MINUTES OF THE REGULAR MEETING OF
THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON AUGUST 26, 1991
Chairman Gayle B. Bantner called the meeting to order at 7:30 p.m.
in the Municipal Building, 901 Wellington Avenue, Elk Grove Village,
and noted for the record that the following were present: Alan J.
Shapiro, DDS and H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of July 22, 1991 be approved as submitted and that the Board
dispense WiTh the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
NEW BUSINESS
The Commission held six month probationary interviews with Police
Officer Michael Ryan (7:30 p.m. ) and Firefighters Monica Ciccone, Peter
Gutzmer, Howard Hall and Victor Jackobsons (7:45 p.m. )
At 8:00 p.m. Dave Christianson, Attorneys George Knickerbocker and
Peter Felice, Village Manager Charles A. Willis and Personnel Officer
Richard Olson joined tho Commissioners to discuss the second draft of
the RULES AND REGULATIONS OF THE BOARD OF FIRE AND POLICE
COMMISSIONERS. The attorneys will revise the language concerning
demotions and probatiorary extensions. When completed and submitted
to the Commissioners, a third draft will be produced.
A request by Fire Chief MacArthur to review the Firefi liter
Information Sheet, revised in May 1990, was discussed lice
recommends adding the phrase ". . .Collective Bargaining Agreement
exists" to the Police Information Sheet and "Equal Opportunity
Employer/Affirmative Action" to both the Fire and Police sheets. The
Commissioners directed staff to meet with Richard Olson to further add
appropriate wording for "pay raises"
George Knickerbocker, Peter Felice, Charles Willis and Richard
Olson left the meeting at 11 :00 p.m.
CORRESPONDENCE
The Board of Fire am Police Commissioners reviewed a letter of
refusal from firefighter andidate Glenn Andreoni . Mr. Andreoni has
been hired by Mount Prospect Fire Department. Mr. Andreoni ' s letter has
been acknowledged.

Fire Chief James D. MacArthur has forwarded correspondence asking
for the definition of "Residency" in regards to Sworn Personnel .
Dr. Shapiro confirmed, as stated in the July 22, 1991 minutes, the
regular scheduled meeting of the Board of Fire and Police Commission
has been rescheduled from September 23, 1991 to September 30, 1991
for the Fire Captains' Examination at 6:00 p.m.
Orders of Suspension and Discipline
One Written Reprimand dated 7/23/91, received from the Police
Chief, (R9-9- Inattention to Duty by a Police Officer) was reviewed
by the Commissioners. Same will be filed in the employee' s file.
One Notice of Sus eon dated 7/29/91 , for a period of two days
(violation o t e u es o onduct- Disobedience of an order and
Failure to operate Village vehicles in a safe manner) was noted and
will be filed in the Police Officer' s file.
Presentation and Approval of Invoices
Commissioner Shapiro presented the following invoices for
authorization of payment:
Theodore Polygraph Service Police Applicant. 60.00
Dr. Charles J. Ma ee
Scott Kusc re -Police Applicant 125.00

It was moved by Dr. Shapiro and seconded by H. Robert Goldsmith that
the Board authorize the disbursement of funds for payment. The
motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.
Chairman Bantner reserved Monday, September 11, 1991 for a meeting
with Chief MacArthur and Deputy Chief Clark for further discussion on
the Information Sheet and Residency question and to interview a police
officer candidate. Staff was directed to contact all parties.

Adjournment
It was moved by Robert Goldsmith and seconded by Alan J. Shapiro,
the meeting be adjourned. The motion was voted upon by acclamation;
whereupon the Chairman declared the motion carried. The meeting
adjourned at 11 :35 p.m.
