HomeMy WebLinkAboutVILLAGE BOARD - 09/22/1992 - MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON SEPTEMBER 22, 1992 President Charles J. Zettek called the meeting to order at 8:05 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village and noted for the record that the following were present: Trustees Joseph T. Bosslet, Ronald L. Chernick, Nancy J. Czarnik, James P. Petri , Michael A. Tosto; ABSENT: Dennis J. Gallitano. Village Manager, Gary E. Parrin; Village Attorney, George B. Knickerbocker; and Village Clerk, Patricia S. Smith were present at this meeting. It was moved by Trustee Petri and seconded by Trustee Tosto that the minutes of September 8, 1992 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the President declared the motion carried. It was moved by Trustee Petri and seconded by Trustee Tosto that the Board authorize the disbursement of $315,268.98 in payment of invoices as shown on the September 22, 1992 Accounts Payable Warrant. The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Bosslet, Chernick, Czarnik, Petri , Tosto; NAY: none; ABSENT: Gallitano; whereupon the President declared the motion carried. President Zettek asked for a deviation from the agenda to consider the refinancing of Village existing $10,000,000.00 in General Obligation Bonds so as not to detain Mr. Ron Norene, Financial Consultant and Advisor, who was in attendance to answer any questions posed by the Board. It was moved by Trustee Petri and seconded by Trustee Czarnik that the Board adopt Ordinance No. 2267 entitled, "AN ORDINANCE PROVIDING FOR THE ISSUANCE OF $10,000,000 GENERAL OBLIGATION BONDS, SERIES 19929 OF THE VILLAGE OF ELK GROVE VILLAGE, COOK AND DUPAGE COUNTIES, ILLINOIS AND PROVIDING FOR THE LEVY AND COLLECTION OF A DIRECT ANNUAL TAX FOR THE PAYMENT OF THE PRINCIPAL OF AND INTEREST OF SAID BONDS." The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Chernick, Czarnik, Petri , Tosto, Bosslet; NAY: none; ABSENT: Gallitano; whereupon the President declared the motion carried. CONSENT AGENDA It was moved by Trustee Bosslet and seconded by Trustee Czarnik that: A. The Board award a purchase contract to the lowest responsive and responsible bidder, Berthold Nursery, Elk Grove Village, Illinois, to furnish and plant two hundred (200) balled and burlapped deciduous shade trees for Village parkways in an amount not to exceed $174 per tree, and not to exceed a total contract price of $34,800. B. The Board award a purchase contract to the lowest responsive and responsible bidder, Randall Industries, Elmhurst, Illinois, for one (1) personnel lift for use by the Public Works Department and Elk Grove Village Library, in an amount not to exceed $5,302. C. The Board award a purchase contract to the lowest responsive and responsible bidder, Buckeridge Door Company, Arlington Heights, Illinois, to furnish and install three (3) overhead doors at the Landmeier Public Works facility at a cost not to exceed $7,905. D. The Board award a professional service contract to Environmental Science and Engineering, Inc. Chicago, Illinois, to develop an underground storage tank compliance plan in an amount not to exceed $4,470. - 1 - 9-22-92 E. The Board authorize the Village President to execute a Drop Box Placement Agreement with DHL Airways for the placement of two (2) drop boxes on Village rights-of-way for a three (3) year period beginning October 1, 1992. F. The Board grant a request from Special Leisure Services Foundation for a waiver from Section 6-8-2F of the Municipal Code to hold a Casino, Night on October 9, 1992, at Avalon Banquets. G. The Board consider a request from the Boulevard Preschool , 554 E. Devon, to waive its 1992-93 business license fee in the amount of $100. H. The Board adopt Resolution No. 58-92 entitled, "A RESOLUTION AUTHORIZING RELEASE/RETENTION OF EXECUTIVE SESSION MINUTES OF THE VILLAGE OF ELK GROVE VILLAGE. The motion to adopt Consent Agenda items, "A, B, C, D, E, F, G, H, and I," was voted upon by general consent to the previous vote: AYE: Trustees Chernick, Czarnik, Petri , Tosto, Bosslet; NAY: none; ABSENT: Gallitano; whereupon the President declared the motion carried. Trustee Tosto, .Chairman of the Capital Improvements Committee scheduled a meeting .of the Committee for Wednesday, September 30, 1992 at 7:00 p.m. to discuss the Ridge Avenue lift station. The Village Manager presented two letters from the Chairman of the Zoning Board of Appeals in which the Zoning Board, after hearing testimony at duly called public hearings, recommend "DO GRANT" to petitions heard under Docket Nos. 92-10 and 92-11 . It was moved by Trustee Czarnik and seconded by Trustee Petri that the Board concur with the recommendation of the Zoning Board of Appeals and direct the Village Attorney to prepare an ordinance granting a variation to reconstruct an existing deck which encroaches four (4) feet into the required twenty (20) foot rear yard on property located at 1379 Berkenshire Lane. The motion was voted. upon by acclamation; whereupon the President declared the motion carried. It was moved by Trustee Czarnik and seconded by Trustee Petri that the Board concur with the recommendation of the Zoning Board of Appeals and direct the Village Attorney to prepare an ordinance granting a variation - 2 - 9-22-92 to allow an existing deck to encroach into the required side and rear yard setbacks on property located at 1001 Tennessee. The motion was voted upon by general consent to the previous vote: AYE: Trustees Chernick, Czarnik, Petri , Tosto, Bosslet; NAY: none; ABSENT: Gallitano; whereupon the President declared the motion carried. (The Director of Engineering and Community Development was authorized to issue permits to the owners of the properties noted above prior to adoption of the ordinances. ) President Zettek issued a proclamation declaring the week of October 4th through 11th, 1992 as Fire Prevention Week in the Village of Elk Grove Village. President Zettek reported on the following: 1. Mr. David Mosena is the new Chairman of the O'Hare Advisory Committee. Since early 1980, Mr. Mosena is the 6th or 7th Commissioner of Aviation that has been on the Committee. 2. The Suburban O'Hare Commission will meet this Thursday, September 24, 1992, with legislators from the General Assembly to talk about the whole issue of a green field site and what is happening at O'Hare Airport. 3. It appears that plans of the Illinois International Convention Center Board of Directors is to again rally all of the information and dedicating themselves to putting through the most convincing argument they can to present to the Governor early next year. Trustee Tosto, member of the NWMC Technical Transportation Planning Group reported that there will be a meeting of the Group on October 27, 1992. The Village Manager called upon the Director of Public Works, Tom Cech, to update the Board on the progress of the MFT Program. Mr. Cech reported that R. W. Dunteman has been in the Village and making excellent progress of the street resurfacing program. The program is approximately 90% complete; Biesterfield Road was completed today; pavement markings will be done later this week by a separate contractor. Forest Lane was completed two days after the last meeting. If it were not for the rainy weather the project would have been completed today, as it now stands, the work should be completed by the end of the week. The area on Lively Boulevard, between Oakton and Higgins Road, that had break-ups/failures that were done last year will be redone this week. The Village Manager stated that in the specifications for next year' s program, the Village will be tightening up the amount of time to complete streets including language which will prohibit them from leaving streets half done to go to another job. Trustee Tosto suggested that the speed limit be raised on Biesterfield Road, west of Rohlwing Road, now that the new surface has been completed. Discussion followed whereupon it was determined that this item would be placed on the Capital Improvements Committee Agenda. The President requested that the Board call for an Executive Session regarding Personnel . It was moved by Trustee Czarnik and seconded by Trustee Petri that the Board meet in Executive Session following tonight' s Board meeting for the purpose of discussing personnel . The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Czarnik, Petri , Tosto, Bosslet, Chernick; NAY: none; ABSENT: Gallitano; whereupon the President declared the motion carried. The President noted for the benefit of the press that the Board will meet as a Committee of the Whole before going into Executive Session. - 3 - 9-22-92 At this time, 8:32 p.m. , the President asked if anyone in the audience wished to address the Board. There being no response the meeting continued. It was moved by Trustee Tosto and seconded by Trustee Czarnik that the meeting be adjourned.
