ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY, OCTOBER 14, 1997 Village President Craig B. Johnson called the meeting to order at 8 : 06 p.m. 1. ROLL CALL: Present: President : Craig B. Johnson; Trustees : Nancy J. Czarnik, Bart K. Dill, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent : None Also Present: Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S. Smith A quorum was present. 2 . PLEDGE OF ALLEGIANCE The President led the audience in the Pledge of Allegiance to the Flag. 3 . APPROVAL OF MINUTES: Motion to approve the minutes of the Regular Meeting held on September 23, 1997 as submitted. MOVED: Trustee Petri SECONDED: Trustee Lissner VOICE VOTE MOTION CARRIED 4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES Blood Donation Awards - President Johnson presented awards to the following donors: One Gallon: Yolanda Almeida, Anthony S. Chakeen, Lisa J. Ford. James Gould, Victoria Gwizdak, Larry Keller, Tanysha L. Kelly, Russell Kinnard, Mary Jo Mahoney, Dawn Scarpulla, Mary K. Youhn: Two Gallon: Frank Czarnik, David Johnson, Maud A. Pritchard, Peter J. Pruim, Michael K. Rogala; Three Gallon: Leon A. Gerlinger, Susan Johnson, Fred Kellerhals, Mark S. Szarzak, James Dixon; Four Gallon: Felix Bettendorf, Mary C. Skorinia, Kenneth Urban; Six Gallon: Fred Kusch; Ten Gallon: Richard McCloughan President Johnson thanked the donors on behalf of the Village Board and the entire Village for their gift of life. Trustee Czarnik mentioned that on Make a Difference Day, which will be held on October 25, 1997 there will be a Blood Drive. 1 10-14-97 Trustee Petri reminded the audience that because of the blood donor volunteers, blood is available to every resident of Elk Grove Village and their families. Cable Testimony - President Johnson expressed his appreciation to Trustee Petri for his presentation on behalf of the Village before Congressman Henry Hyde' s Judiciary Committee in Washington D.C. When in Washington, Trustee Petri presented Congressman Hyde with a key to the Village, which pleased him very much. A letter of recognition from Congressman Hyde was presented to Trustee Petri for his efforts in testifying before the committee as well as a copy of the picture taken of the presentation of the key. Trustee Petri gave a brief summary of his presentation and stated that he was grateful for the opportunity to express the concerns of the Village. Northwest Municipal Conference - The President as a member of the Legislative Committee met on September 24, 1997 with the other mayors of the region and discussed deregulation of the electrical industry. Suburban O'Hare Commission - President Johnson attended meetings on September 27, and October 2, 1997. The Commission is working very hard to prevent additional runways at O'Hare and to promote a third regional airport. On Sunday, Congressman Hyde and Congressman Jesse Jackson, Jr. will be holding a joint conference with the mayors from SOC and the Southwest side to promote no more expansion of O'Hare airport and a third airport. Youth In Government - The President, several trustees and Department Heads met at Elk Grove High School with students on September 30, 1997. The students will be participating in the Youth in Government Program to learn how village government works . On Tuesday, October 21, 1997 there will be a mock Board Meeting where the students who have been mentored will work with mock issues and make decisions on those issues. Channel 6 will be taping that meeting. 4th Annual Alumni Achievement Award - On October 1, 1997 Elk Grove High School recognized past alumni for their achievements as they have left the High School. President Johnson congratulated Ann Cherio as one of the Alumni that was recognized and still lives in the Village. Northwest Municipal Conference - The President attended a dinner that was hosted by the Conference for a delegation of Mayors from the Republic of China on October 1, 1997 . Elk Grove Exchange - This program was held on October 2, 1997 . Elk Grove H;qh School - The Homecoming was held on October 3, 1997 . Bikeways & Suburban O'Ha omm; ; on - The President and Village Manager met with the Mayor of Roselle to discuss bikeways and SOC. A presentation will be given to the Board at the Committee of the Whole following this meeting. Youth ;n Government - The students were given a tour of the Village facilities on October 7, 1997 . Northwest Municipal Conference - The Legislative Dinner was held on October 8, 1997. 2 10-14-97 Transportation - The President and Village Manager met with Mayor Al Larson of Schaumburg to discuss the extension of the "Blue Line" from Chicago to Elk Grove on to Schaumburg and beyond. They also discussed a bike path across I-290 which will be discussed at the continuation of the Committee of the Whole later this evening. Trustee Dill reported that he attended a grand opening of Sprint Communication services in Radio Shack stores at the Elk Grove Village Radio Shack in the Gullo Center. Trustee Dill represented the Fire Department at the presentation of the Eagle Scout Award to John Anthony Scully at Christus Lutheran Church on October 5, 1997. Trustee Petri also attended the Eagle Scout Award presentation as a representative of the Village Board and the Police Department. Trustee Czarnik reminded the Board that Eagle Scout Scully was responsible for the reclamation of Salt Creek project. Trustee P o hno met with representatives of the VFW and discussed an activity for next year' s Memorial Day. The ceremony may take place at the Elk Grove Park District Pavilion. The VFW requested that residents fly the American Flag, especially on holidays . Fire Department Open House - President Johnson thanked the Fire Department for hosting the Open House as a job well done. Elk Grove Town Center - The update includes the walls are up for the theater which is expected to have two (2) theaters and the lobby open for the Holiday Season; the walls are starting to go up for Dominick' s and the pad is in place for Walgreens; storm sewer work and grading is still continuing. The grading and curbs that were constructed on the Village property are being checked to make sure it is meeting the specifications. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the October 14, 1997 Accounts Payable Warrant in the amount of $622,498.86. Plan Commission Public Hearing - Authorize a public hearing to hear the petition of Thornton Oil Corporation, Louisville, Kentucky to rezone property located at 2310 York Road from I-2 Industrial to B-3 Automotive Oriented Business District. IL - Award a professional services contract for detailed engineering and design services for the Arlington Heights Water Systems Interconnection Project in an amount not to exceed $24, 758 . F. Olsson Roofing Co. . Aurora. IL - Award a contract to the lowest responsive and responsible bidder to remove and replace the second story roof on the Fire Administration Building, 901 Brantwood Avenue, at a cost not to exceed $53, 000 . G. Cargill Salt, Inc. . North Olmsted. Ohio - Award a purchase contract to the lowest responsive and responsible bidder for the purchase and delivery of 3, 600 tons of rock salt in an amount of $28.44 per ton for a total cost not to exceed $102, 384 .00 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER Perrie Grove Drainaae - Grates have been installed and the project is now complete. Imurovements at Arlington Heigh / o man - The area is marked off for the sidewalk reconfiguration project which will begin soon. Fire Station Construction and Design - The construction for the Fire Station will begin in the spring. Cosman Road Asphalt Path - The Committee will meet on November 4, 1997 to consider this item. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Campaign Signage Restrictions - The committee will meet on October 22, 1997 at 8 : 00 p.m. to discuss this item. On Street Parking at ElkGrove High School - Motion to adopt Ordinance No. 2599 entitled "AN ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE, SECTION 6-6-5-2-A. RECYCLING & WASTE COMMITTEE - CHAIRMAN CZARNIK Meting acjldel - A meeting has been scheduled for Wednesday, October 22, 1997 at 7: 00 p.m. 12. INFORMATION COMMITTEE - CHAIRMAN DILL Revi .gions to Village Newsletter - There were only two responses received to the survey which appeared in the last newsletter. 5 10-14-97 The committee recommends that Village Board members and Staff give thought to improving the newsletter. Apparently the citizens of Elk Grove Village are delighted with the newsletter as there were no negative or positive responses. Citizens Guide to Village Board Meetincra - The committee recommends that the guide be published by Staff with copies being sent to the Library, Pavilion and Senior Center. Community Internet Project - Information on all government services will be provided to all who have access at home or also via the Public Library. Those governments involved in the project include the Library, the Park District, Channel 6, the local schools and the Village. 13 . INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION - TRUSTEES LISSNER/PETRI Meeting Schedule - A meeting has been scheduled for Thursday, November 6, 1997 at 5:30 p.m. 14 . YOUTH COMMISSION - TRUSTEE PROCHNO Commission Established - The Youth Commission was established by ordinance earlier this evening. The Commission will consist of two adults, five students representing the two high schools and the two Junior High Schools and Queen of the Rosary. The students will be sworn in as members and serve a one year term; the two adults will serve a two year term and a 4 year term and as the two year term expires the term will become a four year term. Trustee Prochno will serve as President and Trustee Feichter will serve as Secretary. Announcements of the Youth Commission will be made at the schools and applications will be made available. 15 PLAN COMMISSION - VILLAGE MANAGER PCS PrimeCo Antenna Request - Motion to concur with the recommendation of the Plan Commission and adopt Ordinance No. 2600 entitled "AN ORDINANCE GRANTING A SPECIAL USE PERMIT TO PCS PRIMECO PERSONAL COMMUNICATIONS INC. TO PERMIT THE INSTALLATION OF NINE (9) WIRELESS TELECOMMUNICATIONS PANEL ANTENNAS ON TOP OF EXISTING STRUCTURE AT 25 NORTHWEST POINT BOULEVARD, ELK GROVE VILLAGE." REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER $eaional Committee - The meeting for last Thursday, was canceled due to no further information on the MediaOne/TCI potential merger. Trustee Petri, the Assistant Village Manager and Mike Hinko of Channel 6 met with Bill Connors, General Manager of MediaOne on Monday at 10 :00 a.m. at which time he brought the Committee up to date on a few issues; 1 . He has no information on the proposed merger, but hopes 6 10-14-97 to by the end of the week and will keep the Village up to date. 2 . They also discussed the satellite dish that is to be located at Channel 6 Studios and will be installed by the end of the month. There will be a meeting with Mike Hinko on Wednesday regarding recommendations for remote cameras in the village Council Chambers as well as the Park District office. The Committee is still pursuing the installation of cable television to the Village Grove Apartments. Management for the apartments is not responding to offers made by MediaOne. MediaOne has made an offer of $8 . 50 per month per subscriber which would include all 60 channels; two dollars of that $8 .50 would go to the management company. The Village Manager will set up a meeting with the management company. MediaOne is working on their plans for their overbuilt and to improve the service and go to fiber optics by the first quarter of next year. Meeting Schedule - The Channel 6 Subcommittee will meet on Wednesday, October 22, 1997 at 7 :00 p.m. b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK MeetingScale - The next meeting of the Board will be held on Thursday, October 16, 1997 at 7 :00 p.m. Community Spirit Award Committee - The Committee will meet on Thursday, October 16, 1997 at 6 :30 p.m. The Community Service Board is looking for volunteers to serve on this committee. Sponsors are also being sought for the Community Spirit Award. A minimum of $500. 00 is required for sponsorship. Make-a-Difference Da v - This event will be held on October 25, 1997 . Volunteers should contact Community Services . C. LIQUOR COMMISSION No report 18. ORDINANCES, RESOLUTIONS & COMMUNICATIONS - VILLAGE CLERK None 19. UNFINISHED BUSINESS Suburban Lodaa - The Village Attorney presented an ordinance for consideration of approving a landscape plan for Suburban Lodge, the plan having been approved by the Director of Engineering and Community Development. Motion to adopt Ordinance No. 2601 entitled "AN ORDINANCE GRANTING A VARIATION OF SECTION 5-6-3 :B-1 PERTAINING TO REQUIRED LANDSCAPING FOR A COMMERCIAL USE (SUBURBAN LODGE) ." NEW BUSINESS Police Labor Negotiation Agreement - Motion to adopt Resolution No. 49-97 entitled "A RESOLUTION AUTHORIZING THE VILLAGE MANAGER TO EXECUTE A LABOR AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE METROPOLITAN ALLIANCE OF POLICE ELK GROVE VILLAGE POLICE CHAPTER #141."
