ZETTEK MUNICIPAL BUILDING AT 901 WELLINGTON AVENUE ON TUESDAY, JANUARY 10, 1995 Village President Dennis J. Gallitano called the meeting to order at 8 :11 p.m. 1. ROLL CALL: Present : President : Dennis J. Gallitano; Trustees : Nancy J. Czarnik, Craig B. Johnson, James P. Petri Paul A.Rettberg, and Michael A. Tosto Absent : Ronald L. Chernick Also Present : Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S. Smith A quorum was present . 2 . PLEDGE OF ALLEGIANCE: President Gallitano led the Trustees and the audience in the Pledge of Allegiance to the Flag. 3 . APPROVAL OF MINUTES: Motion to approve the minutes of the Regular Meeting held on December 13 , 1994 as submitted. MOVED: Trustee Petri SECONDED: Trustee Tosto Voice vote MOTION CARRIED. 4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO No report . 5 . APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 10, 1995, Accounts Payable Warrant in the amount of $1, 413 , 132 . 05 . MOVED: Trustee Petri SECONDED: Trustee Tosto AYES : Trustees Czarnik, Johnson, Petri, Rettberg, Tosto ABSENT: Trustee Chernick MOTION CARRIED The Village Manager noted a change to Consent Agenda item K, consideration to accept a donation from ALM Corporation of two pamphlet display cases for use by the Health Department to read three pamphlet display cases . The additional case to be used by the Police Department . 6 . CONSENT AGENDA A. Driveway Variation - Grant a request from John and Marianne Vercillo, 718 Bluejay Circle, for a variation from Section 8-8A-3 .A1 of the Village Code to permit a driveway to be constructed of brick pavers . B . Testing Service Corporation - Increase a contract awarded for asphalt material testing related to our 1994 Street Resurfacing Contract in the amount of $1, 438 . 57 for a total amount not to exceed $6 , 338 . 57 . 1 01/10/95 C. United States Conference of Mayors - Authorize the payment of $1, 737 for the 1995 membership dues. D. Police Training - Concur with the Assistant Village Manager' s authorization to allow Police Officer recruits Michael J. Garrison and David M. Struwing to attend Basic Recruit Training at the Chicago Police Academy from January 9, 1995 to April 24, 1995 at a cost of $2 , 858 per recruit, for a total expenditure not to exceed $5, 716 . E. Public Works/Engineering Department - Award a purchase contract to the lowest responsive and responsible bidder, Comark, Bloomingdale, IL. to furnish and deliver two (2) pentium based microcomputer work stations with quad speed CD Rome at a total cost not to exceed $8, 495 . F. Easement Variation - Grant a request from Edward J. Rapata, 1867 Hawk Lane, for a variation from Section 8- 12B-1-1D Easements, of the Village Code, to permit the construction of a shed to encroach three and one-half feet into a 10 foot public utility and drainage easement . G. Zoning Ordinance Amended and Recodification - Adopt Ordinance No. 2400 entitled, "AN ORDINANCE AMENDING THE ZONING ORDINANCE OF ELK GROVE VILLAGE : SECTION 3 . 55 PERTAINING TO THE USE OF YARDS FOR VEHICLES; SECTION 3 . 94 PERTAINING TO THE DESIGN, DEVELOPMENT AND MAINTENANCE OF PARKING AREAS; SECTION 5 . 91 PERTAINING TO NOISE; AND, SECTION 9 . 1 PERTAINING TO DEFINITIONS . " Approve the entire recodification of the Zoning Ordinance (Sterling Codifiers) H. Village Code Amended - Adopt Ordinance No. 2401 entitled, "AN ORDINANCE AMENDING THE VILLAGE CODE OF THE VILLAGE OF ELK GROVE VILLAGE, SECTION 6-4-5-3-A PROHIBITED AND RESTRICTED AREAS (ELK GROVE BOULEVARD) AND ADDING 6-4-5-4 RESTRICTED HOURS (LEICESTER ROAD) . " I . Variation - Adopt Ordinance No. 2402 entitled, ,AN ORDINANCE GRANTING A VARIATION OF SECTIONS 3 . 54B AND 5 . 1 OF THE ZONING ORDINANCE PERTAINING TO THE USE OF YARDS FOR STRUCTURES TO PERMIT THE CONSTRUCTION OF A DECK WHICH WOULD BE LOCATED TWENTY (20' ) FEET OFF THE FRONT LOT LINE AND SIX (6' ) FEET INTO THE TWENTY-FIVE (251 ) FOOT BUILDING SETBACK LINE ON PROPERTY LOCATED AT 501 PINEWOOD AVENUE, ELK GROVE VILLAGE, ILLINOIS (BALICKI) . " J. Personnel Rules & Regulations Amended - Adopt Resolution No. 1-95 entitled, "A RESOLUTION AMENDING ARTICLE VIII, SECTION 8 . 19, ADMINISTRATIVE LEAVE OF THE PERSONNEL RULES AND REGULATIONS OF THE VILLAGE OF ELK GROVE VILLAGE. " K. Donation - Accept a donation from ALM Corporation of three (3) pamphlet display cases for use by the Health and Police Departments . Motion to approve Consent Agenda items "A, B, C, D, E, F, G, H, I, J and K. " MOVED: Trustee Johnson SECONDED: Trustee Rettberg AYES : Trustees Johnson, Petri, Rettberg, Tosto, Czarnik ABSENT: Trustee Chernick MOTION CARRIED. 2 01/10/95 President Gallitano announced the Police Department promotion of Sergeant Jack Romme to the position of Commander; and the promotion of Commander Larry Hammar to the position of Deputy Chief. The President administered the Oath of Office to the two police officials and noted their service time and accomplishments . BOARDS AND COMMISSIONS 7 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN TOSTO 1995 STREET MAINTENANCE PROGRAM - The Committee met on January 5, 1995 and reviewed the proposed 1995 Street Maintenance program submitted by the Department of Public Works and unanimously recommends its approval as submitted. ASPHALT REJUVENATING AGENT - Public works presented this new maintenance methodology to try on an experimental basis . A $3 , 000 - $4 , 000 pilot project was suggested and will be presented in the Corporate Budget . A residential and industrial street will be included in this project . BANYAN DRIVE - The committee is waiting for a report from Staff and will then schedule a meeting which will also include the public sidewalk replacement at Arlington Heights Road and Shelley. 8 . JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRWOMAN CZARNIK No report . 9 . PERSONNEL COMMITTEE - CHAIRMAN PETRI No report . 10 . RECYCLING COMMITTEE - CHAIRMAN CHERNICK & VICE-CHAIRMAN JOHNSON No report . 11. PLAN COMMISSION - VILLAGE MANAGER No Report 12 . ZONING BOARD OF APPEALS - VILLAGE MANAGER No report 13 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG REGIONAL CABLE TV GROUP - A meeting will be held on Thursday, January 12, 1995 at 7 : 30 p.m. in the Trustees Conference Room to discuss the ongoing negotiations with Continental Cablevision and some of the impasses that the committee is reaching. b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK SALVATION ARMY RED KETTLE DRIVE - The Salvation Army raised a total of $2 , 542 . 51 in 1994 which is an increase of $700 . 00 over last year. There were 100 volunteers who worked over 100 hours at that effort . 3 01/10/95 PARADE COMMITTEE - A meeting has been scheduled for Thursday, January 12, 1995 in the Community Service conference room at 5 : 30 p.m. 40TH ANNIVERSARY COMMITTEE - The first meeting of the committee will be held on Wednesday, January 18, 1995 at 7 : 00 p.m. in the conference rooms on the lower level . COMMUNITY SERVICE BOARD MEETING - The next meeting will be held on Thursday, January 19, 1995 at 8 : 00 p.m. in the lower level conference rooms . 14 . ORDINANCES, RESOLUTIONS & COMMUNICATIONS None 15 . UNFINISHED BUSINESS None 16 . REPORT FROM THE VILLAGE MANAGER No report 17 . NEW BUSINESS RILEY ELECTRIC - Award a Bid in the amount of $8, 850 . 00 to Riley Electric of Elk Grove Village, the lowest responsive and responsible bidder, for the replacement of parking lot lights at the Fire Administration Building. MOVED: Trustee Czarnik SECONDED: Trustee Tosto AYES : Trustees Johnson, Petri, Rettberg, Tosto, Czarnik ABSENT: Trustee Chernick MOTION CARRIED. EXECUTIVE SESSION Motion to hold an Executive Session following tonight' s Board meeting for the purpose of discussing land acquisition, litigation and personnel . MOVED: Trustee Johnson SECONDED: Trustee Czarnik AYES: Trustee Rettberg, Tosto, Czarnik, Johnson, Petri ABSENT: Trustee Chernick MOTION CARRIED AUDIENCE No Response AMERICAN PUBLIC WORKS ASSOCIATION - Trustee Tosto attended a Dinner in December and was presented the First Place Plaque for Snowplowing Officials, again. 18 .
