THE PRESIDENT AND BOARD OF 'TRUSTEES
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 1 , 1975
President Charles J. Zettek called the meeting to order at 8: 15 p.m. in the
Municipal Building, 901 Wellington Ave. , Elk Grove Village and directed the
Village Clerk, Eleanor G. Turner to call the roll . Upon the roll being called
the following answered PRESENT: Trustees Ronald L. Chernick, Edward W. Kenna,
George T. Spees, Theodore J. Staddler, Nancy L. Vanderweel ; ABSENT: Trustee
Michael Tosto. Village Attorney, Edward C. Hofert and Village Manager , Charles
A. Willis were present at this meeting.
The Chief of Police, Harry P. Jenkins delivered the invocation.
It was moved by Trustee Staddler and seconded by Trustee Kenna that the minutes
of the regular meeting of March 25, 1975 be approved as submitted and that the
Board dispense with the reading thereof. The motion was voted upon by acclama-
tion; whereupon the President declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
adopt Resolution No. 29-75 entitled, "A RESOLUTION REQUESTING THE COOK COUNTY
PRESIDENT AND BOARD OF COMMISSIONERS TO WIDEN NERGE ROAD BETWEEN ROHLWING ROAD
AND PLUM GROVE ROAD". The President directed the Clerk to call the roll on the
motion and upon the roll being called the following answered AYE : Tru,.tees
Chernick, Kenna, Spees, Staddler, Vanderweel : NAY: none; ABSENT: Trustee Tosto;
whereupon the President declared the motion carried.
Copies were distributed of Resolution appointing_ Judges and Alternate Judges for
the regular Village election of April 15, 1975. Following discussion, the Board
agreed that salaries for Judges and Alternates would be $45.00.
It was moved by Trustee Chernick and seconded by Trustee Staddler that the Board
adopt Resolution No, 30-75 entitled, "A RESOLUTION APPOINTING JUDGES OF ELECTION
AND .ALTERNATE JUDGES FOR THE REGULAR ELECTION TO BE HELD ON APRIL 15, 1975".
The President directed the Clerk to call the roll on the motion and upon the
roll being called the following answered AYE: Trustees Kenna, Spees , Staddler,
Vanderweel , Chernick; NAY: none; ABSENT: Trustee Tosto; whereupon the President
declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Staddler that t!le Board
direct the Plan Commission to conduct a public hearing for annexation and rezoning
of the Robert Swiglo property on the north side of Devon Ave. immediately east of
the V.F.W. property. The motion was voted upon by acclamation; whereupon the
President declared the motion carried.
Trustee Staddler scheduled a meeting of the Budget Committee for 7:00 p.m. , Monday,
April 7, 1975•
The Clerk reported receipt of a request from Salem International ! nc. , 2100 Busse
Road, Elk Grove Village, requesting permission to have streamers , signs and flags
at their building at the above location. The Building Commissioner stated that
this request is for advertising purposes as the result of a change in dealers at
that location. The dates involved and the requested length of time for the signs
and banners to be displayed was not included in the letter submitted by Salem
International .
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
authorize a display of signs and banners by Salem International Inc. , at their
property at 2100 Busse Road, Elk. Grove Village, for a period not longer than 45
days. The President directed the Clerk to call the roll on the motion and upon
the roll being called the following answered AYE: Trustees Vanderweel , Kenna;
NAY: Trustees Spees, Staddler, Chernick; ABSENT: Trustee Tosto; whereupon the
President declared the motion not carried.
The Clerk reported receipt of a request from Mr. Gordon H. Starr, 1162 S. Glenn
Trail , Elk Grove. Village, for permission to erect an antennae to.aer 48 feet high
with a 16 foot mast. The prinkfuncl. ion of this tower would be to operate the
Navy Mars Net-1, a free message relay service from men in service to their families
at home, and emergency services during disaters such as tornadoes , and severe storms.

It was moved by Trustee Chernick and seconded by Trustee Vanderweel that the
Board direct the ai;ove noted petition from Mr. Gordon H. Starr for a Special Use
Permit for an antenna tower to the Plan Commission for public hearing. The motion
was voted uh?n by acclamation; whereupon the President declared the motion carried.
Copies were distributed of ordinances relating to fence variations west of Route 53•
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that Lhe Board
waive the first reading rule with respect to an ordinance concerning property at
1437 Mitchell Trail . The motion was voted upon by acclamation; whereupon the
President declared the motion carried.'
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
adopt Ordinance No. 982 entitled, "AN ORDINANCE GRANTING A 25 FOOT VARIATION OF
SECTION 3.54C OF THE ZONING ORDINANCE OF THE VILLAGE OF ELK GROVE VILLAGE TO MR.
AND MRS. HARRISON W. GOOD TO PERMIT THE CONSTRUCTION OF A FENCE ON PROPERTY LOCATED
AT 1437 MITCHELL. TRAIL, ELK GROVE VILLAGE". The President directed the Clerk to
call the roll on the motion and upon the roll being called the following answered
AYE: Trustees Staddler, Vanderweel , Chernick, Kenna, Specs; NAY: none ; ABSENT:
Trustee Tosto; whereupon the President declared the motion carried.
It was moved by Trustee. Kenna and seconded by Trustee Staddler that the Board
waive the first reading rule with respect to an ordinance concerning property at
1441 Mitchell Trail . The notion was voted upon by acclamation; whereupon the
President declared the motion carried.

Ordinance No. 983 entitled , "AN ORDINANCE GRANTING A 25 FOOT VARIATION OF SECTION

DONALD OTTENSTEIN TO PERMIT THE CONSTRUCTION OF A FENCE ON PROPERTY LOCATED AT
1441 MITCHELL TRAIL, ELK GROVE VILLAGE". The President directed the Clerk to call
the roll on the motion and upon the roll being called the following answered AYE:

Tosto; whereupon the President declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
waive the first reading rule with respect to an ordinance concerning property at
1322 Aldrin Trail . The motion was voted upon by acclamation; whereupon the
President declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
adopt Ordinance No. 984 entitled, "AN ORDINANCE GRANTING A 25 FOOT VARIATION OF
SECTION 3.54r, OF THE ZONING ORDINANCE OF 1HE VILLAGE OF ELK GROVE VILLAGE TO MR.
AND MRS. CHARLES ARTHUR SHRIVER TO PERMIT THE CONSTRUCTION OF A FENCE ON PROPERTY
LOCATED AT 1322 ALDRIN TRAIL, ELK GROVE VILLAGE". The President directed the
Clerk to call the roll on the motion and upon the roll being called the following
answered AYE: Trustees Chernick, Kenna, Spees, Staddler, Vanderweel ; NAY: none;
ABSENT: Trustee Tosto; whereupon the President declared the motion carried.

AND MRS. JAIME RAFLORES TO PERMIT THE CONSTRUCTION OF A FENCE ON PROPERTY LOCATED
AT 1280 ALDRIN TRAIL, ELK GROVE VILLAGE". The President directed the Clerk to

D. PARKS TO PERMIT THE CONSTRUCTION OF A FENCE ON THE PROPERTY LOCATED AT 1507
HAISE LANE, ELI: GROVE VILLAGE". The President directed the Clerk to call the roll

1504 Armstrong Lane. The motion was voted upon by acclamation; whereupon the
President declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Staddler that the Board
adoot Ordinance No. 967 entitled, "AN ORDINANCE GRANTING A 25 FOOT VARIATION OF
SECTION 3.54E OF THE ZONING ORDINANCE OF THE VILLAGE OF ELK GROVE VILLAGE TO MR.
RONALD A. BOOMER TO PERMIT THE CONSTRUCTION OF A FENCE ON THE PROPERTY LOCATED
AT 1504 ARMSTRONG LANE, ELK GROVE VILLAGE". The President directed the Clerk to
call the roll on the motion and upon the roll being called the following answered

It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
waive the first reading rule with respect to an ordinance concerning property at
1465 Mitchell Trail . The notion was voted upon by acclamation; whereupon the
President declared the motion carried.
It was moved by Trustee Kenna and seconded by Trustee Vanderweel that the Board
adopt Ordinance No. 988 entitled, "AN ORDINANCE GRANTING A 22 FOOT VARIATION OF
SECTION 3.54C OF THE ZONING ORDINANCE OF THE VILLAGE OF ELK GROVE VILLAGE TO MR.
ROBERT STEPHENS TO PERMIT THE CONSTRUCTIC ' OF A FENCE ON PROPERTY LOCATED AT
1465 MITCHELL TRAIL, ELY. GROVE VILLAGE". The PresiCent directed the Clerk to
call the roll on the motion and upon the roll being called the following ans�,,ered

A first reading was held on an ordinance granting a 5 foot variation to Mr. and
Mrs. William M. Weslev to permit the construction of a room addition on property
at 1016 West Glenn Trail and an ordinance nranting a v6riation of Section 3. 54
of the Zoning_ Ordinance to the Northv,,e=_t National Bank, as Trustee under Trust
No. 1172, to permit a one foot extension of a roof projection on a building at
521-3) Bonnie Lane.
The Village Manager reported that on March 31 , he, Trustee Vanderweel , and
Administrative Assisstant Gary Parrin, attended a public hearing in Des Plaines
before the U. S. Environmental Protection Agency concerning the Deep Tunnel System
and the O' Hare Water Reclamation Plant planned by the Metropolitan Sanitary District
on the southeast corner of Oakton Street and Elmhurst Road. Copies of the statement
made by the Manager at this public nearing were distributed to Board members.
It was moved by Trustee henna and seconded by Trustee Vanderweel that the Board
direct the Village Attorney to contact representatives of the Metropolitan Sanitary
District and inquire as to whether or not the Village can aid the District in any
way in its effort to locate the plant as planned at the above location in Des Plaines.

The Village Manager reported that on August 20, 1575, Elk Grove Village is scheduled
to appear before the State of Illinois Department of Transportation , Division of
Water Resources, to present testimony in regard to its application for' a permit for
water withdrawal from Lake Michigan.
The Village Manager reported that, as requested, he has written to Senator David
Regner regarding Senate Bill 50 which provides for collection of atax by To,dnship
governments for fire and ambulance service in unincorporated areas_. Senator P,egner
the importance of this legislation, he is prepared to amend
has replied that due to
the Bill to provide that Counties collect this tax.
It was moved by Trustee Staddler and seconded by Trustee Spees that the meeting be
adjourned. The motion was voted upon by acclamation ; whereu;.on the President de-
clared the motion carried and the meeting adjourned at 9:04 p.m.
