THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON June 24, 1991
Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in
the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and
noted for the record that the following were present: Alan J. Shapiro,
DDS and H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of April 22, 1991 be approved as submitted and that the Board
dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
NEW BUSINESS
Fire Captain Exam
Chief MacArthur was in attendance to discuss various testing in
the Fire Department. A September 1991 date has been selected for
the Captain's Exam. Chief MacArthur will confirm a specific
date at a later time.
Future Firefighter Exam
The following dates have been selected for the Firefighter
Testing
Orientation: Saturday, October 19, 1991
Written est: Saturday, October 26, 1991
CORRESPONDENCE
A. The Village Manager wrote a memo, dated May 9, 1991 ,
announcing the temporary appointment of Police Officer
Richard Cribben to Sergeant. Gribben will remain in the
Sergeant classification for six months or until Sgt. Ken
Krzywicki returns from Sick Leave status.
B. Four Written Reprimands to Police personnel , issued by
Chief F. Engelbrecht, were reviewed by the Commissioners. One
Notice of Suspension (Police) was also reviewed. Copies
will be filed in each personnel
file.
C. A copy of Village Ordinance 2153 passed on April 23, 1991,
changing the classification title of Division Commander to
Deputy Chief was read for the record.

D. An information packet from the ILLINOIS LOCAL GOVERNMENT LAW
ENFORCEMENT OFFICERS TRAINING BOARD, dated 11/10/87,
regarding implementation and administration of Physical
Fitness Standards for Illinois Peace Officers, was
discussed. Staff has been requested to obtain clearer copies
and forward to the Commissioners for further review and
discussion .
E. A letter and information packet sent to Chairman Bantner from
Stanard and Assoc. Inc. on police selection testing was
reviewed.
No further action will be taken.
F. A request from the Village of Itasca for a copy of Elk
Grove Village's standard application was approved.
PENDING
Meeting Reouests
Chaiman Bantner examined several letters from candidates who are
requesting further discussion with the Commission regarding their
exams. Chairman Bantner explained the policy of the Fire and
Police Commission is to deny requests to discuss or review exams,
except in exceptional conditions. Requests will be noted and
filed in the appropriate personnel file but will not be
acknowledged by the Commission.
Police Eligibility List
Dr. Shapiro referenced a memo regarding Mr. E. Thomas, candidate
for the Police Officer position. Mr. Thomas will be getting
married on October 10, 1991 and inquired whether he would be
eligible for any vacation time if he were hired in July.
Chairman Bantner re ate—d t-Fat probationary employees are not
eligible for vacation time until completion of one year
employment.Employees who are hired after July 1 are eligible to
take two Floating Holidays within the probationary period. Mr.
Thomas will be contacted by staff and informed of the above
vacation policy.
Fire Eligibility List
Chairman acknowledged that candidates Ferguson and Koehn have been
sent for medical exams. Until the results of those exams are
received by the Commissioners no other candidates will be
contacted. A tentative hire date of July 29, 1991 has been
requested by the Fire Chief.

Rules and Regulations
A meeting has been re-scheduled with the Village Manager,
Personnel Officer, Village Attorney, and Peter A. Felice on
Monday, August 26, 1991 at 8:00 p.m. to discuss the revision of
the Rules and Regulations.

Color vision test-Brian Sokniewicz FF
* A brief discussion followed the reading of the bills. Chairman
Bantner questioned the responsibility of the Village to pay for the
color vision test for Brian Sokniewicz. Chairman Bantner said color
screening tests at the University are an option of the candidate and
should be paid by the applicant. Dr. Boyajian is the determining
recommendation and the U of Illinois will be considered a second
opinion. Commissioner Goldsmith pointed out that the candidate had
been referred to the University by Dr. Boyajian and, therefore, the
Village should be responsible for this particular invoice. Dr. Shapiro
noted same. Consensus of the Board is that the bill will be approved
and Dr. Boyajian will be contacted by the Commissioners to discuss the
above policy. The Board of Commissioners' policy will remain
consistent with past practices of referring further eye exams to Dr.

Kresca. Payment to Dr. Kresca will be the responsibility of the
Village of Elk Grove Village.
It was moved by Dr. Shapiro and seconded by H. Robert Goldsmith
that the Board authorize the disbursement of funds for payment. The
motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.
Adjournment
It was moved by Chairman Bantner and seconded by Alan J. Shapiro,
DDS that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 11:30 p.m.
