ZETTEK MUNICIPAL BUILDING AT 901 WELLINGTON AVENUE ON TUESDAY MARCH 14, 1995 Village President Dennis J. Gallitano called the meeting to order at 8 : 05 p.m. 1. ROLL CALL: Present : President : Dennis J. Gallitano; Trustees : Ronald L. Chernick, Nancy J. Czarnik, Craig B. Johnson, James P. Petri, Paul A.Rettberg, and Michael A. Tosto Absent : None Also Present : Village Manager, Gary E. Parrin; Village Attorney, Norman E. Samelson; and Village Clerk, Patricia S. Smith A quorum was present . 2 . INVOCATION: The Reverend John Robinson, Assistant Pastor of Queen of the Rosary Parish delivered the invocation. 3 . APPROVAL OF MINUTES: Motion to approve the minutes of the Regular Meeting held on February 28, 1995 as submitted. MOVED: Trustee Petri SECONDED: Trustee Tosto VOICE VOTE MOTION CARRIED. 4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO 1 . PRIVATE INDUSTRY COUNCIL - Mary Pepperl assisted President Gallitano in presenting scholarships in the amount of $800 . 00 to the following recipients : Cathy Carr, Daniel Wasnick, Marianne Urbina, David Urbansky and Jacquelyn Harris RECESS - 8 :16 p.m. RESUME MEETING - 8 :21 All members present as stated at the beginning of the meeting. 2 . BOARDS & COMMISSIONS APPOINTMENTS - President Gallitano requested the concurrence of the Board in the following appointments : Raymond W. Herrick - Zoning Board of Appeals Paul B. Kaplan - Zoning Board of Appeals Allan Richard Ambrose - Police Pension Board Motion to concur with the President' s appointments of Raymond W. Herrick to the Zoning Board of Appeals, term ending April 30, 1997; Paul B. Kaplan to the Zoning Board of Appeals, term ending April 30, 1998; and Allan Richard Ambrose to the Police Pension Board, term ending April 30, 1995 . MOVED: Trustee Petri SECONDED: Trustee Tosto AYES : Trustees Czarnik, Johnson, Petri, Rettberg, Tosto, Chernick MOTION CARRIED Trustee Chernick addressed the Board stating his objections to the inclusion of the Business Liaison Council and the Intergovernmental Youth Council invitations to the Annual Awards Banquet for Boards and Commissions and Employees having attained 15 years employment with the Village of Elk Grove Village as related to item H of the consent agenda. Trustee Johnson expressed his understanding that the committees inclusion would be a one time thing. President Gallitano stated that he requested that the Business Liaison Council and the Intergovernmental Youth Council be invited to the Awards Dinner due to their time and efforts spent for the Village making it a better place to live and work and the request was not couched that it was a one time only request . 6 . CONSENT AGENDA A. 1995 MFT Program - Award a professional service contract to Testing Service Corporation, Carol Stream, IL (TSC) to provide construction material engineering services required for the 1995 MFT Program and Private Participation Concrete Program in an amount not to exceed $8, 000 . B. Patrick Engineering, Glen Ellyn, IL - Award professional service contract to design and prepare construction plans for the repair of the Police Department's Heating Ventilating, Air-Conditioning System (HVAC) at a lump sum cost not to exceed $8 , 700 . C. F. Police Department Eguipment - Harold M. Pitman Company, Broadview, IL - Award a purchase contract to the lowest responsive and responsible bidder to furnish, deliver and install one (1) Kodak RFS Scanner and one (1) Kodak 8600 printer in an amount not to exceed $16, 638 . 95 G. Village Clerk - Authorize the Village Clerk to attend the International Institute of Municipal Clerks (IIMC) annual conference to be held in Louisville, Kentucky May 20 through May 26 , 1995 at a cost not to exceed $1, 193 . H. Avalon Banquets, Elk Grove Village - Authorize the Village Manager to execute a contract with Avalon Banquets, Elk Grove Village, IL for the Annual Village Awards Banquet to be held on April 21, 1995 at a cost of $32 . 00 per person. I . Village President - Authorize to attend the 1995 United States Conference of Mayors conference to be held in Miami, Florida, June 16 through June 20, at a cost not to exceed $1, 420 . 00 . J. Agreement - Adopt Resolution No. 16-95 entitled, "A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND NORTHWEST MUNICIPAL CONFERENCE (CMAQ BIKE RACK PROGRAM) . " K. Amend Village Code - Adopt Ordinance No. 2414 entitled, "AN ORDINANCE AMENDING ARTICLE F. PROPERTY MAINTENANCE CODE OF CHAPTER 3 BUILDING ACTIVITY CODE OF TITLE 8 OF THE VILLAGE CODE. " L. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN TOSTO MEETING SCHEDULE - A meeting of the Committee was scheduled for Tuesday, March 28, 1995 at 6 :30 p.m. 9 . JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRWOMAN CZARNIK COMMITTEE AGENDA ITEMS - The committee met last week and discussed items on their agenda which should be further discussed at the Committee of the Whole following tonight' s meeting. 10 . PERSONNEL COMMITTEE - CHAIRMAN PETRI MEETING SCHEDULE - An Executive Session was scheduled for Tuesday, March 21, 1995 at 7 : 00 p.m. Motion to hold an Executive Session of the Personnel Committee on Tuesday, March 21, 1995 to establish salary ranges . MOVED: Trustee Petri SECONDED:Trustee Rettberg AYES : Trustee Rettberg, Tosto, Chernick, Czarnik, Johnson, Petri MOTION CARRIED Trustee Czarnik announced that there will be a joint meeting of the JPZ Committee and the Plan Commission on Wednesday, March 15, 1995 at 7 : 00 p.m. in the Trustees Conference Room. 11. RECYCLING COMMITTEE - CHAIRMAN CHERNICK & VICE-CHAIRMAN JOHNSON No report . 4 03-14-95 12. PLAN COMMISSION - VILLAGE MANAGER No report . 13 . ZONING BOARD OF APPEALS - VILLAGE MANAGER Docket No. 94-11 590 SYCAMORE - A variation to permit an existing swimming pool to encroach 1 foot 3 inches into the required side yard at the property located at 590 Sycamore Drive . The Zoning Board of Appeals, after hearing testimony at a public hearing, recommend DO NOT GRANT upon finding that the petitioner was informed of the violations and could have made all of the corrections to meet code requirements before completing the project . The petitioner, Mr. Joseph Gallagher, addressed the Board requesting that they let him keep the swimming pool where it is since the neighbors do not have a problem with its location and the violation is in the neighborhood of about 15 inches . Discussion followed regarding the electrical and pool location violations that exist and the inspections that were made prior to and following the filling of the pool . It was suggested that the Board delay consideration of the variation request until the electrical work on the project has been completed. Motion to approve the variation conditioned upon the electrical being corrected. MOTION: Trustee Tosto SECONDED: Trustee Chernick AYES : Trustee Tosto, Chernick, Petri NAYS : Trustee Czarnik, Johnson, Rettberg MOTION FAILED FOR LACK OF A TWO-THIRD VOTE OF THE TRUSTEES President Gallitano advised the petitioner to correct the electrical installation and contact the Engineering Department for an inspection. The Board will then take it from there . 14 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG REGIONAL CABLE TV GROUP - A meeting is scheduled for Thursday, March 16, 1995 at 7 :30 p.m. b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK MEETING SCHEDULE - The next meeting of the Community Service Board will be held on Thursday, March 16, 1995 at 8 : 00 p.m. in Conference Room C. MULTI-CULTURAL CELEBRATION - Attended the 3rd annual celebration for High School District 214 on February 22, 1995 which was held to recognize and celebrate the diversity of our community. There was great food and entertainment . It was a lot of fun and enlightening. The funds raised will be used for health services for students in the area. 5 03-14-95 15 . ORDINANCES, RESOLUTIONS & COMMUNICATIONS PROCLAMATION - The President proclaimed the week of May 7 through 13 , 1995 as "National Tourism Week" in Elk Grove Village . 16 . UNFINISHED BUSINESS None 17 . REPORT FROM THE VILLAGE MANAGER 1 . 1995/96 BUDGET - The first budget meeting is scheduled for Thursday, March 16, 1995 at 5 :30 p.m. All of the Department Heads will be in attendance in order to address the Board and answer any questions that the Board may have in regard to their budget proposal . In addition, if the budget meeting is not concluded it will be continued to Saturday, March 18 , 1995 . 2 . 1994 COMPENDIUM - The compendium which has been distributed is an overview of all departmental activities during the year. Copies have been made available to the press and a copy is on file with the Library for public view. 3 . CIVIL DEFENSE DRILL - The drill was held last Saturday, March 11, 1995, with all of the Department Heads participating . The setting up of the operation center was authorized at the Biesterfield Fire Station in the basement . Chief Mac Arthur explained that as part of the Department' s efforts to maintain accreditation with Illinois Emergency Management Agency through the State and also to maintain eligible funding as the local civil defense an annual civil defense exercise was conducted. The Chief gave a brief summary of the exercise which began at 11 : 00 a.m. to approximately 2 : 00 p.m. The purpose of the exercise was to evaluate the Village emergency operation plan and to exercise the emergency operation center including the communication van and the ability to handle a large scale disaster situation in Elk Grove Village . The scenario of the drill was a simulated tornado touch down in Busse Woods forest preserve area. This also impacted the Northwest portion of the Village . Several other agencies were also involved on the scene in Busse Woods, including the Boy Scouts, who were practicing first aid. Overall the drill was a success and some lessons were learned. The President announced that any candidates running for any Village office are welcome to attend the Village budget hearings, and copies of the Manager' s recommended budget will be available. The "Coffee with the President" will be held on Saturday from 9 : 00 to 10 : 30 and then if there is a need to continue the budget hearing it will begin at 11 : 00 a.m. 6 03-14-95 18. NEW BUSINESS FIRE ACADEMY - Request for authorization for two (2) firefighters to attend the Fire Academy at a cost not to exceed $2, 180 . 00 . The Academy starts March 20, 1995 and the two firefighters were hired this week. Motion to authorize two (2) firefighters to attend the Fire Academy at a cost not to exceed $2, 180 . 00 .
