MINUTES OF THE REGULAR MEETING OFyyuu����
THE BOARD OF FIRE AND POLICE COMMIS PEW OFFMM
OF THE VILLAGE OF ELK. GROVE VILLAGE
HELD ON February 24, 1992
Chairman Gayle B. Bantner called the meeting to order at 7:30 p.m. in
the Municipal Building, 901 Wellington Avenue, Elk Greve Village, and
noted for the record that the following were present: Alan J.
Shapiro, DDS, H. Robert Goldsmith.
Commissioners went into executive session:
Six month review with F/F Roger A. Ferguson.
A meeting with Assistant Village Manager, Gary Parrin.
On completion of executive session regular meeting continued.
It was moved by Mr. Goldsmith and seconded by Mr. Shapiro that the
minutes of January 27 , 1992 be approved as submitted and that the Board
dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES

For preparation of all documents &
filing of the Kvidera Case
Total Amount of Bills $ 1 ,250.00
It was moved by H. Robert Goldsmith and seconded by Alan J. Shapiro
that the Board authorize the disbursement of funds for payment. The
motion was voted by acclamation; whereupon the Chairman declared the
motion carried.
CORRESPONDENCE
A Notice of Suspension to Officer Anthony Cimino for two days on
misconduct of a police officer.
Written reprimand for the following police officers:
PO Thomas Sturgulewski for inattention to duty.
PO Amelia Reeves for Incompetency or inefficiency in the
performance of duty.
PO Thomas Sturgulewski for failure to adequately secure,
use, care for, and maintain property or equipment.

PO Jeffrey Andrzejewski for failure to appear in court
when required or scheduled.
PO Rebecca Scepurek for failure to adequately secure, use
or care for Department property or equipment.
The following officers received certificates or a degree for completion
of training for the police department:
Sgt. Michael D. Kirkpatrick received a Certificate from
Northwestern University Traffic Institute for DUI Program
Management
Sgt. Anthony M. Konetzke received a Degree of Bachelor of
Arts from Northern Illinois University
Lt. John G. Bantner received a Certificate from Northwestern
University Traffic Institute for Commander's Course on Hostage
Incidents
Sgt. Lawrence Hammar received a Certificate from Northwestern
University Traffic Institute for Commander's Course on Hostage
Incidents
Officer Warren Hoody received a Certificate from John E. Reid
and Associates of Chicago on completion of The Reid Technique of
Interviewing and Interrogation
Officer George Winkler received a Certificate from North East
Multi-Regional Training on completion of Clandestine Laboratories
Officers Warren Moody and George Winkler received Certificates
from Northwest Police Academy on the completion of Criminal
Interrogations and Behavioral Interviews
Sgt. Michael Kirkpatrick received a Certificate from North East
Multi-Regional Training for completion in Managing Police
Traffic Services
Officer Michael Halpin received a Certificate from North East
Multi-Regional Training for completion in Breath Alcohol Testing
Two letters were received from firefighter applicants:
Gregory M. Powers thanking the Commissioners for the interview and
requesting his name be removed from the list of consideration.
Michael J. Clarke wrote requesting the Commissioners remove his
name from our list for consideration, he was hired by Bartlett and
Countryside Fire Protection District.

An invitation was received to attend the City of Oakbrook Terrace
Fire & Police Commission meeting with light supper on February 22, 1992.
Illinois Fire Chiefs Association forwarded a schedule for the
Assessment Center to be held on February 17, 1992 for the Captains Test.
The Commissioners received the results on the Assessment Center held
on February 17, 1992 for the Captains Test of the Fire Department.
A copy of the Fire Control Digest was forwarded to the Commissioners
from the Fire Chief with an article on the new ADA laws.
NEW BUSINESS
Received a letter from Sgt. Kenneth Krzywicki who is applying for
retirement as of March 1, 1992. A letter will be sent to Sgt.
Krzywicki accepting his request.
A complaint has been filed against Elk Grove for discrimination by
Denard Wade. Attorney George Knickerbocker has been contacted and
copies have been faxed to police consultants.
A meeting has been set for March 16, 1992, to work on Rules and
Regulations.
ADJOURNMENT
It was moved by Chairman Bantner and seconded by Alan J. Shapiro,
DDS that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 10:45 p.m.
