Village President Craig B. Johnson called the meeting to order at 8 :13
p.m.

2. INVOCATION
The Reverend Rodney L. Pickett, Pastor of the Wesleyan Community
Church delivered the invocation.

4. REPORT OF THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES
Meeting_ Schedule - The next meeting of the village Board will be
January 13, 1998 .
RTA Meetincr - The President and Village Manager, Mayor Larson of
Schaumburg, Mayor Menzel of Rolling Meadows and representatives
from Hoffman Estates and Rosemont met in Chicago on November 20,
1997 with members of the RTA regarding the extension of the "Blue
Line" from River Road through Hoffman Estates. Also attending
that meeting were representatives of the CTA, Illinois Tollway
Authority, Metra, Cats and NIPCI. The meeting went very well and
discussions will be ongoing. A study should be completed within
the next 12 to 15 months, which will outline future discussion.
Suburban O'Hare Commission - A general meeting of the Commission
was held on November 20, 1997 in Bensenville. At that meeting a
date was scheduled for Sunday, February 8, 1998 to hold a Forum
at Maine East High School in Park Ridge. At that forum will be
all of the gubernatorial candidates for both the Republican and
Democratic Primary, as well as United States Senate candidates
for the Democratic and Republican Primary. The candidates will
be in attendance to answer questions from the public and also
answer questions about a Third Regional airport and the O'Hare
Airport issue.
Christmas Luncheon - The President, attended a Senior Center
Christmas Luncheon for Elk Grove Township at the Hattendorf

Center on December 2, 1997 , Elk Grove Township Trustee, Nanci
Vanderweel also attended the luncheon.
Coffee with the Board - The monthly coffee with the Board was
held on Saturday, December 6, 1997. On the first Saturday of the
month the Village Hall is open from 9:00 a.m. to 12 :00 noon for
the Engineering and Finance Departments and Board members are
available to the public.
Elk Grove Public Library - The Board attended an Internet
presentation at the Library on December 6, 1997 .
Open House - The Board attended the Grand Opening of a Liquor
Store in the Village on December 6, 1997 .
Happy Memories Procrram - The Board attended this program on
December 6, 1997.
Northwest Municipal Conference - The President attended a
Legislative Committee meeting on Tuesday, December 9, 1997 and
discussed items that effect this region that will be brought to
Springfield for their consideration. One of the items was the
911 surcharge.
Parade Commission - The President requested the Board' s
concurrence with his appointments to the Parade Commission as
follows : John Bantner, Nancy Czarnik, Anne Feichter, Frederick
Geinosky, Jay Gerber, Patricia Lamb, Earl Peacock, Lee Rodriguez,
Stephen Santowski and Rosemarie Wade.
Motion to concur with the President's appointments as stated
above.

Elk Grove Village Town Center - The President gave an update on
the construction progress, noting that the walls are going up,
the masonry work is being done, the foundation for the Crown Book
store has been started, and the underground work is still being
done. The project is still on target. Dominicks and Walgreens
will be completed in late spring. The entire project will be
completed in late summer or early fall . The movie project has
hit some snags and will not be completed until March.
The Village parking lot now has asphalt for parking instead of
crushed stones. This is the first layer and the final layer will
be done in the spring.
Staff Recognition - President Johnson expressed appreciation for
work done by staff in the Finance Department in getting the back
pay distributed to the Fire Department upon the signing of a new
union contract; and to the Public Works staff for their hard work
and efforts in decorating the Village complex with over 80, 000
Holiday lights.
Proclamation - The President declared December, 1997 as "National
Drunk and Drugged Driving Prevention Month."
Trustee Dill reported that he attended an event hosted by School
District 54 at Mead Junior High School on November 19, 1997.
This event was given as a means of saying thank you from the
School officials to the School District and to the community and

business partners for their efforts in helping the children
associated with School District 54 . Also attending this event
were members of the Elk Grove Police Department . Trustee Dill
expressed his appreciation to School District 54 for hosting the
event .
Trustee Lissner reported that he attended the JAWA meeting
representing the Village and remarked that one of the items
discussed was what would happen if there was a break in the
system for as long as a week. Some of the participating
communities could only survive for a few days, but Elk Grove
Village can go indefinitely because of the foresight of preceding
Boards and Village Administration. The Village has ties in
Arlington Heights, Roselle and Bensenville, plus there are still
some wells that have been kept active. This is just another
thing that makes Elk Grove Village the exceptional community.
Trustee Petri reported that he and Economic Development Officer,
Nancy Carlson represented the Village at the Greater O'Hare
Association Christmas luncheon.
Trustee Czarnik reported her attendance at the Happy Memories
Party on December 6, 1997 This is a charitable organization
event that is supported by friends and business people, grants
and supporting foundations. There are no government agencies
involved nor is there any staff of paid employees, just ordinary
friends and neighbors. Through their combined generosity
families are invited through Elk Grove Community Service and Elk
Grove Township and other agencies as needed to provide food
packages, clothing and toys to those families who are invited to
the party. The party was well attended and greatly appreciated.
Trustpp Prnrhno reported that she met with the Elk Grove VFW
Commander on December 2, 1997 to work on finalizing plans for a
Memorial Day observance. The Elk Grove Park District will be
cooperating in this event by offering to have the ceremony held
by the "Field of Blue" statue.
5. APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the December
9, 1997 Accounts Payable Warrant in the amount of $841,434.59.

President Johnson and Trustee Lissner commented on the significance of
the 1% loss factor in the collection of the 1997 tax levy and the tax
levy which will be passed on the consent agenda, noting that this levy
is the lowest levy in a number of years. The Village Board,
Administrative Staff and the Finance Department were congratulated on
their fine work.
6. CONSENT AGENDA
A. Christmas Tree Sales - Concur with the previous
authorization of the Assistant Village Manager of the
following:
Allow the Northwest Suburban Council of the Boy Scouts of
America, Inc. , to use a portion of the WalMart parking lot
for the sale of Christmas trees.

Waive the $200 business license fee required for nursery
sales for the Boy Scouts of America; and
Allow Rosko Enterprises to use a portion of the Super Kmart
parking lot for the sale of Christmas trees.
B. Wirfs Industries. Inc. . McHenry. Illinois - Award a
professional service contract to the lowest responsive and
responsible proposer for the refurbishing of the Fire
Department's aerial ladder truck in an amount not to exceed
$10, 975. 80 .
C. LewisInternational. Inc. . Prospect Heights . lL - Award a
purchase contract to the lowest responsive and responsible
bidder for the purchase of one (1) Sweepster 710 Leaf Loader
in an amount not to exceed $24, 980 .
D. Monroe Truck Eguiument. Inc. . Monroe. Wisconsin - Award a
purchase contract to the lowest responsible and responsive
bidder for the purchase of three (3) replacement dump truck
bodies in an amount not to exceed $44,480; and
Declare the Village' s existing dump truck bodies of no value
and to have them disposed of by Monroe Truck Equipment, Inc.
E. Hoskins Chevrolet. Elk Grove Village. IL - Award a purchase
contract to the lowest responsive and responsible bidder for
the purchase of a 3/4-ton pick-up truck and a 1-ton dump
truck in an amount not to exceed $54, 930.
F. Miles Chevrolet. Decatur. IL - Waive the formal bidding
process; and
Award a purchase contract under the State of Illinois Joint
Purchasing Agreement for three (3) 1998 Chevrolet Tahoes in
an amount not to exceed $80, 830 .02 .
G. Shaheen Chevrolet. Lansing. Michigan - Increase an existing
purchase contract (awarded 11-11-97) for the refurbishment
of Police squad cars in the amount of $14, 000 for a total
contract amount not to exceed $98, 000 .
H. Oak on Street Fire Station - Increase the Capital Projects
Fund by $133, 700; and
Increase the authorized budget for the design and
construction of the Oakton Street Fire Station and Salt
Storage Facility in the amount of $133, 700 for a total
contract amount not to exceed $2, 416, 615 .
I . Avalon Petroleilm Company. Markham. IL - Increase an existing
contract in the amount of $7, 215 . 67 for a total contract
amount not to exceed $175, 215 .67 .
J. poles Department/Motorola - Rescind the Village Board's
previous authorization (11-11-97) to trade-in eight (8)
surplus wireless cable modems to Motorola for a credit of
$24, 000;
Authorize the sale of eight (8) surplus cable modems to the
Village of Palatine in the amount of $24, 000;
Increase an existing contract with Motorola by $24, 000 to
cover the removal of the trade-in credit;

Increase an existing contract with Motorola in the amount of
$7, 518 for the purchase of one additional computer; and
Increase the Capital Replacement Fund by $21, 572 .
K. PACE Local Share Agreement - Adopt Resolution No. 61-97
entitled, "A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT
AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND THE SUBURBAN BUS DIVISION
(PACE) OF THE REGIONAL TRANSPORTATION AUTHORITY (DIAL-A-
RIDE) ."
L. Airborne Express. Inc. - Adopt Resolution No. 62-97
entitled, "A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT
AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND AIRBORNE EXPRESS, INC. "
M. Tax Levy/Factor for Loss in Collection - Adopt Resolution
No. 63-97 entitled "A RESOLUTION AUTHORIZING A FACTOR OF 1%
FOR LOSS IN COLLECTION FOR THE 1997 PROPERTY TAX LEVY FOR
ALL FUNDS COMPRISING THE TAX LEVY FOR THE VILLAGE OF ELK
GROVE VILLAGE. "
N. 1997/98 Tax Levy - Adopt Ordinance No. 2609 entitled, "AN
ORDINANCE AUTHORIZING THE LEVY AND COLLECTION OF TAXES FOR
THE CORPORATE AND MUNICIPAL PURPOSES OF THE VILLAGE OF ELK
GROVE VILLAGE FOR THE FISCAL YEAR BEGINNING MAY 1, 1997 AND
ENDING APRIL 30, 1998 . -
0. 1997 Property Tax Abatement - Adopt Ordinance No. 2610
entitled, "AN ORDINANCE ABATING A PORTION OF THE 1997

P. Amend Village rode - Adopt Ordinance No. 2611 entitled,

R. Amend Village Code - Adopt Ordinance No. 2613 entitled, "AN
ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE OF ELK
GROVE VILLAGE, SECTION 6-4-3-1, ONE AND TWO WAY STOP
INTERSECTIONS, BY ADDING BAY DRIVE AT NORTHPORT; AMENDING
SECTION 6-4-4, YIELD RIGHT-OF-WAY INTERSECTIONS, BY ADDING
MONTEGO DRIVE AT LEEDS LANE; AND AMENDING SECTION 6-4-5-3-A,

S. Fire Department/Douglas TV. Mount Prospect. IL - Award a
purchase contract to the lowest responsive and responsible
quoter for the purchase of two (2) 32" Mitsubishi TVs, two
(2) Mitsubishi Hi-Fi VCRs and two (2) TV/VCR stands with a 5
year parts and labor service agreement at an amount not to
exceed $2, 557 from Foreign Fire Insurance Funds.

T. Amend Rules and Regulations/Residency - Adopt Resolution No.
64-97 entitled, "A RESOLUTION AMENDING ARTICLE III, SECTION
3 .2 II, RESIDENCY, OF THE PERSONNEL RULES AND REGULATIONS OF
THE VILLAGE OF ELK GROVE VILLAGE."

7. REGULAR AGENDA

BOARDS AND COMMISSIONS
8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN FEICHTER
Street Light Improvements - Three street light poles have been
installed on Cosman Road and two on Beisner Road. The lights and
energy to the lights are anticipated to be completed by ComEd
this week.
9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
Wireless -i -i Surcharge - The Committee met on December 1, 1997
and recommends that nothing be done with this item until a State
Law is passed. The Committee met with several cellular 9-1-1
providers and they seem to be sincere in working with local
public agencies to get a law passed within the next year.
Appropriate letters are to be sent to interested/concerned
agencies and legislators regarding this item.
Trick-or-Treat Hours . The Committee recommends that the hours be
increased by one hour to be in line with other towns. The
Committee asked that a survey be sent to the schools for input
regarding the regulations.
10. PERSONNEL COMMITTEE - CHAIRMAN PETRI
Wellness Program - A joint meeting with the Board of Health will
be held sometime in January to discuss this item.
Insurance Renewal - The Village renewed the insurance coverage on
May 1, 1997 with no increase in premiums. There has been no
increase since May 1, 1994 . The claims for the first 6 months of
this year are running $338, 621 below the estimate. If this
continues the Village will have a very good insurance rating.
11. RECYCLING & WASTE COMMITTEE - CHAIRMAN CZARNIK
Scavenger Licenses - The Committee is waiting for a report which
will be completed sometime in January.
Recycling Brochure - The brochure was reviewed at the Committee
of the Whole and approved for mailing to residents in January.
Waste Management will be sending out a notice informing residents
of the holiday recycling items.

12. INFORMATION COMMITTEE - CHAIRMAN DILL
Internet Fair -The Village Board was a co-host with the Elk Grove
Village Library of the Fair, which was held at the Library on
December 6, 1997 . The purpose of the Fair was to introduce
members of the Village' s not for profit and church sector of the
Village with the Elk Grove Village Community Internet Project and
to provide members of the community with hands on exposure to the
world wide web. Not for profit groups and churches in Elk Grove
Village are encouraged to publish Internet web pages and most
items on the community calendar events at no cost .
Meetingschedule - A motivation meeting will be held sometime in
January.
13 . INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION -
TRUSTEES LISSNER/PETRI
Draft Report - The Commission reviewed the first draft report and
were disappointed because there were no costs included. Comments
on the report will be given back to Planning Resources . The
costs will be provided before the next meeting with the
Commission on January 8, 1998 . The Commissioners will be meeting
without the consultants on that date. The Commission will
present a report to the Board and the Business Liaison Council
following the February 5, 1998 meeting.
14. YOUTH COMMISSION - TRUSTEE PROCHNO
Member Anolication - Applications are still being accepted until
December 20, 1997.
15 PLAN COMMISSION - VILLAGE MANAGER
No report.
16. ZONING BOARD OF APPEALS - VILLAGE MANAGER
No report .
17. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER
Cameras - Trustee Petri met with members of the Park
District Board two weeks ago regarding the cameras for the
Council Chambers and the Park District Office. Mike Hinko
will be getting further information and then a joint meeting
of the Village Board and Park District Board will be
scheduled to discuss those issues .
MediaOne - The Regional Cable TV Committee met in Hoffman
Estates and learned that based on the rebuilding that
MediaOne is doing, Palatine is completed; Buffalo Grove is
almost completed; Hoffman Estates is about three quarters
completed; Rolling Meadows is under way; and Elk Grove
Village will be last . A presentation from MediaOne will be
given to the Board as to what they will be doing. An
"ambassador" will be assigned to Elk Grove Village to take
complaints and coordinate all of the action until the
rebuild is done. They are anticipating late spring or early
summer for that rebuild to be completed.

Channel 6 - The new dish is being installed.
Village Grove Apartments - A breakthrough has been made in
having cable television installed in the apartment complex.
MediaOne/TCI - There will be a press release issued tomorrow
regarding the conditions of the merger.
Rate Increase - An increase has been stated to be 9 . 1%. The
President stated that a complaint should be registered with
MediaOne.
b. COMMUNITY SERVICES BOARD - TRUSTEE CZARNIK
Cook County Sheriff' s Youth Service Department - The
Community Service Board recommended two youths to be
considered for recognition in the Youth Service Medal of
Honor program. Both recommended youths from Elk Grove
Village were selected to be recognized for serving over 100
hours of community service during the previous year.
A presentation was made on behalf of Elk Grove Village to
the parents of Michael Nalepa, III who is away at school;
and to Michael Voss in recognition of the honor they
received from the Sheriff' s program.
Meeting Schedule - The next meeting of the Community Service
Board will be held on January 15, 1998 . The Parade
Commission will meet on Monday, January 5, 1998 at 5 :30 p.m.
C. LIQUOR COMMISSION - PRESIDENT JOHNSON
No report.
d. CAMELOT ON THE GREEN COMMITTEE
Town Center Opening Celebration - A celebration of the Town
Center opening will be held in September of, 1998 with a
dinner dance. The event will be open to all residents and
the theme will be "Camelot" . There will be a cocktail
reception on the Village Green and dinner at the Pavilion.
The price will be affordable and there will be a silent
auction to raise funds for the beautification of the Village
Green and Town Center.
18. ORDINANCES, RESOLUTIONS & COMMUNICATIONS - VILLAGE CLERK
None
19. UNFINISHED BUSINESS

20. REPORT FROM THE VILLAGE MANAGER
Committee of the Whop - The Committee of the Whole and Executive
Session will be continued after tonight' s meeting.
Pedestrian Walk Signals - Signs have been attached to the cross-
walk buttons throughout the Village to explain exactly how the
buttons work.

Traffic Accident Reconstruction -o - Authorize a patrol
officer to attend the Traffic Accident Reconstruction course at
the Northwestern Traffic Institute in an amount not to exceed
$1,300.00.
