunteerism by the
Daily Herald. Applications were read and rated from schools all
around the suburban area. There will be ten winners from each
region who will receive the "Clock of Time" representing all the
time that has been given to the volunteer work. Trustee Feichter
expressed he was grateful to have been part of the process.
Trustee Czarnik attended the Citizen' s Police Academy Graduation
Ceremony with Trustees Prochno and Petri. The graduates had
completed a ten-week program.
The Police Department was commended for a very worthwhile
program.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the October
31, 2001 Accounts Payable Warrant in the amount of $292,762. 64.

6. CONSENT AGENDA
Trustee Petri noted Item A. regarding the 2001 Bond Street Watermain
Improvement Project was completed at $30, 000 under budget and Item C. ,
the 2000 Drainage Improvement Project, was completed at $2, 900 under
the project budget.
A. Lino & Poli Plumbing, Itasca, IL - Approve the Balancing
Change Order for the 2001 Bond Street Watermain Improvement
Project for a net decrease of $30, 489. 50; and

Approve a Final Pay Estimate of $272,450.50 for this project.
B. Powell Tree Care, Inc. , Elk Grove Village, IL - Award a
contract for high-branch pruning, trimming, and clean-up
chipping for 3,000 parkway trees in a total contract amount
not to exceed $71, 250 . 00.
C. Martram Construction, Inc. , Elgin, IL - Approve the
Balancing Change Order for the 2000 Drainage Improvement
Project for a net decrease of $2, 876. 00; and
Approve a Final Pay Estimate of $228,624.00.
D. Class 6B/160 Martin Lane - Adopt Resolution No. 42-01
entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS FOR
CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY
CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1, 2000 FOR

E. Agreement/Cook County Highway Department - Adopt Resolution

ENGINEERING BETWEEN THE COOK COUNTY HIGHWAY DEPARTMENT AND

F. Agreement/PACE - Adopt Resolution No. 44-01 entitled, "A
RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO
EXECUTE A RELEASE AND HOLD HARMLESS AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND PACE THE SUBURBAN BUS

G. Zoning Variation/603 Oakton Street - Adopt Ordinance No.
2865 entitled, "AN ORDINANCE GRANTING A VARIATION OF
SECTIONS 3-6: D. 1 AND 7-1 OF THE ZONING ORDINANCE TO PERMIT
THE CONSTRUCTION OF A COVERED PORCH WHICH WILL ENCROACH
APPROXIMATELY 7 .72 FEET INTO THE REQUIRED FRONT YARD SETBACK
ON PROPERTY LOCATED AT 603 OAKTON STREET, ELK GROVE VILLAGE,

H. Amend Village Code/Raffles - Adopt Ordinance No. 2866

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI
Meeting Schedule - A meeting of the Committee will take place on
Monday, November 19, 2001 at 3: 00 p.m. for discussion of item b. ,
Salt Creek Improvements, and grants received. Members of the High
School and Elk Grove Park District have been invited to attend.
9. JUDICIARY, PLANNING S ZONING COMMITTEE - CHAIRMAN DILL
Meeting Schedule - Reminder was given of the November 14, 2001
JPZ Committee meeting at 7 : 00 p.m. in the Chernick Conference
Room. Six agenda items will be reviewed that evening.

10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER
Meeting Schedule - The Personnel Committee will meet in Executive
Session on Tuesday, November 27, 2001 at 6: 00 p.m.
11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO
No Report
12 . INFORMATION COMMITTEE - TRUSTEE FEICHTER
Meeting Schedule - A meeting of the Information Committee will be
held on Wednesday, November 21, 2001 at 6: 00 p.m. to discuss
better ways to inform the public about capital projects and the
possibility of televising public committee meetings.
13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
The Commission met on November 1, 2001 and discussed progress
made so far. The lights on Tonne, both directions, have been
activated as of last Monday. Item 6E on the Consent Agenda
approved additional monies through an agreement with Cook County
Highway Department and the Village for intersection improvements
at Devon and Busse and Landmeier and Busse.
A video has been produced by the ICRC and reviewed during this
evening' s Committee of the Whole meeting. Trustee Lissner
commented the video was excellent and urged the audience to view
the Channel 6 coverage of the Committee of the Whole meeting.
ICRC Grant - Mayor Johnson announced the Illinois Department of
Transportation has awarded the Village a grant in the amount of
$941, 000 . 00 of additional funding for projects through the ICRC.
Approximately seven million dollars have been awarded in grants to the
Commission. The Director of Engineering and Community Development,
Alan Boffice and the Assistant Director of Community Revitalization,
Vito Sammarco were commended for bringing State dollars back to the
community.
14 . YOUTH COMMISSION - TRUSTEE PROCHNO
The Youth Commission met on Wednesday, November 7, 2001 .
Attendance was outstanding and several students, though not on
the Commission, were interested in being involved with the Youth
Commission.
Holiday Baskets - The Commission will sponsor baskets for both
Thanksgiving and Christmas this year.
WACO - There will be participation in the WACO shopping program
in December by the Youth Commission.
Meeting Schedule - The next meeting will be held on Wednesday,
December 5, 2001 at 7 : 30 p.m. in the Chernick Conference Room.
15. PARADE COMMISSION - TRUSTEE CZARNIR
A meeting was held on Monday, November 5, 2001 . One response has
been received to the sponsorship letters mailed to Elk Grove
businesses on that date.
Meeting Schedule - The December meeting of the Parade Commission
has been cancelled. The next meeting will be held on January 7,
2001 at 5 : 45 p.m.
Trustee Czarnik noted the Elk Grove Jaycees assist with the
parade each year by serving as parade marshals . The phone books,
Easter Egg contest and Santa Phone calls were also mentioned.

16. PLAN COMMISSION - VILLAGE MANAGER
PC Docket 01-7 - Robert Deiss, of Deiss Design Group, and Bob
Daniel, construction manager of Allied Domecq, discussed the
request to rezone property at 700 Higgins Road for construction
of a new 24 hour Dunkin' Donuts and Togo' s Sandwich Restaurant.
Trustee Petri requested a monument sign placed at the site and
the Plan Commissions ' recommendation for landscaping be followed.
The petitioner' s were in agreement and complimented the Plan
Commission and Village staff for their input and support.
Discussion followed regarding line of sight, parking plans and
the drive-thru lanes . The Director of Engineering and Community
Development stated staff would work with the Police Department on
the placement of the sign.
Motion to direct the Attorney to prepare an Ordinance for
approval to rezone the property at the northeast corner of
Higgins and King from B-1 to B-3 for the construction and
operation of a Dunkin'Donuts and Togo's store with a drive-thru
facility and variations to reduce the number of required drive-
thru stacking spaces from 12 to 7 and to reduce the number of
required parking spaces from 27 to 26.

Mayor Johnson stated the petitioner would not have to attend the
December 3, 2001 Village Board meeting for the formal approval of the
Ordinance. Although the final landscape plan must still be approved,
the petitioner is to work with Engineering for other permits needed to
begin construction.
17 . ZONING BOARD OF APPEALS - VILLAGE MANAGER
ZBA Docket 01-24, 601 Dogwood Trail - The original variation
request was for the construction of a wood deck that would
encroach approximately 4 .29 feet into the required five foot
sideyard at property located at 601 Dogwood. During a duly called
public hearing before the Zoning Board of Appeals the petitioner
agreed to amend the variation request that would result in a two
foot encroachment into the required five foot setback.
Dan Miloch, son of the owner/petitioner, stated the reduction
agreed upon was due to the Zoning Board of Appeals' concern
regarding maintenance of the wood deck. Mr. Miloch asked the
Board for approval to remove a cyclone fence inside the property
line, which would allow more space and easier access for
maintenance of the deck. He would then stay with his original
variation request and would include legal wording in a deed
stating any new owners would not be permitted to replace the
fence.
Mayor Johnson denied the request and stated it would not be
possible to control placement of fences by neighbors which would
create the same problem around the area of the deck.
Motion to concur with the recommendation of the Zoning Board of
Appeals to direct the attorney to prepare an Ordinance granting
an amended request for a variation to the Zoning Ordinance for
construction of a wood deck which would encroach two feet (21 )
into the required five foot (51 ) sideyard.

formal approval at the December 3, 2001 Village Board meeting.

18 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Regional Cable Group - A meeting was held on Thursday November 8,
2001 . It was announced that there would be a channel line up
change as well as a minor rate increase effective December 17,
2001 . Information will be included in the customer' s bills . The
rate changes are about $1 . 00 a tier and new channels will be
added.
Meeting Schedule - The next meeting of the Regional Cable Group
will be held on Thursday, December 6, 2001 at 7 : 30 p.m. in Elk
Grove Village.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIR
Meeting Schedule - The next meeting of the Community Service
Board will be held on Thursday, November 15, 2001 at 7 : 00 p.m. in
the lower level of the Charles J. Zettek Municipal Building.
Salvation Army Red Kettle Campaign - Volunteers are needed during
the first three weekends in December for the Ring-a-Bell
Salvation Army program.
Bell ringers can sign up for one-hour slots or more and groups
are welcome. Time slots are available at Jarosch Bakery from
7 : 00 a.m. to 2 : 00 p.m. on Fridays and Saturdays; the Jewel and
Dominicks from 10 : 00 a.m. to 8 : 00 p.m. on Friday, Saturday and
Sundays .
Money raised from this campaign stays in Elk Grove Village to
assist residents facing financial difficulties .
Anyone interested can call the Community Service Office at 847
357-4120.
LIHEAP - The Community Services is working as an application site
for the Low Income Home Energy Assistance Program in order to
meet the needs of our families facing financial troubles.
Seventy-five families were assisted last year and included many
seniors on fixed incomes. This year due to the economy and
layoffs many more families will qualify.
Thanksgiving Adopt-a-Family Program - The annual program will be
held on Monday, November 19, 2001 . Churches, schools,
organizations and other residents have been matched up with low-
income families in Elk Grove in order to provide them with a
traditional holiday meal. Donors will deliver food baskets to
the Municipal Building on the morning of the 19th. Recipients
will pick up their donations that afternoon.
Blood Drive - The Community Blood Drive was held on Saturday,
November 3, 2001 . There were 75 walk-ins, seven individuals were
deferred and 68 units of blood were collected.
Flu Clinics - The following sites and dates for the clinics were
announced by Trustee Czarnik:

d. SPECIAL EVENTS COMMITTEE - MAYOR JOHNSON
Tree Lighting Ceremony - A reminder was given that the tree
lighting ceremony would take place on Friday, November 23, 2001
at 5 : 30 p.m. in the Town Center to be followed by a firework
display.
Mayor Johnson noted a test run of the Christmas lights was being
conducted last night. The Park District and Library are also
decorating and will join in on the ceremony. It will be a very
enjoyable evening for everyone.
19. ORDINANCE, RESOLUTIONS AND COMMUNICATIONS - VILLAGE CLERK
None
20. UNFINISHED BUSINESS
Village Attorney - The Village Manager requested removal of item
a. regarding a variation at 603 Oakton Street (ZBA Docket 01-22)
since it was approved under the Consent Agenda.
21. REPORT FROM THE VILLAGE MANAGER
Flu Clinic - A revision to the flu clinic schedule was announced.
The Thursday November 15, 2001 clinic has been rescheduled to
Wednesday, December 5, 2001 from 1: 00 p.m. to 3: 00 p.m. at the
Village Grove Apartments. The order for vaccine is not available
until that time. Approximately 1, 400 vaccinations have been
supplied this year.
22. NEW BUSINESS
Meeting Change - The Mayor announced that the only December
Village Board meeting would be held on Monday December 3, 2001 at
which time the tax levy will be adopted.
The November 13, 2001 meeting will be the only Village Board
meeting scheduled in November.
The first Village Board meeting in January will be held on
January 8, 2002 .
AUDIENCE - 8:50 p.m.
There being no response from the audience the Mayor, on behalf of the
Board of Trustees, wished everyone a very happy, healthy, and safe
Thanksgiving holiday.
