Village President Dennis J. Gallitano called the meeting to order
at 8 : 08 p .m.

2 . PLEDGE OF ALLEGIANCE:
President Gallitano led the Trustees and members of the
audience in the Pledge of Allegiance to the Flag.
3 . APPROVAL OF MINUTES:
Motion to approve the minutes of the Regular Meeting held on
March 22 , 1994 as submitted.

4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO
1 . ARBOR DAY PROCLAMATION - A proclamation was issued by
the President declaring April 22, 1994 as Arbor Day in
the Village of Elk Grove Village.
2 . LANDMEIER ROAD - Information has been received that the
Illinois Department of Transportation and the Post
Office have come to terms, therefore, a letting for the,
road improvement project to expand from two lanes to
four lanes will be voted upon later this month or early
next month. Construction should begin during 1994 and
last into 1995 .
3 . ECONOMIC DEVELOPMENT - The Industrial Park is still
growing. In 1993 there were a total of 225 new
companies that were attracted from the outside into Elk
Grove Village . There were some companies that did
leave, making a total net gain of 131 companies, which
is a 29 . 7% increase over the prior year.
5 . APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the
April 12, 1994 Accounts Payable Warrant in the amount of
$809, 551 . 71 .

Trustee Tosto requested the removal of Item G. consideration of a
request from the Elk Grove Park District to waive 1994-95 vehicle
License fees, from the Consent Agenda.
6 . CONSENT AGENDA
A. Annexation Agreement - Lexington Homes - Authorize a
public hearing before the Village Board on an
annexation agreement from Lexington Homes to develop a
48 . 6 acre parcel at the southeast corner of
Biesterfield and Rchlwing Roads for 344 residential
units on May 10 , 1994 at 7 :45 p.m.
B . Pro Wine International Inc. 1701 Howard Street
Grant a request to hold a one-day Warehouse Sale on
Saturday, April 16, 1994 , from 10 : 00 a.m. to 4 : 00 p.m.
C. Driveway Variation from Section 8-8A-3A1 of the
Official Code - Grant a request from Alex Jenkins, 570
Ruskin Drive, to permit a driveway and driveway apron
to be constructed of brick pavers .
D. Dixon Engineering, Lake Odessa, Michigan - Award a
professional service contract to provide full time and
periodic inspections of the cleaning, painting and
disposal of material for reservoirs #9 and #11 in an
amount not to exceed $24 , 900 from the Fiscal Year 1994-
95 Budget .
E. Village Clerk - Authorize the Village Clerk to attend
the 48th Annual International Institute of Municipal
Clerks from May 21 to May 27, 1994 in Anchorage, Alaska
at a cost not to exceed $1, 962 , to be paid from the
1994-95 Fiscal Year Budget .
F. Public Hearing - Proposed 1994-95 Fiscal Year Budget -
Authorize a public hearing before the Village Board on
April 26 , at 7 :45 p.m.
H. Arrow Road, Mount Prospect , Illinois - Award a contract
to the lowest responsive and responsible bidder, for
street milling and resurfacing on a not to exceed unit
cost basis as follows :

perform the FY 1993-94 Annual Audit in an amount not to
exceed $18, 000 .
K. Precision Systems Concepts (PRC) Schaumburg, Illinois -
Award a professional service contract to conduct an
audit of the Data Processing activities in an amount
not to exceed $16 , 660 .
L. Integrated Technology Group (ITG) - Award a
professional service contract for one full-time
consultant to supervise and manage the Village' s Data
Processing Operations at an hourly rate of $68 for a
total cost not to exceed $136 , 000 from the FY 1994 -95
Budget .
M. Dial-A-Ride Agreement (PACE) - Adopt Resolution No. 17-
94 entitled, "A RESOLUTION AUTHORIZING THE VILLAGE
PRESIDENT AND VILLAGE CLERK TO EXECUTE AN AMENDMENT
AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND

provide Specific Stop Loss Coverage at a cost of

d. To renew a contract with Arthur Gallagher and
Company for consulting services at a cost of

Council met on Monday, April 11, 1994 and discussed the
proposed ordinance . The Village Manager will be preparing a
report on the discussion for distribution to the entire
Board.

13 . ZONING BOARD OF APPEALS - VILLAGE MANAGER
Docket No . 94-3
Motion to concur with the recommendation of the Zoning Board
of Appeals and direct the Village Attorney to prepare an
ordinance granting a variation to permit the construction of
a garage that would encroach between 2 to 11 feet into the
required rear yard on property located at 85 Shelly Court .
(The Village Attorney presented the ordinance) . The motion
was amended to adopt Ordinance No. 2356 "AN ORDINANCE
GRANTING A VARIATION OF SECTIONS 3 . 54A AND 5 . 1 OF THE ZONING
ORDINANCE PERTAINING TO STRUCTURES IN REQUIRED YARDS TO
PERMIT THE CONSTRUCTION OF AN ATTACHED GARAGE ON PROPERTY

CABLE TV - REGIONAL GROUP - . The next meeting will be
held on Thursday, April 14 , 1994 in Buffalo Grove at
8 : 00 P.M. The Committee will be discussing items that
were presented at the public hearings . This will be
the last meeting of the Group in Buffalo Grove before
moving the meetings to Elk Grove Village .
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK
SHERIFF SENIOR MEDAL OF HONOR - Board member Margaret
(Peg) Vallillo was selected to received this award and
will be honored on April 26 , 1994 at a ceremony in
Chicago.

President Gallitano announced for the those in the audience that
the Spruce Meadow Subdivision will not be taken as a business
item by the Board this evening because the plat of subdivision
has not been submitted to the Village offices .

AUDIENCE - 8 :24 p,m.
The following Village residents addressed the Village Board in
opposition to the proposed development of the Spruce Meadows
Subdivision: Clifford Podgorski, 1088 Cypress lane; Leah Cummins,
1009 Ridge Avenue; Ann Barber, Banyon Drive; Dave Clary, 152
Essex and Mrs . Dlugosz, 802 W. Elk Grove Boulevard.
The President and Board responded to the expressed concerns
regarding building in a floodplain, flooding of adjacent
properties abuting Salt Creek and the intersection near Elk Grove
Boulevard and Kennedy Boulevard that holds water when the creek
swells from heavy rainfall .
