SUBJECT: Centex Section 21
THE ACTION: By a unanimous vote taken on March 9 , 1974, the Plan Ce7mission
rejected the tentative plat submitted by Centex for Section 21 .
THE REASONS:
1 . A particularly serious problem, at this point unresolved with the
developer, is the lack of access to the east and south. The only
access shown is to Meacham Road on the west. As pointed out by the
Elk Grove staff reports on this project, emergency vehicle travel
time by way of Nerge Road and Meacham will be excessive (both
ambulance and fire, as well as police) . And travel time and distance
for driving children to Link School in Section 18, mostly during the
worst rush hour traffic on Meacham and Nerge, would be an extreme
hardship. School District 54 would be forced to bus children from
Section 21 to Link or other schools unless some means is provided
for children to reach the school near the southeast corner of the
development.
A solution to the access problem which we do not recommend, but which
nevertheless has been suggested by the developer, is a leave-out lot
on the south side of Section 21 and the construction of a pedestrian
and bicycle way at the extreme south end of the "Rountree" property
connecting Section 21 with Link School . The leave-out lot would
later be used, hopefully , for a street through the Rountree property
to connect with Biesterfield (extended at some future date) .
One caution should be pointed out : The eastern ?CO to 4CO feet of
the Rountree property has soil conditions unsuitable for construction
of roads , streets , sidewalks , or buildings . Any construction should
be done on this only after extensive soil tests and cost estimates
for streets , which would prove whether or not the more economical
course would be to purchase only a small strip of this property for
a street or a greater portion and build the street farther to the
west. It is doubtful if even a suitable pedestrian and bicycle path
could be built an the extreme eastern end of the Rountree property.
2. When the plan for Section 21 was first submitted, numerous cul-de-sacs
or "blisters" were sho,;n . At the suggestion of Village Staff, many
of these were eliminated uecause of severe sno" removal and street
maintenance problems which this kind of street ccifiguraticn brings .
In several sessions with the developer, other street chances were
brought about which tended to increase the safety factor for residents

2.. . . . and reduce the maintenance expense problems and other problems
for the Village . However , in all of our del i0 rations we have been
forced to work; within the boinds of the basic plan which the developer
submitted. Our constant effort has been to help the developer make
the plan as workable as possible, while mightily attempting to avoid
actually doing his planning for him.
From a planning viewpoint , no use has been made of the modern concept
of "greenways" for pedestrian traffic and open space, and, in general ,
the developer' s plans seem to have been formulated with inadequate
regard for the long-tern well-being of the Village or the people to
whom they hope to sell houses in this section.
3. The street layout remains questionable with many sharp curves which
could be hazardous under icy conditions , and with several streets
offset from one another by questionable distances (they should either
be continuous or offset from one another at sufficient distance to
avoid accidents) .
4. Although the developer may have good and valid reasons for wishing to
develop this parcel of land at this time , it seems to us more logical
to next proceed with parcels farther to the south. Ambulance, fire
and police protection are, of course, the most serious problems.
However, adequacy of water supply without immediately drilling another
well in the vicinity of Section 21 is one more serious consideration.
5. The retention lake site, which the Park District appears willing, in
this instance, to accept as part of the public land dedication , is
still a serious question. We concur in the comments of the Village
Engineer in this regard, in that it seems to have been dealt with
as a necessary evil rather than attempting to make it the most
attractive possible focal point for this section. This and the
recent retention pond in Section 19, along with the still unanswered
question of who pays for future dredging of the lake as siltation
occurs , alerts us to the need for re-thinking alternatives to these
plans . (Possibly provision for a larger area surrounding the lake ,
with alternate attractions for small children, might be a part of
the solution.)
6. The Tentative Plat is not in conformance with our Subdivision Control
Ordina-se . (See attached Document from Mr. Thomas Rettenbacher,
Building Commissioner. )
THE PROCESS :
1 . We have held numerous meetings with the developers in a sincere effort
to take their original plans from a conceptual stage through to a
tentative plat which we could recommend to you in good conscience . We
have attempted to incorporate modifications to their submitted preliminary

1 . plans , in order to correct deficiencies , overcome drawbacks and
solve problems which were called to our attention by our Fire
Department , Police Department , Village Engineer , Street Department
and Building Commissioner; as well as by our Park District and
School District 54.
2. It should be noted that Centex personnel and their consultants , as
well as all of the Plan Commission members , have cooperated in good
faith to meet each other's expressed expectations . That is to say,
the Plan Commission wanted a good plan, problem-free for the Village
and future residents of Section 21 . And Centex wanted our approval
of the Tentative Plat for submission to you, as quickly as possible,
for very legitimate reasons .
3. We would like the Village Board to know that many of the changes we
requested for improvement 's sake were promptly made by Centex. However,
while some of the changes solved some of the visible problems , others
failed to do that, and possibly even created more problems .
4. The Plan Commission tried to keep faith with the developers and meet
their need for haste. Towards this end we pressured the Village
staff for their comments , and held several special meetings . Inde-
pendently, we sought advice and solutions to problems inherent in
the plan for Section 21 .
5• It may perhaps be considered unfortunate that so much expenditure
of time has culminated in our disapproval of the plat that we jointly
(the developers and the Plan Commission) fried to improve, for
recommendation to you. With the many residual problems enumerated
above, however, we have no alternative but to reject the plat.
ADDENDUM #1
With regard to the access problem discussed under Reason No. 1 , two options
for preventing these problems , listed in the order of desirability, are:
A. Obtain the castermost 435 feet of the "Rountree" property (by whatever
means available) in conjunction with School District 54, and require
Centex to provide the estimated $25 ,000 needed to build a street from
"Chandra" Lane in Section 21 to Biesterfield Road (extended) , P `o,
Biesterfield would need to be extended frcm its present termination
point to this now street, and Centex should also contribute to this
expense since it is they who are creating tue need for the road.
Also, since there appears to be no dedication for a road on the
north side of the Link School site , this would have to be furnished
by District 54.
These improvements should be completed before homes are occupied in
Section 21 ,

B. Obtain an easement through the corner of WGN property and require
the developer- to construct a permanent street connecting Section 21
with Schirra Circle, the cul-dc- sae to the north of Link School .
This would require the removal of the vacant house at the end of Schirra
Circle---er if it has been sold, then its purchase and removal . There
are no une;erground hires in thc southwest corner of the b!GN property
(a MSD sewer line already comes through at tl.e location a street would
be needed) . A pre Ii:ainot y conversation r,ith Mr. Batts , vice president
of engineering at WGN, leads us to believe that serious conversations
and a forr,iI petition frc:i the Village might prove successful , if
properly h6ndled. Centex, of course , should provide the funds for
the street and reimburse the Village for any damages to residents
on Schirra Circle. These improvements should be completed before
homes are occupied in Section 21 .
ADDENDUM P2
As a postscript , we respectfully request that steps be taken to amend a
portion of the Subdivision Control Ordinance which we consider to be an
unreasonable requirement of Section 8.007. Specifically, on page 55i ,
Section F, the wording which says the final plat must be in "strict
accordance" with the tentative plat , when taken literally, puts unnecessary
attention to detail on the tentative plat, and overlooks the fact that
engineering input by the developers might substantially change every
measurement on the tentative plat.

no five foot crosswalk.

and extent of required improvements proposed to be constructed
or installed.

have some additional comments regarding the plat in addition
to the above. It appears that some lots while technically meet
the minimum 7500 sq. ft . requirements of our Ordinance do not
fall into the catagory of good planning and could very well lead
the developer into the same problems that occurred in Section 19
and 20 when the front, side and rear yard requirements of the
Zoning Ordinance were enforced.
The majority of these lots back up to heacham Road and also occur
almost on every corner. Consideration should be given to the
number of small street offsets that have appeared in this plat.
The Ordinance indicates that offsets of less than 125 feet shall
not be permitted. It appears that some of these are awfully
close to this requirement.
The park land as indicated on the plat indicates both a net and
gross figure. This is misleading since the gross includes public
street dedication which by Ordinance is not to be included in
land dedicated for public use.
No street dedication is indicated along the southern boundary
line although the developer has indicated that he would leave
a "]cave out" but a dedication is required.
