OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JULY 22, 1991
Chairman Gayle B. Bantner called the meeting to order at 9:00 p.m. in
the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and
noted for the record that the following were present: Alan J. Shapiro,
DDS and H. Robert Goldsmith, Peter Felice, Attorney.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of June 24, 1991 be approved as submitted and that the Board
dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
NEW BUSINESS
The regular scheduled meeting of the Board of Fire and Police
.Commission on Monday, September 23, 1991 has been rescheduled to
September 30, 1991.
Fire Captain Exam
A date of September 30, 1991 at 6 p.m. has been designated for the
Fire Captain exam. This date was selected based on the
availability of all the Fire Lieutenants.
Chairman Bantner received a letter from Mr. David E. Christensen,
PCI Fire Division, offering the Village "EXPERT PANEL REVIEW" on the
evening of the Captain's test. It was stated by Peter Felice there has
never been a question to the integrity of our tests and PCI ' s offer is
not necessary. Staff was instructed to send PCI a letter declining
their services. Dr. Shapiro motioned that the Commission decline

PCI 's offer; seconded by Commissioner Goldsmith. Chairman Bantner
stated the motion was carried by unanimous vote.
Orders of Suspension
Two letters of suspension were received from the Police Chief.
The letters were reviewed by the Commissioners and filed in the
employee's personnel file.
New Employees
Edward J. Thomas was been appointed to the office of Police
Officer on July 15, 1991.
Randall P. Nelson will be appointed to the office of Police
Officer on July 29, 1991.
Roger A Ferguson will be appointed to the office of Firefighter
on Monday August 12, 1991.
CORRESPONDENCE
Probationary Reviews
Letters to the Fire and Police Chiefs have been prepared
requesting comments regarding four firefighters hired on November
19, 1990 and one police officer hired on November 12, 1990. A
tentative date of August 26, 1991 (7:30 p.m.) has been set aside
for interviews with the five employees.
A letter to Ralph DeFreece, Jr. , firefighter candidate, was signed
by Dr. Shapiro denying Mr. DeFreece's request for an interview.

PENDING
The Hearing of Complaint against Police Officer Kvidera held on
July 22, 1991, 8:00 p.m. has been continued until 8:00 p.m. on
August 28, 1991.
Presentation and Approval of Invoices
Commissioner Shapiro presented the following invoices for
authorization of payment:

Note: A purchase reo.uisition was approved for automatic payment
of Felice's monthly retainer from May 1991 through December

1991. It was felt this method would result in a more timely
schedule of payments.
It was moved by Dr. Shapiro and seconded by H. Robert Goldsmith that
the Board authorize the disbursement of funds for payment. The
motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.
Adjournment
It was moved by Chairman Bantner and seconded by Alan J. Shapiro,
DDS that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 11:30 p.m.

Dear Mr. Christensen:
Thank you for your letter of July 16, 1991. While our testing
process has never been questioned as to either its validity or
integrity, we feel anything that has been done blatant you would be
sure to point out.
In light of the fact that there has never been a question as to
our test process , we must respectfully decline unless you otherwise
advise us that there exists some problem with respect to any blatant
error being committed by us. Again, thank you for your cooperation and
any insight you may wish to further render.
