SEPTEMBER 14, 1976 TO SEPTEMBER 23,
1976 OF THE PRESIDENT AND BOARD OF
TRUSTEES OF ELK GROVE VILLAGE
President Charles J. Zettek called the meeting to order at 8:02 p.m. , in the
Municipal Building, 901 Wellington Avenue, Elk Grove Village and directed the
Village Clerk, Eleanor G. Turner to call the roli . Upon the roll being called
the following answered PRESENT: Trustees Ronald L. 0-rr.ick, Edward W. Kenna,
George T. Spees , Theodore J. Staddler, Michael Tosto, Nancy + . Vanderweel .
Village Attorney, Edward C. Hofert and Village Manager, Charles A. W: '. lis were
present at this meeting.
President Zettek stated that this was a meeting adjourned from the regular meeting
of September 14, 1976 for the purpose of discussing areas of concern in the
Village' s water and sewer system.
The President asked the Village Manager to present a report on matters to be
discussed.
The Village Manager stated there were four areas to be discussed as follows: (1)
Well No. 12; (2) rate changes; (3) moratorium on annexation and rezoning; and
(4) the sprinkling ban.
It was moved by Trustee Vanderweel and seconded by Trustee Kenna that the Board
authorize the staff to make preparations and engage in the acquisition of land
for a well , reservoir and associated pumping equipment at the site of the Public
Works facility at Meacham and Biesterfield Roads and that the site acreage be
increased to five acres to accommodate this additional use. The President
directed the Clerk to call the roll on the motion and upon the roll being called
the following answered AYE: Trustees Chernick, Kenna, Spees, Staddler, Tosto,
Vanderweel ; NAY: none; ABSENT: none; whereupon the President declared the
motion carried.
It was moved by Trustee Chernick and seconded by Trustee Tosto that the Board
authorize .engineering and field services as may be necessary to complete the
planning for the use of the above noted site for water facilities; this
authorization is to include surveys by land surveyor, as well as soil surveys,
and the necessary design work. The President directed the Clerk to call the
roll on the motion and upon the roll being called the following answered AYE:
Trustees Kenna, Spees, Staddler, Tosto, Vanderweel , Chernick; NAY: none;
ABSENT: none; whereupon the President declared the motion carried.
Discussion followed on the moratorium on annexation and rezoning of property and
the question of regulating annexations and rezoning so that occupancy in those
areas does not occur prior to the operation of Well No. 12 projected for late
summer of 1977. Trustee Kenna questioned the Village Manager as to whether
everthing has been doneto assure the earliest time possible for Well No. 12 to
be on time. The Manager replied it has, within the constraints of financial
resources.
Discussion followed concerning an additional shallow well which could possibly
be in service by the early summer of 1977.
It was moved by Trustee Spees and seconded by Trustee Staddler that the Board
authorize the staff to make the necessary arrangements with the Engineer and
anyone else needed to explore the possibility of sinking a shallow well (Well.
No. 13) at the earliest possible date on land owned by the Village. The
President directed the Clerk to call the roll on the motion and upon the roll
being called the following answered AYE: Trustees Spees, Staddler, Tosto,
Vanderweel , Chernick, Kenna; NAY: none; ABSENT: none; whereupon the President
declared the motion carried.
It was moved by Trustee Vanderweel and seconded by Trustee Spees that the Board
direct the Attorney to prepare an ordinance establishing a policy whereby the
Village would have the ability to regulate building and occupancy of buildings
consistent with the availability of water. The motion was voted upon by acclama-
tion; whereupon the President declared the motion carried.
It was moved by Trustee Spees that the Board rescind Ordinance No. 1095 adopted
on September 14th which allowed sprinkling between the hours of 11 :00 a.m. and
4:00 p.m. on Saturday only and direct the- Attorney to prepare an ordinance which

would^allow sprinkling on Saturday and Sunday between the hours of 8:00 a.m.
and 8:00 p.m. with odd and even .ddresses sprinkling on odd and even days. The
motion failed for lack of a second.
1t was moved by Trustee Kenna and seconded by Trustee Staddler that the Board
rescind Ordinance No. 1095 passed and approved on September 14, 1976 which
allowed sprinkling on Saturdays between 11 :00 a.m. and 4:00 p.m. The President
directed the Clerk to call the roll on the motion and upon the roll being called
the following answered AYE: Trustees Staddler, Tosto, Vanderweel , Chernick,
Kenna, Spees; NAY: none; ABSENT: none; whereupon the President declared the
motion carried.
It was moved by Trustee Spees and seconded by Trustee Kenna that the Board direct
the Village Manager to establish a public hearing on October 14, 1976 for the
purpose of hearing an ordinance amending the Municipal Code of the Village as it
pertains to Rates and Fees for Water and Sewer Service. The motion was voted
upon by acclamation; whereupon the President declared the motion carried.
President Zettek called a Committee-of-the-Whole Meeting for 7: 00 p.m: , September
28, 1976 for the purpose of reviewing the proposed ordinance on Water and Sewer
Rates.
It was moved by Trustee Spees and seconded by Trustee Vanderweel that the Board
waive the first reading rule with respect to an ordinance establishing sprinkling
restrictions in the Village. The motion was voted upon by acclamation; whereupon
the President declared the motion carried.
It was moved by Trustee Spees and seconded by Trustee Vanderweel that the Board
adopt Ordinance No. 1096 entitled "AN ORDINANCE ESTABLISHING WATER SPRINKLING
RESTRICTIONS IN THE VILLAGE OF ELK GROVE VILLAGE AMENDING SECTIONS 22A.701 AND
22A.702 OF THE MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE. The President
directed the Clerk to call the roll on the motion and upon the roll being called
the following answered AYE: Trustees Tosto, Vander-wee] , Chernick, Kenna, Spees,
Staddler; NAY: none; ABSENT: none; whereupon the President declared the motion
carried.
It was moved by Trustee Spees and seconded by Trustee Kenna that the meeting be
adjourned. The motion was voted upon by acclamation; whereupon the President
declared the motion carried and the meeting adjourned at 9:40 p.m.
