THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON April 22, 1991
Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in
the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and
noted for the record that the following were present: Alan J. Shapiro,
DDS and H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of March 25, 1991 be approved as submitted and that the Board
dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
NEW BUSINESS
The Chairman announced that due to the Memorial Day Holiday, on
May 27, 1991, the re alar scheduled meetingof the Board of Fire and
Police Commissioners wi a tante ed. Notice will be sent to the
Village Clerk's Office.
CORRESPONDENCE
Dr. Shapiro presented aresi nation letter to the Board of
Commissioners from Police Officer Genn Davenport. Officer
Davenport resigned effective April 22, 1991 stating economic reasons
for his decision. Dr. Shapiro motioned to accept the resignation.
Seconded by Goldsmith. Chairman Bantner declared the motion carried.
Police Candidate, Terence R. Kelly> sent correspondence

eliminated from eligibility for the Police Officer position.
Discussion followed relating that failure was due to medical results.
Chairman Gayle Bantner stated that clarification of medical results are
to be made by the examining doctor. Staff was requested to send a
letter to Mr. Kelly explaining the Fire and Police Commission policy.
Dr. Shapiro reviewed memos, dated April 11, 1991, requesting the
Fire and Police Chiefs for information and/or comments regarding
probationary employees. There are 5 firefighters and 13 police
officers to be reviewed. Chairman Bantner instructed staff to contact
the Departments for their replies. It was the consensus of the Board
not to interview the employees unless a specific problem is outlined by
the Chiefs.

A written reprimand to a Police Officer, from Chief
Engelbrec tom, for failure to appear in court, was read for the record.
Same will be filed in the employee's file.
The Commissioners signed Commission Cards.
Presentation and Approval of Invoices
Commissioner Goldsmith presented the following invoices for
authorization of payment:
David Christiansen (3-28-91) $ 800.00
for Rules and Regulations
Emanuel Semerad, M.D.
Orthopedic Physican $ 105.00
Orthopedic exam -John Rose, FF candidate
Charles Boyaian, M.D. (4-3-91) $5,810.00

6 police candidates
It was moved by Dr. Shapiro and seconded by H. Robert Goldsmith
that the Board authorize the disbursement of funds for payment. The
The motion was voted upon by acclamation; whereupon the Chairman
declared the motion carried.
PENDING
REVISED RULES AND REGULATIONS
Chairman Bantner announced that further discussion is needed on
the revised Rules and Re ulations based on comments sent by the
Village Manager, PersonneOfficer and Village Attorney. The new rules
and regulations will continue to be considered in draft form. Chairman
Bantner instructed staff to contact the Village Manager's Office and
arrange a meeting with the Village Manager, Personnel Officer, Village
Attorney, Board of Fire and Police Commissioners and Fire and Police
Attorney on any Wednesday in May, 1991.

CHAIRMAN'S REPORT
It was noted for the record the Fire and Police Commission met on
the following dates for the purpose of Oral Interviews:
March 4, 1991 - Firefighter candidates
March 11, 1991- firefighter candidates
March 16, 1991- Police candidates
March 25, 1991- Police candidate
Adjournment
It was moved by Chairman Bantner and seconded by Alan J. Shapiro,
DDS that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 10:15 p.m.
