ZETTEK MUNICIPAL BUILDING AT 901 WELLINGTON AVENUE ON TUESDAY, SEPTEMBER 27, 1994 Village President Dennis J. Gallitano called the meeting to order at 7 :45 p.m. 1 . ROLL CALL: Present : President : Dennis J. Gallitano; Trustees : Ronald L. Chernick, Nancy J. Czarnik, Craig B. Johnson, James P. Petri, Paul A. Rettberg, and Michael A. Tosto Absent : None Also Present : Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S . Smith A quorum was present . INVOCATION The Reverend Angela Schenck, Pastor of Elk Grove United Presbyterian Church delivered the invocation. 3 . APPROVAL OF MINUTES: Motion to approve the minutes of the Regular Meeting held on September 13 , 1994 as submitted. MOVED: Trustee Petri SECONDED: Trustee Tosto Voice vote MOTION CARRIED. 4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO 1 . YOUTH IN GOVERNMENT - The second annual Youth in Government Month kick off meeting with Elk Grove High School was held today. There are approximately 25 to 30 students who will be participating in the program. A number of activities are scheduled for the month which will culminate with the students who are assigned to the Village Board accompanying them upon the dais to conduct a Village Board meeting. 2 . GROVE MALL SHOPPING CENTER - The Executive Session just completed was pertaining to the Grove Mall and it was the consensus of the Board that is in the best interest of the Village to continue discussion with the Grove Mall owners to try to come to some resolution on a redevelopment agreement . There are some items that the Village differs on with regard to what the settlement terms and redevelopment terms will be of the Mall . The Village will allow another 30 day period to transpire to try to get a formalized agreement in place . 5 . APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the September 27, 1994 Accounts Payable Warrant in the amount of $836, 201 . 55 . DRIVEWAY VARIATION - 1733 WEST BIESTERFIELD ROAD Grant a request from Mr. and Mrs . Patzelt, for a variation from Section 8-8A-3A1 of the Municipal Code to permit a driveway to be constructed of brick pavers. B. Public Hearing for Special Use Permit - Authorize the Plan Commission to hold a public hearing on the petition of Super 8 Motel for a Special Use Permit to construct a 58 room hotel at 2951 Touhy Avenue. C. R. W. Hendricksen Company, Des Plaines, I1 . - Award a contract to the lowest responsive and responsible bidder for pruning and trimming parkway trees, in an amount not to exceed $20, 760 . D. Akzo Nobel Salt, Inc . , Clarks Summit, PA. - Award a purchase contract to the lowest responsive and responsible bidder for the purchase and delivery of rock salt in an amount of $25 . 87 per ton for a total cost not to exceed $82 , 784 . E . Piper Industries, Dallas Texas - Award a purchase contract to the lowest responsive and responsible bidder for 10, 000 18 gallon recycling bins at a cost not to exceed $3 .40 per bin for a total contract price of $34 , 000 . F. Agreement-Barton Aschman Associates Inc . - Adopt Resolution No. 48-94 entitled, "A RESOLUTION AUTHORIZING THE VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE AN AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND BARTON-ASHMAN FOR TRAFFIC ENGINEERING SERVICES - INTERSECTIONS OF BIESTERFIELD ROAD/MICHIGAN LANE, MEACHAM/MERGE ROADS, MALLARD CROSSING ENTRANCE/NERGE ROAD. " G. American Concrete Raising Incorporated, (ACRI) , Bensenville, Il . - To waive the formal bidding process; and award a contract to perform slab jacking of the multi-purpose/training room floor at the Fire Administration Building in an amount not to exceed $11, 000 . BOARDS AND COMMISSIONS 7 . CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN TOSTO 1994 AND 1995 STREET PROGRAM - A meeting was scheduled for 7 : 00 p.m on Wednesday, October 5, 1994 to discuss the past years street improvement program and next years program. Youth in Government students will be invited to attend this meeting. 8 . JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRWOMAN CZARNIK FENCE VARIATION AND PARENTAL RESPONSIBILITY ORDINANCE - A meeting was scheduled for 7 : 00 p.m. on Monday, October 3 , 1994 to discuss agenda items . Youth in Government students will be invited to attend this meeting. 3 09-27-94 9 . PERSONNEL COMMITTEE - CHAIRMAN PETRI No report . 10 . RECYCLING COMMITTEE - CHAIRMAN CHERNICK & VICE-CHAIRMAN JOHNSON RECYCLING BINS - The Committee met on September 20, 1994 and recommend that the larger bins on display be distributed in the residential areas of the Village to accommodate the increased number of recyclable items . The recommended supplier of the bins was awarded a purchase contract on the Consent Agenda this evening. Pricing for waste removal/recycling will be discussed at a Committee of the Whole later this evening. 11 . PLAN COMMISSION - VILLAGE MANAGER No report . 12 . ZONING BOARD OF APPEALS - VILLAGE MANAGER No report . 13 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG PUBLIC HEARING - A public hearing will be held Wednesday, September 28, 1994 on public education and government requirements of Continental Cablevision. b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIK MEETING SCHEDULE - The next meeting of the Community Service Board will be held on Thursday, October 20 , 1994 at 8 : 00 p.m. in Conference Room C. MAKE A DIFFERENCE DAY - OCTOBER 22 , 1994 - There are 18 volunteer groups that will be participating. There will also be a Pancake Breakfast by the Seniors on that day at the Hattendorf Center and a "walk" benefiting PADS, as well as other activities . 14 . ORDINANCES, RESOLUTIONS & COMMUNICATIONS FIRE PREVENTION WEEK - President Gallitano proclaimed the week of October 9 to 15, 1994 as "Fire Prevention Week" in Elk Grove Village . 15 . UNFINISHED BUSINESS None 16 . REPORT FROM THE VILLAGE MANAGER 1 . SNOW PLOWING COMPETITION APAW - Trustee Tosto won First Place in the Mayors Event for elected officials . The Village will be receiving a plaque within the next few weeks to honor his mastery in this competition. 4 09-27-94 17 . NEW BUSINESS EXECUTIVE SESSION Motion to hold an Executive Session following tonight' s Board meeting for the purpose of discussing personnel . MOVED: Trustee Czarnik SECONDED: Trustee Johnson AYES : Trustee Johnson, Petri, Rettberg, Tosto, Chernick, Czarnik MOTION CARRIED The President issued the following proclamations : Lions Candy Day - October 14, 1994 National Arts and Humanities Month - October, 1994 Stay in School Month - October, 1994 AUDIENCE - 9 :26 p.m. Mr. Norman Faust, 850 Wellington, and Mr. Leonard Pabuta, 700 Wellington, addressed the Village Board regarding the cost of waste disposal and recycling. President Gallitano responded by explaining the Village participation in the Solid Waste Agency of Northern Cook County to insure that in future years there will be a place for Village refuse . The President further explained that the new rate structure will be discussed at the Committee of the Whole meeting following this meeting and invited those interested to attend. Trustee Tosto commented that the Elk Grove Public Works Department placed number 12 out of 35 entries in the snow plowing competition. 18 .
