Mayor Craig B. Johnson called the meeting to order at 8 : 32 p.m.

2. INVOCATION
Reverend Rodney L. Pickett, Pastor, Wesleyan Community Church,
delivered the invocation.
3. APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held
November 13, 2001 as submitted.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
November 14, 2001 - The Mayor attended a breakfast at Mead Junior
High School in conjunction with the school ' s program to work with
the business community of Elk Grove.
November 23, 2001 - The tree lighting ceremony was well attended
and the fireworks display successful.
November 27, 2001 - Mayor Johnson attended a JAWA meeting on this
date.
SOC/O'Hare Airport - Mayor Daley and Governor Ryan put together a
plan for the O'Hare Expansion but were unable to attain federal
funding from Washington. Mayor Johnson expressed appreciation to
Congressman Hyde, Congressman Jackson, Senator Fitzgerald and
Congressman Hastert for their help and support in protecting
State rights .
Executive Session - Motion to hold an Executive Session in the
Elk Grove Council Chambers on Wednesday, December 12, 2001 at
7 :00 p.m. for the purpose of discussing litigation.
(Elk Grove will be host to the Park Ridge and Bensenville Council
members at the Executive Session. )

The Mayor stated the communities are prepared to do whatever is
necessary to defeat this plan. Last week the Federal government
denied the City and the Governor's federal intervention request.
The public will be kept apprised of the situation as the battle
continues.

Snug Hugs for Kids - Mayor Johnson issued a Proclamation
declaring November 1 thru December 12, 2001 "Snug Hugs for Kids"
in recognition of the annual event held by the Children' s Home &
Aid Society of Illinois for the collection of winter clothing and
outerwear for underprivileged children.
A representative of the Elk Grove Merlin Muffler shop joined the
Mayor and described the involvement of the Merlin Muffler stores
in this worthy cause. A drop off box is available for the
collection at the Merlin Muffler location on Meacham Road. Next
Wednesday the Merlin vans will deliver the donations to the
Children's Home & Aid Society.
Steve Peesel - A Proclamation was issued and read honoring Elk
Grove resident Steve Peesel for his heroic acts on October 29,
2001 . The Mayor commended Steve Peesel for his quick actions in
alerting residents of the Hoffman Estates Hilldale Condominiums
of a fire burning in the building and the rescue of two young
children who had been trapped on the second floor balcony with no
means of escape.
Fire Chief James D. MacArthur also recognized Steve Peesel's
actions by presenting him with an Elk Grove Village Fire
Department "Citizen Recognition Award" .
Steve Peesel spoke of the circumstances of that day and stated
the real heroes were the members of the Police and Fire
Departments who were involved and who actually entered the
burning building.
Trustee Dill participated in National Education Day by reading
the book "Turkey Saved the Day" and describing the roll of a
Trustee to third grade students at the Nerge School. Two of the
27 thank you notes were read thanking him for participating in
the program.
Trustee Dill, on behalf of Park District Commissioner Ron Nunes,
also read to the sixth grade class.
Trustee Petri reported on his attendance at a November 14, 2001
Solid Waste Agency meeting (SWANCC) and a Northwest Municipal
Conference meeting with the Village Manager.
SWANCC - The Village of Skokie is currently conducting a test
whereby recyclable materials are collected in one container. The
recyclables are then sorted at the facility. The program has
been very successful and SWANCC is looking to expand this concept
to other suburbs.
NWMC - The main topic of conversation related to the majority
quorum question. Trustee Petri noted he voiced his objections to
the proposal at the meeting. A vote will be taken at the NWMC
January meeting.
Trustee Czarnik and Trustee Prochno attended the November 15th
Family Reading Night at Rupley School.
Trustee Prochno reported on her attendance at Rupley School with
Trustee Czarnik and representatives from the Armed Forces. The
theme of the evening was "Heroes from the Community. " More than
100 families attended.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on November 30,
2001 Accounts Payable Warrant in the amount of $120,674.23.

6. CONSENT AGENDA
A. Easement Variation/1013 Florida Lane - Grant a variation from
the Village Code, Section 8-12B-1-1D (Easements) to permit the
construction of a shed which will encroach five (5) feet into
a fifteen (15) foot public utility easement.
B. Avalon Petroleum, Tinley Park, IL - Extend an existing
contract (approved November 17, 1998) to provide gasoline
and diesel fuel for Village vehicles for the period December
1, 2001 through November 30, 2002 in a total contract amount
not to exceed $250, 000.
C. Pierce Manufacturing Inc. , •Appleton, WI - Waive the formal
bidding process and award a contract for the purchase and
delivery of one (1) 1500 GPM Fire Pumper in an amount not to
exceed $368, 996; and
Declare the 1986 Spartan 1250 GPM as surplus property.
D. Illinois Municipal League Dues - Authorize payment of
$1,560.00 in dues for Fiscal Year 2001-2002.
E. Increase FY 01/02 Budget - Authorize an increase to the
FY 2001-2002 Budget for payments due to contractors for
renovation work at the Fire Administration building and
Meacham 6 Greenleaf stations in a total amount of
$33, 418 .16.
F. Knoll, Inc. , Dallas, TX - Waive the formal bidding process;
and
Award a contract under Federal Government General Services
Administration (GSA) contract pricing to furnish and deliver
replacement furniture for the Police Department in a total
amount not to exceed $22, 021.01.
G. Intergovernmental Agreement/MABAS - Adopt Resolution No.
45-01 entitled, "A RESOLUTION AUTHORIZING THE MAYOR AND
VILLAGE CLERK TO EXECUTE AN INTERGOVERNMENTAL AGREEMENT AND
BY-LAWS BETWEEN THE MUTUAL AID BOX ALARM SYSTEM (MABAS)
DIVISION ONE SPECIALIZED RESPONSE TEAM ASSOCIATION AND THE

8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI
Item b. Trustee Petri reported on the Salt Creek Improvements
Project as discussed at tonight's Committee of the Whole meeting
with regard to the conditions of grant and the NIPC agreement.
NIPC Agreement - Motion to adopt Resolution No. 47-01 entitled,
"A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE
AN AGREEMENT BETWEEN THE NORTHERN ILLINOIS PLANNING COMMISSION
(NIPC) AND ELK GROVE VILLAGE FOR THE SALT CREEK STREAMBANK
STABILIZATION PROJECT. "

Mayor Johnson explained that Trustee Lissner abstained from voting on
this motion since the Lissner property abuts the Salt Creek.
The Mayor further stated, for the record, that his personal property
does not abut the Creek. There is approximately 150 feet of Village
right-of-way land between the back of his property and Salt Creek.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN DILL
Fence/Sheds - Trustee Dill requested removal of Items a. and f.
from the JPZ agenda.
Item a. , Fence Regulations and item f. , Regulations for Accessory
Structures/Sheds were discussed at tonight' s Committee of the
Whole meeting and will be directed to the Plan Commission for
consideration at a Public Hearing.

Item d - Health Inspection Fees - Removal of this item was
requested as the JPZ Committee's recommendation was presented at
the Committee of the Whole meeting.
Item b. , Motorist Use of Cellular Phones, item c. Tobacco Control
Ordinance and item e, Holiday Lighting Regulations have been
considered by the JPZ with a recommendation that no new
regulations are needed. Removal of those items was requested by
Trustee Dill.
Trustee Czarnik stated even though no further regulations were
made, the Holiday Lighting Regulations are governed under a
nuisance ordinance. Questions or complaints should be directed
to the Health Coordinator.
10. PERSONNEL COMMITTEE - CHAIRMAN LISSNER
Executive Session - The Personnel Committee met in Executive
Session on November 27, 2001. A recommendation regarding the
performance evaluation of the Village Manager will be presented
to the Board at a January Village Board meeting.
11. RECYCLING & WASTE COMMITTEE - TRUSTEE PROCHNO
a. Household Hazardous Waste - The Village applied to IEPA to
host a one-day Household Hazardous Waste Collection to be held in
the Village during the coming year. Elk Grove High school has
agreed to participate and host the event on school property and
SWANCC will provide $25, 000 to defer some of the costs.
2001 Leaf Collection - This program has been completed with the
following results: picked up over 9, 800 cubic yards of leaves,
dumped over 815 tons of leaves; compiled over 1, 180 labor hours
and drove 8, 375 miles during the program.
Any resident still compiling leaves can dump them in paper bags
or loose in the dumpster provided in the west parking lot of the
Public Works building at 666 Landmeier Road.
Public Works has installed all plow trucks with salt spreaders
and plows, received delivery of over 2, 000 tons of salt,
conducted meetings to go over plow routes and expectations and
provided safe winter driving training instruction by Gallagher
Basset.
12. INFORMATION COMMITTEE - TRUSTEE FEICHTER
Meeting Schedule - The meeting of the Information Committee
scheduled on November 21, 2001 at 6:00 p.m. did not take place
due to lack of a quorum.
Discussion ensued relating to the televising of future meetings.
Suggestions were made to include additional Village Committee
meetings.
It was suggested that the Capital Improvements Committee Salt
Creek meeting and the Plan Commission meetings regarding proposed
text amendments on fences and sheds be televised. With the
Board's concurrence, the Information Committee will now contact
the Chairmen of the Plan Commission and Zoning Board of Appeals
to arrange for future televised meetings.
Any Committee's that are interested in having a meeting televised
should contact Trustee Feichter, Chairman of the Information
Committee.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Busse Road Water Tanks - Motion to authorize the exterior
repainting of two water towers on Busse Road and investigate
placement of the Village logo on both tanks.

Sign Upgrade - Trustee Petri requested the addition of item c. ,
Upgrade of Business Park Signs to Conform with the Residential
Signs and item d. , Upgrade of Public Works Facilities to Conform
with the Residential Upgrades.
Special Meeting - Trustee Petri called a special meeting of the
ICRC Commission to be held on Thursday, January 10, 2002 at 5:30
p.m.
There was a consensus between the Mayor and Trustee Petri that it
may be economically beneficial for the ICRC Commission to
coordinate with the Residential Enhancement Program when seeking
bids for the signage upgrades.
14. YOUTH COMMISSION - TRUSTEE PROCHNO
Holiday Baskets - The Youth Commission adopted a family and put
together a Thanksgiving basket for their holiday. A very nice
thank you note was sent from the family.
A family will be adopted and a Christmas basket provided by the
Youth Commission.
WACO - The Commission members will be shopping with WACO on
December 15, 2001 for underprivileged children to provide
Christmas gifts for their family.
Meeting Schedule - The next meeting of the Commission will take
place on Wednesday, December 5, 2001 at 7: 30 p.m. in the Chernick
Conference Room.
15. PARADE COMMISSION - TRUSTEE CZARNIR
Meeting Schedule - The next meeting will be held on Monday,
January 7, 2002 at 5: 45 p.m. in the Chernick Conference Room.
There has been a good response to the sponsorship requests sent
out by the Commission.
The next project will be the Parade application and the Grand
Marshal.

a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Emergency Test - The emergency warning system will be tested
again on Tuesday, December 4, 2001 at 3:00 a.m. A re-test
is needed since the audio part of the test malfunctioned
during the last emergency testing.

Internet Service - The AT&T Internet provider has gone
bankrupt and was allowed by a Judge to go out of business
and stop service at 2 : 00 a.m. last Saturday. AT&T has made
a proposal to be back on with a new provider by Wednesday
morning at 9: 00 a.m. The address will be ATTBI .com. AT&T
has agreed to provide two days credit for every day without
service, therefore, Elk Grove residents should get eight
days credit on their next bill.
The Assistant Village Manager reported that AT&T has advised
that on Wednesday, December 5th the customers need only
click on the WEB BROWSER which will automatically direct
them to an AT&T WEB site at which point there will be a set
up procedure to follow. In addition, AT&T will have
additional customer service representatives who will be
employed to answer resident's questions.
E-mails sent to an @HOME user are now logged on to a
computer owned by @HOME. AT&T has now switched to their own
service provider and are in the process of trying to
negotiate the release of those e-mails for AT&T customers
that are on @Home' s computer system.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK
Thirty-seven Thanksgiving baskets were delivered and
Christmas baskets will be delivered on December 20, 2001 .
Anyone interested in adopting a family should call Community
Service.
Salvation Army Red Kettle Campaign - Volunteers are needed
for the campaign. One-hour slots or more are available.
Groups are welcome to sign up. Time slots are available
from 7 : 00 a.m. to 2 : 00 p.m. on Fridays and Saturdays, and
time slots are also available in the Town Center from 10: 00
a.m. to 8 : 00 p.m. Friday, Saturday and Sunday. Call 847-
357-4120 for further information or to sign up. The monies
raised in this campaign stays in Elk Grove for Elk Grove
families.
Flu Clinic Schedule - The last flu clinic will be held on
Wednesday, December 5, 2001 from 1 :00 to 3:00 p.m. at the
Village Grove Apartments, 1130 Cheekwood Court.
LIHEAP - The Low Income Home Energy Assistant Program is now
available for assistance for families facing financial
trouble. Last year 75 families were assisted. Anyone
needing help should contact Community Services.
C. LIQUOR COMMISSION - MAYOR JOHNSON

d. SPECIAL EVENTS COMMITTEE - MAYOR JOHNSON
Rotary Club - The Rotary Club has contacted the Mayor to ask
if the Rotary Club could bid for fireworks with the Village.
Mayor Johnson commented that there might be a cost saving if
the Rotary, the Village and the Lions Club join together on
a bid or contract.

Mayor Johnson announced tonight's Village Board meeting is the last
meeting during the year 2001. All residents, on behalf of the Village
staff and employees, the Village Board, the Village Manager and
Village Attorney were extended wishes for a happy holiday, Merry
Christmas, and Happy New Year. The Mayor stressed the importance of
being with and enjoying family during this time and asked all
residents to drive carefully and be safe.
