HomeMy WebLinkAboutVILLAGE BOARD - 07/14/1981 - MINUTES OF THE REGULAR MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON JULY 14, 1981 President Charles J. Zettek called the meeting to order at 8:04 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village and directed the Village Clerk, Fay M. Bishop to call the roll . Upon the roll being called the following answered PRESENT: Trustees Joseph T. Bosslet, Ronald L. Chernick, Edward R. Hauser, James P. Petri , Michael Tosto, Stephen M. Uhlarik. Village Attorney Norman Samelson and Villaqe Manager. Charles A. Willis were present at this meeting. Reverend Roger Pittelko, Pastor of the Lutheran Church of The Holy Spirit- delivered the invocation. Preceeding this Board meeting, cake and coffee were served in honor of the Village's 25th Anniversary which will be observed July 17, 1981 . Present were tormer Village Presidents: Charles Hodlmair, 1956-1961 ; Jack D. Pahl , 1965-1971 ; former Trustees: Frank R. Angelotti , 1956-1959; James R. Young, 1959-1963: Ralph A. Lewis 1963-1967; George T. Spees, 1971-1977; George C. Coney, 1965-1969; Ronald L. Chernick, 1965-1979; Lee D. Garr, 1977-1981 ; Village Clerk: Margaret C. Petrie, 1956-1959; and the present Village Board- Village President, Charles J. Zettek; Village Trustees: Joseph T. Bosslet,' Ronald L. Chernick, Edward R. Hauser, James P. Petri , Michael Tosto, and Stephen M. Uhlarik. It was moved by Trustee Petri and seconded by Trustee Chernick that the minutes of the regular meeting of June 23, 1981 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclama- tion; whereupon the President declared the motion carried. President Zettek presented Service Awards to the following employees: Arthur J. Rathke, Firefighter, 11 years; Rose M. Fredrickson, Account Clerk, 11 years; and John Stukel , Sewer Foreman, 15 years. It was moved by Trustee Petri and seconded by Trustee Tosto that the Board authorize the disbursement of $161 ,955.97 in payment of the invoices as shown on the July 14, 1981 Accounts Payable Warrant. The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Bosslet, Chernick, Petri , Tosto, Uhlarik; PASS: Trustee Hauser; NAY: none; ABSENT: none; whereupon the President declared the motion carried. It was moved by Trustee Tosto and seconded by Trustee Hauser that the Board deny the request to approve and consent to the exercise of the statutory power of the Village of Rosemont, Cook County, Illinois, to finance the cost of an Economic Development Project to be located in the Village of Elk Grove Village by Dr. Douglas Prince and Associates through the issuance of Industrial Devel- opment Revenue Bonds. It was moved by Trustee Chernick and seconded by Trustee Tosto that the above motion be tabled until the next Board meeting pending a recommendation from the Judiciary, Planning and Zoning Committee on Industrial Revenue Bonds which will be discussed at a meeting on July 20th on this subject. The President directed the Clerk to call the roll on the motion to table and upon the roll being called the following answered AYE: Trustees Chernick, Petri , Tosto, Bosslet; NAY: Trustees Hauser, Uhlarik; ABSENT: none; whereupon the President declared the motion to be tabled carried. It was moved by Trustee Petri and seconded by Trustee Tosto that the Board waive the first reading rule with respect to an ordinance establishing fire lanes at the Rohlwing Grove Shopping Center. The motion was voted upon by acclamation; whereupon the President declared the motion carried. It was moved by Trustee Petri and seconded by Trustee Tosto that the Board adopt Ordinance No. 1467 entitled, "AN ORDINANCE AMENDING SECTION 23.903 OF ARTICLE IX (FIRE LANES) OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE BY - 1 - 7-14-81 The Roundtree Association also questioned the Board as to the acceptance of the private streets within their complex by the Village as dedicated public roads. President Zettek advised them to present a letter to the Board with a written request to accept the streets and the subject will then be discussed by the Board. Trustee Uhlarik again questioned the status of the completion of Biesterfield Road east of Meacham Road. The Village Manager responded to his questions; the road cannot be completed until the south half of the proposed road is dedicated to the Village, and that this can only come about by a request for annexation of the ten acres of land abutting the road by the property owner. Trustee Tosto requested that the Staff determine the cost of installation of sidewalks on Nerge Road from Grissom Trail to Home Avenue to be installed upon completion of the improvements to Nerge Road. The Village Manager reported: 1 . A dance will be held at 8:30 p.m. , Saturday, July 18, 1981 and a parade starting at 1 :30 p.m. Sunday, July 19th, 1981 in honor of Elk Grove Village's 25th Anniversary. 2. Layne-Western Company is in the process of repairing Well No. 1 , and has requested the Board ' s permission to replace the bronze bowl with a cast iron bowl , and that the Village accept an additional cast iron bowl to be used in some future repair to a well in the Village. A bronze bowl cannot be obtained for five or six months, and rather than wait that long Layne-Western Company have requested the Board to accept two cast iron bowls in place of the one bronze bowl . It was moved by 'Trustee Tosto and seconded by Trustee Chernick that the Board authorize acceptance of two cast iron bowls from Layne-Western Company to replace the one bronze bowl lost in the repair to Well No. 1 . The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Bosslet, Chernick, Hauser, Petri , Tosto, Uhlarik; NAY: none; ABSENT: none; where- upon the President declared the motion carried. 'The Village Manager also reported that Well No. 2 has had an electrical failure which is believed to be in the submersible motor. The Manager is requesting authorization of the Board to have Layne-Western Company pull and inspect the Well at an estimated cost of $20,000.00. It was moved by Trustee Tosto and seconded by Trustee Chernick that the Board authorize Layne Western Company to pull and inspect Well No. 2 at an estimated cost of $20,000.00. The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Chernick, Hauser, Petri , Tosto, Uhlarik, Bosslet; NAY: none; ABSENT: none; whereupon the President declared the motion carried. The Village Manager reported receipt of a request from the Elk Grove Grenadiers of Elk Grove High School that the Village purchase an ad in the 1981 Sport Program Book at a cost of $75.00. It was moved by Trustee Tosto and seconded by Trustee Bosslet that the Board authorize the purchase of a one-half page ad in the 1981 Grenadier Sport Program Book at a cost of $75.00. The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Hauser, Petri , Tosto, Uhlarik, Bosslet, Chernick; NAY: none; ABSENT: none; whereupon the President declared the motion carried. It was moved by Trustee Petri and seconded by Trustee Bosslet that the Board authorize the Village President and Village Clerk to sign an Easement Agreement - 4 - 7-14-81 for Lot No. 10 of the SDK Subdivision. The President directed the Clerk to call the roll on the motion and upon the roll being called the following answered AYE: Trustees Petri , Testa, Uhlarik, Bosslet , Chernick, Hauser; NAY: none; ABSENT: none; whereupon the President declared the motion carried. The President reminded the Board that an Executive Session regarding litigation will be held after the Board meeting• It was moved by Trustee Petri and seconded by Trustee Tosto that the meeting be adjourned.
