Village President Dennis J. Gallitano called the meeting to order
at 8 : 02 p.m.

2 . INVOCATION:
The Reverend Thaddeus Czarnecki, Deacon of Queen of the
Rosary Parish delivered the invocation.
3 . APPROVAL OF MINUTES:
Motion to approve the minutes of the Regular Meeting held on
October 25, 1994 as submitted.

4 . REPORT OF THE VILLAGE PRESIDENT - DENNIS J. GALLITANO
Meeting Attended:
1 . SOLID WASTE AGENCY OF NORTHERN COOK COUNTY - A special
meeting of the Agency was held on October 27, 1994
regarding the disposition of certain property in the
City of Rolling Meadows .
2 . CHICAGO AREA TRANSPORTATION STUDY TASK FORCE COMMITTEE
Attended a meeting on November 2, 1994 on non-motorized
vehicles .
3 . ELK GROVE VILLAGE EXCHANGE - The Village Board
conducted a session on November 3 , 1994 .
4 . SOLID WASTE AGENCY OF NORTHERN COOK COUNTY/NORTHWEST
MUNICIPAL CONFERENCE - Attended meetings on November
9, 1994 .
5 . CHICAGO AREA TRANSPORTATION STUDY - Attended a meeting
of the Transportation Control Measures Sub Task Force
on November 10, 1994 .
6 . Noted that Trustee Nancy Czarnik had a birthday on the
date of the last Village Board meeting.
7 . YOUTH IN GOVERNMENT MONTH - Tonight marks the
culmination of the Youth in Government Month program.
The Village is proud to have worked with students from
Elk Grove High School and Conant High School .

5 . APPROVAL OF WARRANT
Motion to authorize payment of invoices as shown on the
November 15, 1994 Accounts Payable Warrant in the amount of
$917, 908 . 20 .

Trustee Rettberg requested that item Q, consideration of an
ordinance amending the rates charged for taxi cab service be
removed from the Consent Agenda.
The Village Manager noted that Consent Agenda item M,
consideration of a resolution authorizing an agreement for a real
estate sale contract contains a closing or escrow date payout
provision of October 1, 1994 or at such other time as mutually
agreed upon. Even though the date of October 1, 1994 is past,
the contract can be executed as is, due to the provision of a
mutually agreed upon date.
6 . CONSENT AGENDA
A. Waste Management-Northwest - Accept the proposal to
replace Village owned recycling containers at
multifamily complexes with Waste Management Northwest
owned recycling toters; and
Declare the following Village owned multiple family
recycling containers surplus :

B. Donation to Community Service Office - Accept the
donation of a display fixture from ALM Industries (1499
Tonne Road) with an estimated value of $265 . 00 .
C. Easement Variation - Grant a request from Chester
Makowski, 927 Wilma Lane, to grant a variation from
Section 8-12B-1-1D of the Village Code to encroach 10
feet upon a 20-foot public utility and drainage
easement with a shed.
D. Easement Variation - Grant a request from Jeffrey
Orsini, 248 Crest Avenue, to grant a variation from
Section 8-12B-1-1D of the Village Code to encroach 4
feet into a 10-foot public utility and drainage
easement with a shed.
E . Sealcoating Bids - Reject all bids submitted by R.A.
Peterson, Inc. , for sealcoating of four (4) water
pumping stations .
F. Land Acquisition Services-Biesterfield Road Phase II -
Increase the professional service contract awarded to
Mathewson and Mathewson at the April 13, 1994 Village
Board meeting to provide land acquisition services for
the Biesterfield Road Phase II project by $2, 500 for a
total amount not to exceed $7, 000 .
G. Fire and Police Commission Testing- Approve a
professional service contract with Police Consultant,
Inc. (PCI) to perform a Police Sergeant exam on behalf

of the Fire and Police Commission at a cost not to
exceed $50 per person and $100 administration fee .
H. Underground Storage Tank Compliance - Contract Revision
Increase the professional service contract awarded to
Environmental Science and Engineering, Inc. to provide
design and construction services for Phase II and Phase
III underground storage tank compliance work by $9, 175,
for a total amount not to exceed $26, 500 ; and
Increase the 1994/95 Fiscal Year Budget by $45, 000 to
include Phase III compliance work.
I . 1994 Boulevard Watermain Improvement Project-Reverend
Morrision Bouldevard - Approve the Balancing Change
Order for a net decrease of $8, 552 . 01; and
Approve the Final Pay Estimate of $6, 359 . 90 for this
project (Bari Contractors, Inc . )
J. Avalon Petroleum Company, Markham IL - Extend a
contract previously awarded to furnish and deliver
gasoline and diesel fuel for the period December 1,
1994 through November 30, 1995, in an amount not to
exceed $168 , 000 .
K. Agreement - United Parcel Service - Adopt Resolution
No. 59-94 entitled, "A RESOLUTION AUTHORIZING THE
VILLAGE PRESIDENT AND VILLAGE CLERK TO EXECUTE A LETTER
CENTER AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE
VILLAGE AND UNITED PARCEL SERVICE, INC. "
L. Plat of Subdivision - Adopt Resolution No. 60-94
entitled, "A RESOLUTION OF APPROVAL OF PLAT OF

M. Agreement - Real Estate Sale Contract - Adopt

P. Tax Abatement - Adopt Ordinance No. 2394 entitled, ,AN
ORDINANCE ABATING A PORTION OF THE 1994 PROPERTY TAX

R. Police Department - Adopt Ordinance No. 2396 entitled,

CONSENT AGENDA - ITEM Q
Trustee Rettberg questioned the increase requested by
American Taxi, which calculates to a 14% increase . He
further stated that he does not feel that the increase from
$1 . 40 to $1 . 60 per mile is justified.
Trustee Johnson and President Gallitano noted that the
evidence provided at the public hearing showed that there
has not been an increase in taxi rates for 3 years; and the
insurance and maintenance costs have increased in those
three years .
Motion to adopt Ordinance No. 2395 "AN ORDINANCE AMENDING
PARAGRAPHS 1, 2 AND 4 OF TITLE 3 , CHAPTER 7, SECTION 3-

BANYAN DRIVE/ELK GROVE BOULEVARD ACCESS - This item will be
discussed at a meeting of the committee scheduled for
Tuesday, November 22, 1994 at 6 : 30 p.m.
9 . JUDICIARY, PLANNING & ZONING COMMITTEE -
CHAIRWOMAN CZARNIK
COMMUNICATION TOWERS & ANTENNAE - This item will be
discussed at a meeting of the committee scheduled for
Monday, November 21, 1994 at 7 : 00 p.m. in the Trustees
conference room.
President Gallitano reported that the NWMC is looking at a
special sub-committee formed recently dealing with
communication towers and also the issue of cable companies
using cable on the right-of-way in villages . The Village
should be looped into what they will be doing and find out
when they are meeting and to participate in those meetings.
It was suggested that a moratorium be placed on any new
additional towers and any new laying of cable while this
issue is being analyzed.

10 . PERSONNEL COMMITTEE - CHAIRMAN PETRI
DRUG FREE WORK PLACE POLICY/CDL DRUG TESTING POLICY - These
items were discussed at the Committee of the Whole earlier
this evening and a communication will be forthcoming.
PERSONNEL EXIT INTERVIEW - A meeting was scheduled for
Tuesday, November 22, 1994 at 7 :30 p.m.
11. RECYCLING COMMITTEE - CHAIRMAN CHERNICK &
VICE-CHAIRMAN JOHNSON
WHEELING TRANSFER STATION - A field trip to the facility was
conducted on Wednesday, October 26, 1994 . This was an
interesting trip and especially noted was the cleanliness of
the operation and the speed in which the trucks can get in
and out .
The Youth in Government Students who accompanied the
committee also enjoyed the outing and seeing the facility in
action.
The President noted that as of November 1, 1994, all of the
waste from Elk Grove Village is being sent to the Wheeling
Transfer station, which is one of the main sites for the
Solid Waste Agency of Northern Cook County. This is an
incredibly efficient facility.

13 . ZONING BOARD OF APPEALS - VILLAGE MANAGER

945 CASS LANE - FILMORE
Motion to concur with the recommendation of the Zoning Board
of Appeals and direct the Village Attorney to prepare an
ordinance granting a variation to permit the construction of
a fireplace which will infringe one foot and six inches into
the required eight foot side yard area.

14 . REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES
a. CABLE TV COMMITTEE - TRUSTEES PETRI & RETTBERG
REGIONAL CABLE GROUP - A meeting was held on November 10,
1994 and two items were discussed:
1 . The FCC is now allowing cable companies to
collect $ .37 per year, per subscriber, to pay
for the federally mandated rate regulation.
This will cost Village resident subscribers
an increase of $ . 03 per month and later a
$ . 04 per month increase to cover the $ . 37 per
year.
2 . The Cable Group has two outstanding basic
broadcast rate regulation items on its table.
The Cable Group is reviewing those items and
will now review a bench mark standard as
opposed to a cost of service standard to

reach an agreement as to whether or not the
rates are reasonable . This means that Elk
Grove Village and the other four communities
who are doing the rate regulation will be
saving about $3 , 000 . 00 per community.
b. COMMUNITY SERVICE BOARD - TRUSTEE CZARNIR
MAKE A DIFFERENCE DAY - President Gallitano presented
certificates of recognition to members of the Community
Service Board and other volunteers who offered there
services in promoting and organizing the Make a Difference
Day to make it such a great success .
Certificates were presented to:
Richard Penley, Ruth Guest, James Foss, Kenneth Krzywicki,
Anne Feichter, Alva Kreutzer, Mary Paliganoff, Barbara
Rettberg, Margaret Vallillo, Laura Kuhn, Nancy Czarnik,
Bonnie Sokolowski , Tom Walters , Dianne Waddell, Charlene
Bessey and Mariann Coffman.
Contributing to the success of the event were over 100
individuals participating and working on 20 different
volunteer projects . In addition there were 30 booths
representing the non-for-profit agencies in the Village .
The Elk Grove Walk for the Homeless raised over $2 , 000 . 00
for the Elk Grove Village PADS and the Village Grove Rock-a-
thon contributed over $500 . 00 toward the Meals-on-Wheels
program for Kenneth Young Center.
MEETING SCHEDULE - The next meeting of the Community Service
Board will be held on Thursday, November 17, 1994 at 8 : 00
p.m. in Conference Room C in the lower level .
15 . ORDINANCES, RESOLUTIONS & COMMUNICATIONS
ELECTION - REFERENDUM - The Electoral Board of the Village
of Elk Grove held a canvass of the ballots from the November
8 , 1994 election regarding the local control referendum.
The canvass resulted in a vote of 5, 680 in favor of local
control and 567 opposed.
16 . UNFINISHED BUSINESS
GROVE MALL - No action will be taken on the condemnation
ordinance this evening. An executive session will be held
later tonight to discuss this item.
SMOKING POLICY - This item will be discussed on December 13 ,
1994 with the new chairman of the Board of Health.
17 . REPORT FROM THE VILLAGE MANAGER
This report was given by Youth in Government student, Matt
Champlain.
1 . SAINT AUBIN NURSERY - Last week the nursery planted 150
parkway trees on Meacham Road from Nerge Road north to
Vermont .
2 . ILLINOIS DEPARTMENT OF TRANSPORTATION - Awarded a
contract for the Higgins Road bicycle and pedestrian
overpass . The overpass is located west of Arlington
Heights Road at the tree line of the forest preserve .
Tree removal has begun and the bridge portion over
Higgins Road will be constructed over the next four to
five months, with installation beginning April 1, 1995 .
Completion of the overpass is scheduled for June 30,

1995 . The Village' S 25% share of the costs for this
project amounts to $258, 632 .
3 . WHEELING TRANSFER STATION - The Village began using
the Wheeling Transfer station on November 1, 1994 .
Through Friday, November 11, 1994, Waste Management has
taken 545 tons of refuse to that Solid Waste Agency
facility.
4 . LEAF COLLECTION - The Public Works Department has
completed the third round of leaf collection throughout
the Village . The fourth and final collection will
begin tomorrow, November 16, 1994 . To date over 3 , 000
cubic yards of leaves have been collected.
President Gallitano commented on the referendum sponsored by
the State regarding Property Tax Cap Regulations and the
Local Control Referendum sponsored by the Village, which
were voted upon at the November 8, 1994 Election. The
Village sponsored referendum asked the question who would
you rather have control the local provision of services such
as fire, police and ambulance, the village or state
government?
It was predictable that the Property Tax Cap legislation
referendum would pass or suggest strongly in favor of
property tax caps; but when it came to the question as to
who should control local services it was 90% in favor of the
locality or municipality. This was a mixed message that
people do want some kind of property tax relief or tax
reform but they are not willing to have the state run their
local services .
STUDENT GOVERNMENT MONTH - Courtney Farroh, assigned student
to President Gallitano reported on the activities of the
students during the past month, which gave them a chance to
see what local government is all about . Miss Farroh thanked
the Board for the opportunity offered to the students and
for the time and effort given by the Village Board to make
the program a success .
President Gallitano thanked the Village Manager, Gary Parrin
and Elk Grove High School Principal Ray Broderick and
Teacher Dick Penley, for their leadership and expressed
appreciation for the efforts taken by them in implementing
and coordinating this program for the students to show the
role of local government in their lives .
President Gallitano presented certificates to each of the
students who participated in the program:

Peter Sutter, Ryan Bookler, Shaun Berens, Trifon Demos,
Michael Tomaso, Amy Kolo, Lori Herndon, Adam Okerstrom (not
