RYAN MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSION OF THE VILLAGE OF ELK GROVE VILLAGE 14ELD ON June 29,1992 Chairman Gayle B. Bantner called the meeting to order at 7:30 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, H. Robert Goldsmith. It was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the minutes of May 18, 1992 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. EXECUTIVE SESSION One year probationary review with Police Officer Edward Thomas. Officer Thomas has been appointment to permanent status with the Elk Grove Village Police Department effective July 15, 1992 PRESENTATION AND APPROVAL OF INVOICES Speed-E-Arrow $ 66.00 Letterhead for Fire & Police Commission. Dr. Charles Boyajian 830.00 For Exams of Police Applicants George Moujouros & Robert Podkowa at $415.00 ea. Theodore Polygraph Service 240.00 For 4 Police Applicants Sonya Harper George Moujouros Robert Podkowa Michael Boyda at $60.00 ea. Peter Felice 2,875.00 The Kvidera Case 23 Hours Total of Bills paid $4,011.00 It was moved by Dr. Shapiro and seconded by H. Robert Goldsmith that the Board authorize the disbursement of funds for payment. The motion was voted by acclamation; whereupon the Chairman declared the motion carried. Fire and Police Co,....J�sion Minutes June 29, 1992 NEW BUSINESS: Appeal hearing continued to July 27, 1992 at 8:00 p.m. for Police Officer Michael R. Ryan. CORRESPONDENCE Letter of resignation received from Police Officer John L. Witkowski and letter sent to Mr. Witkowski accepting his resignation. Notice of Suspension from Chief Engelbrecht for one day on Police Officer Thomas Sturgulewski for failure to be prompt for duty assignment including roll call and court appearance. Notice of Suspension from Chief Engelbrecht for one day on Police Officer Kevin Roeske for failure to be prompt for duty assignment, including roll call and court appearance. Notice of Written Reprimand given to Police Officer Patrick Evans for failure to adequately secure, use, care for, and maintain property or equipment. Notice of Written Reprimand given to Police Officer Michael Gaspari for inattention to duty. Letter received from Police Sergeant Donald Jones announcing his retirement as of June 25, 1992. Letter sent to Sergeant Jones accepting his notice and wishing him well . Memo from Chief Engelbrecht sent to Assistant Village Manager Gary Parrin requesting authority to promote next eligible person on Sergeant list to fill vacancy left by Sgt. Jones retirement, which is David Naumann. Memo forward to Fire and Police Commission asking this vacancy be filled. Letter sent to Officer Naumann informing him of his promotion. Copy of letter received from Peter Felice' s office sent to PCI with request for changes in Rules and Regulations for final . PENDING Captains interviews. - No opening at this time will delay for a time on handling. Next meeting of the Board will be July 13, 1992 at 8:00 p.m. for Oral interviews with five Firefighter Applicants. Next regular meeting will be held July 27, 1992 at 7:30 p.m. Fire and Police Co—ission Minutes June 29, 1992 ADJOURNMENT It was moved by Alan J. Shapiro and seconded by H. Robert Goldsmith that the meeting be adjourned. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried and the meeting adjourned. RYAN BEFORE THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON June 29, 1992 Chairman Gayle B. Bantner called the meeting to order at 7:30 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, H. Robert Goldsmith and Peter Felice. This meeting was called for an Appeal for suspension of Police Officer Michael R. Ryan on a three day suspension without pay for failure to perform a duty; failure to adequately secure use, care for and maintain property or equipment, and failure to operate Village vehicles in a safe and prudent manner, or to obey related traffic laws. Peter Felice, attorney for the Fire and Police Commission was contacted by Officer Ryan's attorney, Terry Sullivan, stating he was unable to attending meeting scheduled for 7:30 p.m. June 29, 1992 and requested appeal be continued to a later date. Mr. Felice in turn advised Mr. Knickerbocker, Village Attorney of the meeting being cancelled and Mr. Sullivan ask for a waive of the 30 days hearing, which was granted and the hearing has been rescheduled for 8:00 p.m. , Monday, July 27, 1992. Adjournment It was moved by Peter Felice and seconded by H. Robert Goldsmith that the meeting be adjourned.
