FEBRUARY 22, 1994
Village President Dennis J. Gallitano called the meeting to order
at 8 : 02 p.m.

2 . INVOCATION:
The Reverend William D. Obalil, Pastor of Prince of Peace
United Methodist Church, delivered the invocation.
3 . APPROVAL OF MINUTES:
Motion to approve the minutes of the Regular Meeting held on
February 8, 1994 as submitted.

4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS a. GALLITANO
1 . INDUSTRIAL PARK - ECONOMIC STATISTICS - A job growth
study was performed by the Illinois Department of
Employment Security, which shows that Elk Grove Village
gained nearly 2, 300 jobs in a one year period ending in
March 1993 . This is the second highest increase in the
Chicago region behind the northern portion of the
Chicago Loop which had an increase of 3 , 875 jobs . The
Village has now surpassed Rockford in the total number
of manufacturing firms and is ranked second in the
State of Illinois behind the City of Chicago.
2 . 1993 CHRISTMAS DECORATION AWARDS - Photos and plaques
were awarded to the winners of the 1993 Christmas
Decoration Contest which is sponsored by the Elk Grove
Village Jaycees , In attendance to receive their awards
were :

Motion to authorize payment of invoices as shown on the
February 22, 1994 Accounts Payable Warrant in the
amount of $627, 804 . 78 .

Village Manager for an emergency purchase
contract for 1, 134 tons of various salt and
sand ice control mixtures at a cost not to
exceed $25 , 000 .
B. Microimage Technology, Inc. (MTI) , Schaumburg, Illinois
Waive the formal bidding procedures; and
Award a purchase contract for the purchase and delivery
of a Minolta RP 606z microfilm reader/printer in an
amount not to exceed $5, 000 .
C. Class E Liaucr License - Issue to L' Elegante Cuisine,
Inc . 105 Garlisch Drive, Elk Grove Village, Illinois .
D. "The Plant People" , Inc . - Extend a maintenance
contract for a one year period for the maintenance of
the tropical plantings in the atrium from May 1, 1994
to April 30 , 1995, at a cost of $9, 600 .
E . Fire Department - D'eputy Chief William F . Clark
Authorize to attend the 1994 Fire Department
Instructors' Conference at Cincinnati, Ohio, from March
22 , 1994 until March 27, 1994 , at a cost not to exceed
$1, 030 .
F. 1994 Boulevard Watermain Improvements - (Between Elk
Grove Boulevard and west side of Cypress Lane)
Award a contract to the lowest responsive and
responsible bidder in an amount not to exceed the bid
price .
G. Official Zoning Mag - Adopt Resolution No. 14-94
entitled, "A RESOLUTION ADOPTING THE OFFICIAL ZONING
MAP OF THE VILLAGE OF ELK GROVE VILLAGE AS OF DECEMBER
31, 1993 . "
H. Zoning Variation - Adopt Ordinance No. 2352 entitled
"AN ORDINANCE GRANTING A VARIATION OF SECTION 3 . 54C OF
THE ZONING ORDINANCE AS IT PERTAINS TO THE USE OF YARDS
FOR FENCES TO PERMIT THE CONSTRUCTION OF A FENCE
ENCROACHING 20 FEET INTO THE REQUIRED FRONT YARD AT
PROPERTY LOCATED AT 800 BIESTERFIELD ROAD, ELK GROVE

JOINT MEETING - A meeting of the Committee with the Plan
Commission was scheduled for Tuesday, March 1, 1994 at
7 : 30 p .m to discuss the Spruce Meadows Subdivision.
COMMITTEE MEETING - A meeting of the committee was scheduled
for Tuesday, March 8 , 1994 at 6 : 30 p.m. to discuss the
Parental Responsibility Ordinance .
9 . PERSONNEL COMMITTEE - CHAIRMAN PETRI
EXECUTIVE SESSION - The minutes of the Executive Session of
the Personnel Committee held on Wednesday, February 16 , 1994
will be distributed in the Trustee care packages on Friday.

12 . ZONING BOARD OF APPEALS - VILLAGE MANAGER
Docket No . 94-2
The recommendation from the Zoning Board on the petition of
Nelson Marine , 1200 E. Higgins Road, for a variation to
utilize a stone and gravel area for parking and storing of
boats in the rear yard will be discussed by the Board of
Trustees at the next Committee of the Whole meeting.
13 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG
PUBLIC HEARING - Time is still open for residents to submit
comments with respect to cable television service in Elk
Grove Village .
CABLE RATE REDUCTION - It was announced today that the FCC
ordered a 71 reduction in basic cable rates . Details should
be available before the next meeting.
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK

14 . ORDINANCES, RESOLUTIONS & COMMUNICATIONS
ABSENTEE VOTING - The Village Clerk' s Office will be
accepting absentee voting for the March 15, 1994 Primary
Election during regular Village working hours .

16 . REPORT FROM THE VILLAGE MANAGER

SNOW REMOVAL - The Village has 300 tons of
salt on hand for the up-coming storm which
started about 6 : 00 p.m tonight . There will
be full crews out at about 2 : 00 a.m. in the
morning.
17 . NEW BUSINESS
SNOW PLOWING - The Village has a purchase order in the
amount of $27, 000 that was issued to McKay Contractors
this past fall for snow plowing services . This is the
private firm that the Village uses to supplement the
Village work force . To date $23 , 000 has been used.
An increase to the contract in the amount of $20 , 000 is
being requested to get the Village through the remainder of
the winter season.
Motion to approve an increase to the contract with McKav
Contractors for snow plowing in the amount of $23 , 000 .

POLICE DEPARTMENT TRAINING - The Board was requested to
authorize Sergeant Lynn Atkinson to attend the Northwestern
University Traffic Institute School of Police Staff and
Command for a ten week class (March 28 - June 3 , 1994) at a
cost of $2 , 900 .
