HomeMy WebLinkAboutVILLAGE BOARD - 03/14/1966 - SPECIAL MEETING MINUTES OF A SPECIAL MEETING OF THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON MARCH 14, 1966. President Pahl called the meeting to order at 8:10 p. m, in the Municipal Building in said Village and directed the Village Clerk to call the roll. Upon the roll being called the following Trustees answered "PRESENT" - Ronald L. Chernicki George C. Coney, Thotias A. Garrity, Ralph A. Lewis, George E. Mullen, Charles J. Zettek. Attorney Hofert was present at this meeting. The following persons also were present: Plan Commission Chairman Steve Schwellenbach, Plan Commission members Richard McGrenera, William Ballard and Jack T. Denney, and Tec-Search Represent- ative Rolf Campbell. The Clerk read a notice from the Village President requesting a special meeting of the Board of Trustees to be held at 8:00 p. m. Monday, March 14, 1966 in the Municipal Building for the purpose of discussing the proposed change in the A-2 Multiple Family Dwelling District Regulations of the Zoning Ordinance. The Clerk said that notice of this meeting was not served to each Trustee inasmuch as all were present at the regular meeting of March 8th when this meeting was scheduled. Mr. Jack Martin; Assistant to the Superinterideht of Elk Grove Township High School District 214 addressed the Board briefly and Bsid that they have not been adversely effected by apartmeht developments& *& A. M. (Bud) Bernstein, PresiAent of the B6ald of Education of School District 59, said that the apartment developments in their district have not produced the problems they had anticipated and that they have no specific objections to the proposed zoning before the Village Board, The Board then discussed the question of apartment density and the recommendation of the Plan Commission which was reported in the March 8th minutes. It was moved by Trustee Zettek and seconded by Trustee Chernick that the Board instruct the Village Attorney to amend the A-2 zoning classification in accor- dance with the recommendation and stated controls as recommended by the Plan Commission. In reply to Trustee Garrity, Attorney Hofert said that it is his opinion that another public hearing is required prior to the adoption of the ordinance to be prepared in accordance with the above direction. (The first hearing was on a density of 12 units per acre, the above will result in a density of 20. ) It was moved by Trustee Garrity and seconded by Trustee Coney that the fore- going motion be amended to include the preparation of a resolution by the Attorney stating that in future matters of multiple family zoning this Board and the Plan Commission will be guided by a strict interpretation of the comprehensive plan and that a copy of the resolution be made a part of the comprehensive plan. The President directed the Clerk to call the roll on the amendment to the motion. Upon the roll being called the following Trustees answered "AYE" - Chernick, Coney, Garrity, Lewis; "NAY" - Mullen, Zettek; "ABSENT" - none. ,Whereupon the President declared the amendment carried. The President directed the Clerk to call the roll on the following amended motion: that the Board instruct the Village Attorney to amend the A-2 zoning classification in accordance with the recommendation and stated controls as recommended by the Plan Commission, and that the Attorney prepare a resolution stating that in future matters of multiple family zoning, this Board and the Plan Commission will be guided by a strict interpretation of the comprehensive plan and that a copy of the resolution be made a part of the comprehensive plan. Upon the roll being called the following Trustees answered "AYE" - Chernick, Coney, Garrity, Zettek; -NAY" - Lewis and Mullen; "ABSENT" - none, Whereupon the President declared the amended motion carried. - 1 - Special 3-14-66 It was moved by Trustee Coney and seconded by Trustee Lewis that the meeting be adjourned.
