MINUTES OF THE REGULAR MEETING OF
THE BOARD OF FIRE AND POLICE COMMISSION
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON JANUARY 27, 1992
Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in
the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and
noted for the record that the following were present: Alan J.
Shapiro, DDS, H. Robert Goldsmith.
It was moved by Mr. Goldsmith and seconded by Mr. Shapiro that the
minutes of November 25, 1991 be approved as submitted and that the
Board dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.

A memo address to Mr. Willis and the Director of Finance was discuss
for the propose of allowing Evelyne Layton, Secretary, to be given
authorization to sign and forward invoices for payment to Finance, so
payments are paid in a timely order. The memo was voted upon and moved
by Alan J. Shapiro and seconded by H. Robert Goldsmith for approval ,
was signed by Chairman Bantner.
It was moved by H. Robert Goldsmith and seconded by Alan J. Shapiro
that the Board authorize the disbursement of funds for payment. The
motion was voted by acclamation; whereupon the Chairman declared the
motion carried.
CORRESPONDENCE
On December 31 , 1991 Police Officer Edwin Medina received a written
reprimand from the Chief of Police for Disobedience of an order,
written or oral .
Police Officer Kenneth Kvidera was suspended by the Chief of Police
for 2 days for failure to follow rules and regulations of the written
procedure of the search of the prisoner under circumstances, and the
reporting requirements.
Police Officer Thomas Sturgulewski received a 1 day suspension for
failure to perform a duty, failure to adequately secure, use, care for
and maintain property or equipment.
Officer Vincent Lopez received a written reprimand from the Chief of
Police for failure to be prompt for duty assignment including roll call
and court appearance.
Sergeant Richard Cribben was suspended by the Chief of Police for 1
day for insubordination or disrespect toward a supervisory member and
incompetency or inefficiency in the performance of duty.

Sergeant James Kennedy received a written reprimand form the Chief of
Police for incompetency or inefficiency in the performance of duty.
Officer Matthew FioRito received a written reprimand from the Chief
of Police for failure adequately to secure and care for department
property.
Officer Michael G. Halpin received a Certificate from the State of
Illinois for the completion of Breath-Alcohol Testing.
Police Officers Kathryn Pavletic, George Schumert and James P.
Lancaster received from North East Multi-Regional Training a letter
and Certificate for recognition of excellence in Narcotics
Investigation Training.
The Commissioners received a thank you letter from fire applicant Kevin
Eastman.
Letters of inquiry were received from Chris Slowik and SFC Jason
Croeiata for information on the employment of being a police officer
with Elk Grove Village. Standard information sent to them.
Letter received from City of Chicago Department of Police for
information on a current probationary police officer in Chicago, do not
release any information.
Survey received from the Village of Lisle asking the Fire and Police
Commissioners to participate - the Commissioners discussed and all
agreed to disregard, second by H. Robert Goldsmith.
Chicago Police Department inquiry on candidate in 1982 for Elk Grove
Village. Do not respond.
Commissioners went into Executive Session:
Had Six Months reviews with:
PO Edward J. Thomas
PO Randall P. Nelson
One year probationary F/F Victor Jakobsons to be hired as
permanent employee.
Work on rules again-correction-have rules adopted. Have David
Christianson write up send to attorney's if all are in agreement.

ADJOURNMENT
It was moved by Chairman Bantner and seconded by Alan J. Shapiro,
DDS that the meeting be .adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 10:45 p.m.
