MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD
OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE, ILLINOIS
HELD AT THE CHARLES J. ZETTEK MUNICIPAL BUILDING AT 901
WELLINGTON AVENUE ON TUESDAY, JULY 12, 1994
Village President Dennis J. Gallitano called the meeting to order
at 8 : 09 p.m.
1. ROLL CALL:

Absent : Nancy J. Czarnik
Also Present : Assistant Village Manager, Ray R. Rummel;

and Village Clerk, Patricia S . Smith
A quorum was present .
2 . PLEDGE OF ALLEGIANCE:
President Gallitano led the Trustees and members of the
audience in the Pledge of Allegiance to the Flag.
3 . APPROVAL OF MINUTES
Motion to approve the minutes of the Regular Meeting held on
June 28, 1994 as submitted.

5 . APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the
July 12 , 1994 Accounts Payable Warrant in the amount of
$580, 030 . 90 .

6 . CONSENT AGENDA
A. Easement - Brookshore Lithographers, Inc . . Elk Grove
Village, IL. Grant a variation from Section 8-12B-1-1D
of the Village Code to construct a concrete pad and
transformer upon a 10 foot public utility and drainage
easement (2075 Busse Road) .
B . Arrow Road Construction, Mt . Prospect , IL. - Increase a
contract previously awarded to the lowest responsive
and responsible bidder, in the amount of $11, 115 . 00,
for bituminous materials for a total contract price not
to exceed $106 , 489 . 00 (Fire Administration parking
lot) .
C. Temperature Mechanical , Barrington. IL. - Award a
contract to the lowest responsive and responsible
bidder for the replacement of HVAC systems at the

Greenleaf and Meacham fire stations in an amount not to
exceed $14 , 995 .
D. Greater Woodfield Convention and Visitors' Bureau
(GWCVB) - Authorize payment of $64, 218 for FY 1994-95
dues .
E. Fire Department - Authorize Fire Chief James D.
MacArthur to attend the International Association of
Fire Chief' s Conference in St . Louis, MO, from August
26, 1994 through August 31, 1994 at a cost not to
exceed $1, 160 .
F. Hi-Tek Computer, Elk Grove Village, IL. - Waive the
formal bidding process; and
Award a purchase contract for the following computer
hardware:

H. Class 6B Tax Incentive - Adopt Resolution No. 35-94
entitled, "A RESOLUTION DETERMINING THE APPROPRIATENESS
FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL
PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JANUARY 1,
1990 FOR CERTAIN REAL ESTATE OWNED BY GULLO
INTERNATIONAL DEVELOPMENT CORPORATION, 221 LIVELY

J. Police Department - Authorize Police Sergeant David
Naumann to attend "School of Police Staff and Commandil
in Evanston, IL, from September 26, 1994 through
December 2, 1994 at a cost not to exceed $2 , 850 .

CABLE TV - REGIONAL GROUP - The next meeting will he held on
Thursday, July 14, 1994 at 7 : 30 p.m. in the Trustees
Conference Room of the Charles J. Zettek Municipal Building
in Elk Grove Village .

SENIOR DISCOUNT - CABLE TV SERVICE - A senior citizen
discount is available, by request, with proper means of
identification as to age . This may be done in person or by
submitting a means of identification as to age with payment
of the cable TV bill .
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK

16 . UNFINISHED BUSINESS
NELSON MARINE - The Village Attorney reported that due to a
conflict with his schedule a meeting was not held with the
Attorney representing Nelson Marine. A report will be
prepared for the next regular meeting of the Village Board.
16. REPORT FROM THE VILLAGE MANAGER
1 . ELK GROVE NEWSLETTER - The newsletter is currently at
the printers and will be delivered to the Post Office
this Friday for distribution next week. Approximately
13 , 500 Elk Grove Villager Newsletters will be delivered
to the residential community. In addition, for the
first time, 3, 300 Business Matters, a newsletter which
has been designed strictly for the business community,
will be delivered to the commercial and industrial
sectors of the Village.
2 . SPECTACULAR SEVEN YOUTH EVENTS - On Friday, July 1, the
Police Department held their first "Summer Splash"
event at Rainbow Falls Park. A total of 202 teenagers
attended. In addition, 106 teenagers participated in
the Rock 'n' Bowl held on July 5, 1994 . The next
Spectacular Seven event is Summer Splash II , which will
be held on Friday, July 15, from 7 :30 to 10 :30 p.m. at
Rainbow Falls . To date, a total of 723 teenagers have
attended the summer youth programs .
17 . NEW BUSINESS
ROTARY CLUB - The Elk Grove Rotary Club has requested an
annual donation from Elk Grove Village in the amount of
$4 , 000 . 00 for their Rotaryfest which will be held from
August 10 through 14 , 1994 . The Rotary Club has asked that
they receive the donation by July 20 , 1994 , which would be
prior to the next Village Board meeting. Funds were
previously approved and are available in the current budget .
Motion to approve the request from the Elk Grove Rotary Club
for a donation in the amount of $4 , 000 . 00 for the Rotaryfest
to be held August 10 through 14 , 1994 .
(Trustee Chernick stated that he will vote against the
request as he has done in the past because he felt it would
start a precedent .
Trustee Johnson stated that the Village supports other
organizations such as Make a Wish Day and the Lions Club
Fireworks display to encourage Village unity. These are
non-profit organizations making a difference in our
community for the people of Elk Grove .

Trustee Rettberg stated that he does not feel this a
donation to an organization but is basically for a community
event in Elk Grove Village . )

AUDIENCE - 8 :22 p.m.
Mr. Ted Popielewski, representing the Elk Grove Firefighters
Association, addressed the Board regarding their campaign to
solicit funds for Muscular Dystrophy on Friday, August 26,
1994 .

Motion to adjourn the meeting at 8 : 27 p.m.
