Village President Dennis J. Gallitano called the meeting to order
at 8 : 16 p.m.

2 . INVOCATION:
The Reverend Mark Clem, Pastor of the Elk Grove Baptist
Church delivered the invocation.
3 . APPROVAL OF MINUTES:
Motion to approve the minutes of the Regular Meeting held on
January 28, 1997 as submitted.

4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO
1 . GROVE MALL SHOPPING CENTER - The Committee of the Whole
discussion of the Grove Mall redevelopment held earlier
this evening will be continued to Saturday, February
15, 1997 at 8 :00 a.m. in the Ronald L. Chernick
Conference Room.
2 . PUBLIC WORKS UNION - The President explained that
there were some inaccuracies in a newspaper article
regarding the disposition of the union contract with
the Public Works Union. Given that there were some
inaccuracies in that newspaper article which the
President attributed to the Public Works Union
Attorney, a joint press release was developed, which
has been signed by the Attorney for the Public Works
Union. That joint press release is available for
distribution to the Press and/or anyone interested.
The thrust of the issue was that there was one issue
that was open. It was an economic issue that was open.
That was the sole and exclusive item that was being
worked on between the Union and the Village . The
Attorney for the Public Works Union basically
represented to the media that the Village changed its
stance on the economic issue and that was not true, it
was a misrepresentation by that Attorney. The joint
press release clarifies that was an error in his

5 . APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the
February 11, 1997 Accounts Payable Warrant in the amount of

6 . CONSENT AGENDA

B. Global Fire Equipment, Wheeling, IL - Award a purchase
contract to the lowest responsive and responsible
bidder to furnish and delivery of fire nozzle equipment
consisting of six (6) Elkhardt 150 gpm/75 psi nozzles
and twelve (12) Elkhardt 200 gpm/75 psi nozzles in a
total amount not to exceed $6, 540 .
C. Akzo Nobel Salt , Inc . , Clark' s Summit, PA - Increase a
purchase contract (awarded 10-8-96) for the purchase
and delivery of 1,428 tons of rock salt in the amount
of $40, 000 for a total contract amount not to exceed
$140 , 836 .
D . Christopher B . Burke Engineering, Ltd. (CBBEL) . Rosemont
IL - Increase a professional services contract (awarded
6-14-94) for the provision of engineering services for
the FEMA floodplain and floodway map revision process,
in the amount of $20, 261 for a total contract amount
not to exceed $38 , 261 .
E. Public Works Union Agreement - Adopt Resolution No.
7-97 entitled, "A RESOLUTION AUTHORIZING THE VILLAGE
MANAGER TO EXECUTE A LABOR AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND THE INTERNATIONAL
UNION OF OPERATING ENGINEERS, LOCAL 150 . "
F . Towing Fees Amended - Adopt Ordinance No. 2533
entitled, "AN ORDINANCE AMENDING TITLE 6, CHAPTER 6,
SECTION 6-3-6-4 : A. 3 TOWING FEES OF THE VILLAGE CODE
OF THE VILLAGE OF ELK GROVE VILLAGE. "
G. Use of Parks Amended - Adopt Ordinance No. 2534
entitled, "AN ORDINANCE AMENDING TITLE 6, CHAPTER 6,
SECTION 6-6-8, RULES FOR USE OF VILLAGE PARKS OF THE
VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE. "
H. Public Hearing - Grove Mall Shopping Center - Authorize
the Plan Commission to hold public hearing on the
petition of the Village of Elk Grove Village and
Hamilton Partners for a text amendment to the Zoning
Ordinance creating a B-5 "Town Center" zoning district
and rezoning the Grove Mall property from B-1 to B-5 on
February 24 at 7 : 00 p.m.

Meeting Schedule - A meeting of the Committee was scheduled
for Tuesday, March 4, 1997 at 7 : 00 p.m. to discuss item e .
Guardrail at Meacham/Nerge and item f . Guardrail at
Arlington Heights/Colman. Representatives from the County
will be asked to attend this meeting as well as homeowners
from the areas and the Director of Engineering and Community
Development . Item d. Village Drainage Improvements will
also be discussed.
President Gallitano requested that the Committee analyze
item a. 5-year Capital Improvements Plan with regard to
Grove Mall .

GROVE MALL TEXT AMENDMENT/SPECIAL USE - It was brought
to the attention of the Board that the Village will be a
joint petitioner with Hamilton Partners for a public hearing
for a Text Amendment to the Zoning Ordinance to create a B-5
Town Center Zoning District and also to rezone the Grove
Mall property from B-1 to B-5 . The Public Hearing is
scheduled for Monday, February 24, 1997 at 7 : 00 p.m. before
the Plan Commission.
President Gallitano stated that he would be representing the
Village at the public hearing. The Trustees were encouraged
to attend this important public hearing.

a. CABLE TV COMMITTEE - TRUSTEE PETRI
Meeting Schedule - The Committee will meet on Monday,
February 24, 1997 at 7 :00 p.m. in the Ronald L.
Chernick Conference Room. The Assistant Village
Manager wrote a synopsis of the Cable Television
Enabling Ordinance, which will be discussed at the
Committee of the Whole.
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIR
Meeting Schedule - The next meeting of the Community
Service Board will be held on Thursday, February 20,
1997 at 7 : 00 p.m. in the lower level meeting room.
Service Volunteer Recognition - The Service Volunteer
Recognition Committee has asked for assistance in
nominating any volunteers . The individual must be a
Village resident for three or more years; served as a
volunteer for at least three years, be 16 years of age
or older and have not previously received this award.
Current members of the Board of Trustees or Village
Commissions are not eligible for this award. This is a
wonderful opportunity to recognize and thank
exceptional Elk Grove Village volunteers for their
efforts . Applications are due by February 28, 1997 .
Scholarships - As a result of a Joint Scholarship
Development Campaign in the business community, the
Village has provided funding to award scholarships to
qualified residents to pursue educational training,
upgrading or retraining. The scholarship can be
applied to tuition, books and other commensurate
educational expenses . In order to qualify, applicants
must meet the criteria for eligibility including
residency in Elk Grove Village and financial need.
Applications are due by February 28, 1997 .

Parade, 1997 - The Parade Committee has devised a
different route for this year' s parade which will be
held on June 29, 1997 .
C. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -
TRUSTEE RETTBERG
Consultant Interviews - The Committee met on January
28, 1997 at 8 : 00 a.m. and completed the interviews for
the finalists for the consulting firms to be
recommended to the Village Board.
The Committee also met on Thursday, February 6, 1997 to
discuss the three very highly qualified planning firms
that made the final three choices . The Committee
recommends the retention of Planning Resources Inc. ,
Wheaton, I1. Planning Resources Inc . would be the
prime contractor responsible for the overall
coordination/direction of the team in charge of
landscape and urban design, zoning, planning and site
design elements .
This subject should be discussed at a Committee of the
Whole meeting so the members of the Board can discuss
and ask questions regarding the selection.
President Gallitano requested that a memo come from the
commission that identifies the three finalists and
articulates the selection basis to give the Board a
better view of what the selection process was like and
how the commission arrived at this organization.

JOINT PRESS RELEASE
Because there has been some misinformation which has appearq�cs in
certain recent newspaper articles and in order to provide more accurate
information to the public, the Village of Elk Grove Village and the
International Union of operating Engineers, Local 150, jointly issue
this press release concerning the status of contract negotiations
between the Village and Local 150.
We are pleased to report that the negotiators for the Village and
Local 150 have reached a tentative agreement on a new collective
bargaining agreement. This tentative agreement was unanimously
ratified by Union members and will be considered by the Village's Board
of Trustees on Tuesday night, February 11. Upon approval of the
Village, a new three-year contract will be signed.
There has been some misunderstanding concerning the events leading
up to this tentative agreement. The salient facts are as follows:
1. The parties had been involved in approximately nineteen
(19) months of negotiations and had reached tentative
agreement on virtually all outstanding issues.
2. Because the parties did hit a snag on at least one
remaining issue, the Union exercised its right to engage
in picketing activity and the Union tendered to the
Village an official strike notice as provided by Illinois
law.
3. Upon receipt of the strike notice, the Village set about
the task of preparing to provide public services during
any possible strike, including contacting subcontractors,
alternative suppliers and arranging for newspaper ads
relating to the possible hiring of replacement workers.
4. Shortly before the effective date of the Union's strike
notice, representatives of the Union and of the Village
had occasion briefly to discuss the issues separating the
parties. This discussion proved to be quite helpful.
5. As a result of the discussion mentioned above, and with
the assistance of Federal Mediator, Linda Myers, the
Union tendered a new contract proposal to the Village.
6. After careful study, the Village's negotiating team found
the Union's new proposal to be acceptable and so notified
the Union.

7. On Monday, February 3, 1997, the negotiating teams for
both sides met to formalize their tentative agreements,
review all tentative contract language, and to tentatively
agree on all aspects of a new collective bargaining
agreement.
The negotiating teams for the Village and the Union believe that
the agreement is fair to Village employees and taxpayers, alike.
Finally, it is the sincere hope and belief of both sides that their
contractual differences will be put behind them and that the Village,
its employees and the Union will continue to work together in a
cooperative fashion to provide the citizens and taxpayers of the
Village of Elk Grove Village with the best possible public services.
