THE PRESIDENT AND BOARD OF TRUSTEES
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON APRIL 1, 1969
President Jack D. Pahl called the meeting to order at 8:07 p.m, in the
Municipal Building in said Village.
Police Chief Harry P. Jenkins opened the meeting with a prayer.

Upon the roll being called by the Village Clerk, Eleanor G. Turner, the
following Trustees answered "PRESENT" - Ronald L. Chernick, George C.
Coney, Eugene V. Keith, Richard A. McGrenera, Charles J. Zettek; "ABSENT"
- James R. Gibson. Attorney Robert J. DiLeonardi was present representing
the Pillage Attorney Edward C. Hofert.
It was moved by Trustee Zettek and seconded by Trustee Keith that the
minutes of the regular meeting of March 18, 1969 be approved as submitted
and that the Board dispense with the reading thereof. The motion was
voted upon by acclamation, whereupon the President declared the motion
carried.
Trustee Gibson arrived at 8:10 p.m.
Fire Chief Allen W. Hulett gave a slide presentation concerning fire
protection for the industrial area and asked that the Board consider the
adoption of such a program, the cost of which would not exceed One
Thousand ($1,000.00) Dollars initially and approximately Two ($2.00)
Dollars per plant thereafter.
Copies were distributed of a proposed ordinance relating to the installa-
tion of buffalo boxes, whereupon it was moved by Trustee Keith and
seconded by Trustee Gibson that the Board waive the first reading rule.
The motion was voted upon by acclamation, whereupon the President
declared the motion carried.
It was moved by Trustee Keith and seconded by Trustee Coney that the
Board adopt Ordinance No. 610 entitled, "AN ORDINANCE AMENDING THE
MUNICIPAL CODE OF THE VILLAGE OF ELK GROVE VILLAGE RELATING TO THE
INSTALLATION OF BUFFALO BOXES (B-BOX)".
Discussion followed and it was the consensus that the foregoing ordinance
did not accurately state the intent of the Board and the foregoing motion
was then withdrawn by Trustee Keith with the consent of the second. The
Administration was asked to give a report and more definitive wording to
this Ordinance.
A suggested amendment to the Municipal Code relating to house numbering
(in order to make prompt and positive identification by the Fire and
Police Departments) was distributed and discussed.
It was moved by Trustee McGrenera and seconded by Trustee Coney that
the Board direct the Village Attorney to draft an Ordinance amending
the Municipal Code relating to house numbers in conformity with the
suggested amendment prepared by the Village Administration. The motion
vas voted upon by acclamation, Trustee Keith cast a dissenting vote,
( whereupon the President declared the motion carried.
Mrustee Coney, Chairman of the Capital Improvements Committee, stated
that the Committee has met with the Staff and Public Works Department
regarding a street repair program for two (2) to five (5) years. No
conclusions were reached and the Staff will present, to the Committee,
a priority program based on a systematic repair schedule going from the
north end of the Village to the south end.

A brief discussion followed concerning fire protection to Branigar Estates_.
The Articles of Agreement have been executed by the officers of the
Branigar Estates Homeowners Association and is being held pending a
decision by them regarding annexation. Trustee McGrenera stated April B,
1969 is the deadline date set for a decision by them.
Trustee McGrenera stated that he is sending a letter to the Cook County
Zoning Board of Appeals requesting any additional information which has
been supplied to them by the petitioner, Mr. Zizzo, relating to the
\)\ recent hearing for multi-family zoning use on land north of Devon Avenue.
Trustee McGrenera stated that copies of the proposed Comprehensive
Zoning Ordinance are gratefully submitted by the Judiciary Committee,
"and I can't help but bring out that this is an excellent example of
what can be accomplished by this Board or any Board. The only pre-
requisites are very simple . . . you have to be willing, individually
and collectively, to accept and work on a responsible assignment
necessary for the betterment of our Village, be willing to keep all
concerned people aware of all information relative to whatever area of
interest is topical and that all facts, inquiries, and general informa-
tion be communicated to all parties involved, be not afraid of but be
solicitous of all fellow involved citizens, employees and/or officials
responsible for any given assignment. This proposed ordinance .amendment
is a good case in point. Your Judiciary, Planning and Zoning Committee
was given this assignment, after much hedging and refusals, only a few
weeks ago. Upon requesting help from our Village Manager, Chuck Willis,
our Village Attorney, Ed Hofert, and our Village Planner, Rolf Campbell,
and our Committee in establishing a very strong policy of no secrets,
teamwork, etc., this complex assignment, requiring a very tight work
schedule, was completed. The Judiciary, Planning and Zoning Committee,
Trustees Keith, Gibson and myself must and do fervently commend Messrs.
Willis, Hofert and Campbell for the many hours, day and night, weekdays
and weekends which they spent with us on this ordinance and the excellent
work which they accomplished. I thank you."
Trustee Gibson stated he wished himself excluded from any credit in the
above project.
Trustee McGrenera recommended that the foregoing document be referred to
the Plan Commission immediately for hearing, whereupon it was moved by
Trustee McGrenera and seconded by Trustee Zettek that the Board authorize
the Village Attorney to present the petition before the Plan Commission
for the adoption of the proposed ordinance as presented. The President
directed the Clerk to call the roll on the motion and upon the roll
being called, the following Trustees answered "AYE" - Chernick, Coney,
Gibson, Keith, McGrenera, Zettek; "NAY" - none; "ABSENT' - none. Where-
upon the President declared the motion carried.
At this time, 9:15 p.m., the President asked if there were any persons
in the audience who wished to address the Board. There being none, a
recess was not called.
A Budget Committee meeting was scheduled for 7:00 p.m. Wednesday,
April 2, 1969.
The Clerk reported receipt of the preliminary and final plats of Higgins
Industrial Park Unit No. 2 and Higgins Road Commercial Unit No. 47.
Copies were distributed of a proposed ordinance annexing the Nelles
property at the northwest corner of Laurel Street and Crest Avenue, where-
upon it was moved by Trustee Chernick and seconded by Trustee Keith that
the Board waive the first reading rule with respect to the foregoing
ordinance. The motion was voted upon by acclamation, whereupon the
President declared the motion carried.

It was moved by Trustee Chernick and seconded by Trustee Keith that
the Board adopt Ordinance No. 610 entitled, "AN ORDINANCE ANNEXING
PROPERTY TO THE VILLAGE OF ELK GROVE VILLAGE LOCATED AT THE NORTHWEST
CORNER OF LAUREL STREET AAD GRE3T AVENUE". The President directed the
Clerk to call the roll on the motion and upon the roll being called,
the following answered "AYE" - Trustees Chernick, Coney, Gibson, Keith,
McGrenera, Zettek; President Pahl; "NAY" - none; "ABSENT" - none.
Whereupon the President declared the motion carried.
IIt was moved by Trustee Chernick and seconded by Trustee Zettek that
1l the Board adopt Ordinance No. 611 entitled, "AN ORDINANCE VACATING
EASEME T FOR SEWER AND DRAINAGE ON LOT 33 IN CENTEX INDUSTRIAL PARK
UNIT NO. 611 . The President directed the Clerk to call the roll on
the motion and upon the roll being called, the following Trustees
answered "AYE" - Chernick, Coney, Gibson, Keith, McGrenera, Zettek;
"NAY" - none; "ABSENT" - none. Whereupon the President declared the
motion carried.
It was moved by Trustee Gibson and seconded by Trustee McGrenera that
the Board adopt Ordinance No. 612 entitled, "AN ORDINANCE AMENDING
THE VILLAGE OF ELK GROVE VILLAGE ZONING ORDINANCE BY AUTHORIZING A
SPECIAL USE PERMIT TO PERMIT A NURSING HOME ON BISNER ROAD 317 FEET
SOUTH OF BIESTERFIELD ROAD".
The foregoing motion was amended to read that the Board take from the
table the motion to adopt an ordinance entitled, "AN ORDINANCE AMENDING
THE VILLAGE OF ELK GROVE VILLAGE ZONING ORDINANCE BY AUTHORIZING A
SPECIAL USE PERMIT TO PERMIT A NURSING HOME ON BISNER ROAD 317 FEET
SOUTH OF BIESTERFIELD ROAD".
Following discussion, it was moved by Trustee Gibson and seconded by
Trustee Zettek that Section 1 of the Ordinance be amended to include
the following: "and to the additional condition that a street twenty-
eight (28') feet in width (as measured back to back) be installed as
{l an extension of Bisner Road from Biesterfield Road to Bristol Lane".
The President directed the Clerk to call the roll on the amendment to
the motion and upon the roll being called, the following Trustees
answered "AYE" - Chernick, Coney, Gibson, Keith, McGrenera, Zettek;
"NAY" - none; "ABSENT" - none. Whereupon the President declared the
motion carried.
It was moved by Trustee Zettek and seconded by Trustee Coney that the
Board adopt Ordinance No. 612 entitled, "AN ORDINANCE AMENDING THE
VILLAGE OF ELK GROVE VILLAGE ZONING ORDINANCE BY AUTHORIZING A SPECIAL
USE PERMIT 10 PERMIT A NURSING HOME ON BISNER ROAD 317 FEET SOUTH OF
BIESTERFIELD ROAD, AS AMENDED". The President directed the Clerk to
call the roll on the motion and upon the roll being called, the following
Trustees answered "AYE" - Chernick, Coney, Gibson, Keith, McGrenera,
Zettek; "NAY" - none; "ABSENT" - none. Whereupon the President declared
the motion carried.
Trustee Zettek requested an executive session of the Village Board
following this meeting on the selection of a replacement for Public
Works Director, Frank Krebs who has resigned.
It was moved by Trustee Keith and seconded by Trustee Coney that the
meeting be adjourned. The motion was voted upon by acclamation, where-
upon the President declared the motion carried and the meeting adjourned
at 10:05 p.m.
