Village President Dennis J. Gallitano called the meeting to order
at 8 : 06 p .m.

The Reverend Rodney L. Pickett, Pastor of the Wesleyan
Community Church, delivered the invocation.

2 . CERTIFICATE OF ACHIEVEMENT FOR FINANCIAL REPORTING -
The President presented this award to Hilda
Ingebrigtsen, Director of Finance. The President
congratulated Mrs . Ingebrigtsen and her staff for their
continued efforts in attaining this award for the 10th
consecutive year.
3 . PRIVATE INDUSTRY COUNCIL (PIC) - The Village of Elk
Grove was one of the founding members of PIC and
through the efforts of PIC the Village, as a
governmental agency in cooperation with other
governmental agencies, encourage and stimulate cross
representation from government and industry in this job
training organization.
Last year was the first year that a Community
Scholarship Awards Program was created. The effort was
for each community to generate funds so each village
could provide a community scholarship award to a
Village resident for educational training.

The President introduced Mary Pepperl, Executive
Director of PIC, who reiterated that this was indeed
the first year for the scholarship campaign. Ms .
Pepperl thanked President Gallitano for his involvement
in the campaign and gave a brief recital of the history
and purpose of the organization. Significant
contributions to the campaign were made by Alexian
Brothers Medical Center and the Suburban National Bank,
which helped in the funding for the scholarship.
Ms . Pepperl introduced the Scholarship Award winner,
Roxanne Traviss Mayer, who stated that she is now
finishing an Associates Degree at the College of DuPage
in substance and alcohol abuse .
Mrs . Traviss Mayer expressed her appreciation for the
opportunity afforded her through the scholarship
program and the intervention of Sandy Costanza,
Community Service Coordinator, President Gallitano and
the Private Industry Council . She will now be able to
continue her education at National Lewis University.
President Gallitano presented the Scholarship Award to
Roxanne Traviss Mayer.

B. Frankfort Garden Center, Frankfort . Illinois - Award a
purchase contract to the lowest responsive and
responsible bidder to furnish and plant balled and
burlapped deciduous shade trees in an amount not to
exceed $45 , 300 .
C. Palumbo Brothers, Inc . , Hillside. Illinois - Waive the
formal bidding; and
Award a contract for earth excavation and aggregate
materials for sidewalk replacement (south side of
Biesterfield from Martha to Wellington) as required

E. National Guardian, Chicago, Illinois - Award a purchase
contract to the lowest responsive and responsible
bidder, to furnish and install a supervised fire alarm
system in Fire Station 9 (Greenleaf) in an amount not
to exceed $9, 214 from the FY 1994-95 Budget .
F. Lions Club of Elk Grove Village - Grant a request to
donate $5, 000 from the FY 1994-95 Budget for the annual
July 4 fireworks display; and
Waive the permit and license fees associated with the
July 4th event at Lions Park.
G. Township High School District 214 - Grant request to
waive the 1994-95 vehicle sticker fee ($100 . 00) for
five passenger vehicles located at the Elk Grove High
School .
H. Bartlett Heating, Wheeling, Illinois - Award a
maintenance contract to the lowest responsive and
responsible bidder for the maintenance of heating,
ventilation, and air conditioners at all Village-owned
facilities in an amount not to exceed $28, 292 .
I . Northwest Municipal Conference Dues - Authorize the
payment of $12, 202 for FY 1994-95 dues.
J. Down and Dirty, Inc . , Elk Grove Village, Illinois -
Award a contract to the lowest responsive and
responsible bidder for the Village Drainage
Improvements - Phase III Project - in an amount not to
exceed $767, 002 . 25 . (Relief storm sewer from Johnson
Park to the Forest Preserve on Rohlwing Rd. and a
relief storm sewer on Shadywood Lane . )
K. A & A Equipment , Bensenville, Illinois - Award a
contract to the lowest responsive and responsible
bidder, to furnish and install a portable air
compressor in an amount not to exceed $9, 624 , including
the trade-in price of $1, 000 .
L. Koz Trucking and Sons, Inc . , Medinah, Illinois - Award
a purchase contract for the following items :
-- 2 , 600 tons of CA-6 Grade 9 gravel delivered at a

M. Cook County - Shared Traffic Signal Maintenance
Authorize the payment of $8, 441 to Cook County
Department of Highways for shared traffic signal
maintenance (11 intersections) under the 1994
Maintenance Contract.
N. I .D.O.T. - Shared Traffic Signal Maintenance - Authorize
the payment of $15, 669 . 67 to the Illinois Department of
Transportation for shared traffic signal maintenance (9
intersections) under the 1994 State of Illinois

7 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN TOSTO

9 . JUDICIARY, PLANNING & ZONING COMMITTEE -
CHAIRWOMAN CZARNIR
SPRUCE MEADOWS PLAT OF SUBDIVISION - The committee has not
reached a consensus due to some questions and concerns that
require clarification.
Matthew Klein, Attorney for the developer, made a
presentation to the Board describing the proposed
development of nine (9) homes . Some of the items discussed
were : compensatory storage of over 300 cubic yards for flood
water, which has received a preliminary approval from FEMA;
location of homes to be built in relation to possible flood
water; distance of proposed homes from Salt Creek; the
covenants regulating the Homeowners Association, and the
notice that will be given to prospective buyers regarding
the proximity of the floodplain; restrictions governing the
location of fences, sheds and other accessory structures;
that no changes in topography to the land within the
floodplain are permitted.
The Village Attorney will work with the developer to prepare
the proper wording for the notice that will meet with the
Board' s concerns .
Mr. Gaston of Arlington Partners (Developer) and the
President discussed two items of concern to the Board, those
being the floodproofing of the basements of the proposed
homes and the preservation of the pine trees on the property
to be developed.
Mr. Gaston assured the Board that they would save as many
trees as possible .
The architect for the development explained that fiberglass
would be used to damp-proof the foundation walls in the
basements .
Mr. Boffice, the Village Engineer, stated that he has not
had an opportunity to review the type of waterproofing that
was described.
The consensus of the Board was to vote on the approval of
the plat of subdivision with the provisos that the developer
meet the satisfaction of the Board on the items as
discussed:
1 . Floodproofing of the foundations/basements as acceptable
to the Village and subject to the Village Engineer' s review
of a memo from the developer stating what the plans entail
and any suggested modifications . If the subdivision is
approved it would be subject to the Village Engineer' s
approval of the final plans.
2 . Preservation of the trees .
3 . The contract process, including the wording of the notice
to the buyers, to be reviewed/approved by the Village
Attorney.
The Village Attorney stated that a letter of understanding
will be sent to the Attorney for the Developer and then
reach an agreement on the issues that the Village raised.

Building permits will not be issued until these items have
been resolved to the satisfaction of the Village .
Motion to adopt Resolution No. 22-94 "A RESOLUTION OF APPROVAL OF
A PLAT OF SUBDIVISION IDENTIFIED AS SPRUCE MEADOW SUBDIVISION"
conditioned upon satisfaction of the noted items, floodproofing
of basements, tree preservation and the contract process .
(Upon request from the President for further comments from the
Board and any comments from the audience, there was no response . )

9 . PERSONNEL COMMITTEE - CHAIRMAN PETRI

10 . RECYCLING COMMITTEE - CHAIRMAN CHERNICK & VICE-CHAIRMAN
JOHNSON
INDUSTRIAL & COMMERCIAL RECYCLING - The ordinance was
presented to the Business Liaison Council for their review.
The members had some questions and concerns which were
accepted and reflected in the ordinance. The ordinance does
not require the businesses to participate in recycling,
however, it does require the 16 scavengers doing business in
Elk Grove Village to offer recycling. The businesses have
indicated that they do want to participate in the recycling
program, which is not done anywhere else in the country.
The Business Committee was thanked for their help and input
in the long hard task of putting an acceptable program
together.
President Gallitano stated that he wished to underscore the fact
that Elk Grove Village was the first community in Illinois to
establish a comprehensive residential recycling program; the
first in Illinois to present a multi-family recycling program;
and now the first in Illinois, and perhaps the country, to
present a comprehensive voluntary recycling program in the
industrial park. There is hope that this will become a model for
other industrial parks and other areas of economic activity in
the country so businesses can look to this ordinance to determine
whether or not they can encourage recycling in their own economic
communities .
Congratulations were expressed to the Recycling Committee, the
Village Board, the Health Coordinator, Nancy Yiannias, and Ann
Tennes of the Solid Waste Agency of Northern Cook County. It will
be announced to Ms. Tennes and the Agency that the ordinance was
adopted and will begin on October 1, 1994 .

13 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG
REGIONAL CABLE GROUP - The next meeting will be held on May
3, 1994 in Buffalo Grove . There are a number of items to
be discussed at this meeting.

The Assistant Village Manager will become more involved with
the committee in the cable franchise negotiations.
The June meeting will begin the meetings being held in Elk
Grove Village .
A draft report has been compiled of the findings with
respect to the public hearings and 30 day period. The
report should be ready for presentation to the Board at the
May 10, 1994 meeting.
The input that has been received from the cable users is
appreciated and residents are encouraged to attend the
future meetings that will be held in Elk Grove Village on
the second Thursday of each month.
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK
COMMUNITY SERVICE DEPARTMENT - Aid in the form of Easter
Baskets was distributed to 29 families in Elk Grove Village;
the department received 157 calls during March with 180
service requests .
The next meeting of the Community Service Board will be on
Wednesday, May 19, 1994 at 8 : 00 p.m. in Meeting Room C.
A tentative date of August 19, 1995 has been set for a
parade possibly in conjunction with the Rotary Festival .

15 . UNFINISHED BUSINESS- VILLAGE MANAGER
c.1 NELSON MARINE - A discrepancy in the determination of
the number of construction seasons to lapse prior to the
paving of the parking lot for boat storage was explained.
Discussion followed between the Board and Mr. Condit,
Attorney for Nelson Marine, whereupon it was the consensus
of the Board to grant the temporary variation for the gravel
parking lot until September, 1998 .
c. 2 . ELK GROVE PARK DISTRICT - Request to waive the
Village' s 1994-95 Vehicle License fees as follows :

16 . REPORT FROM THE VILLAGE MANAGER
1 . SURVEY TO BUSINESS COMMUNITY - On April 18, 3 , 309
surveys were mailed to the business community. The
survey was the result of the Business Liaison Council .
They wanted to provide an opportunity for review of how
the Village provides municipal services to the business
community. They also wanted to find out what community
attraction brought them to Elk Grove Village and
allowed Elk Grove Village to be the place they wanted
to conduct business .
The Village Manager' s Office worked with the consultant
and the Business Liaison Council' s sub-committee to
develop the survey. The Fire Department provided the
mailing addresses for all the businesses . The Police
Department used their computer equipment to personally
address each envelope to give a very professional look.
There will be a second mailing sometime in the middle
of May to any business that has not responded. All of
the responses should be received by the first part of
June so that by the end of June the results will be
analyzed.

meeting for the purpose of discussing personnel .

17 . NEW BUSINESS
NORTHWEST MUNICIPAL CONFERENCE TRUSTEE INSTITUTE -
Trustee Rettberg reported that he and Trustee Johnson
were in Springfield on April 12 , 1994 for the purpose
of becoming familiar with the inner workings of State
Government and to lobby the State Legislators who
represent Elk Grove Village to pass a Bill on Unfunded
Mandates with respect to municipal bodies .
They were able to meet with State Representatives Terry
Parke and Kay Wojcik, and State Senator Peter Fitzgerald on
that day.
The vote, however, did fail in the Senate but has gone back
to a committee between the House and the Senate and perhaps
some modified type of the Bill will pass .
