HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 08/24/1992 - (RECEIVED SEP 2 2 1992 MIUABE CLERKS OFFICE MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSION OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON August 24,1992 Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m, in the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, H. Robert Goldsmith. There were corrections requested to the minutes of July 27, 1992, before being signed. Dr. Shapiro read from the sections of the minutes that were to be corrected, after further discussion the minutes were approved at which time it was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the minutes of July 27, 1992 be approved, resubmitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. The minutes for the Ryan Appeal hearing were prepared by Peter Felice and signed, but Consent Order was not attached as stated. Instructions given to request one for our files. PRESENTATION AND APPROVAL OF INVOICES Peter A. Felice $ 819.50 Michael Ryan Appeal Case Peter A. Felice 562.50 Kenneth Kvidera Case Dr. Charles Boyajian 1,245.00 For pre-employment Medicals for four F/F Candidates at $415 ea. Dr. Charles Boyajian 415.00 For pre-employment Medical for one Police Candidate Total of Bills paid $3,042.00 It was moved by H. Robert Goldsmith and seconded by Dr. Shapiro that the Board authorize the disbursement of funds for payment. The motion was voted by acclamation; w ereupon the Chairman declared the motion carried. NEW BUSINESS The regular scheduled meeting on September 28, 1992 for the Fire and Police Commission has been canceled and rescheduled for September 21, 1992 at 8:00 p.m. Fire and Police Commission Minutes August 24, 1992 Have one year probationary reviews scheduled for 8:00 p.m. and 8:15 p.m. , which there are two. Schedule oral interviews for the four(4) Fire Lieutenants who passed the Captains exam. They are: Miller - 8:30 p.m. , Denna - 9:00 p.m. , Pilkington - 9:30 p.m. and Goostree - 10:00 p.m. CORRESPONDENCE Three letters on medical reports for the three new firefighters was received from Dr. Boyajian ' s office. Suspension notices issued by Chief Engelbrecht; one for one day for being absent from duty without proper authorization, one for two days for failure to be prompt for duty assignment including roll call and court appearance, this one is the third such notice in a short time period, and the third one was for two days for failure to perform a duty, failure to adequately secure, use, care for and maintain property or equipment, failure to operate Village vehicles in a safe and prudent manner, or to obey related traffic laws. Suspension notice issued by Chief MacArthur on August 20, 1992 for three days for failure to abide by address residency and residency probationary period. Memo from Deputy Chief Clarke on August 12, 1992, giving warning of compliance with the Village's residency law, must comply within the next six months. Written reprimand issued by Chief Engelbrecht on August 17, 1992, for failure to operate Village vehicles in a safe and prudent manner; or to obey related traffic laws. Chief Engelbrecht received a letter from the Village of Lisle requesting for the Police Department to participate in a survey on written examination of hiring a police officer. The Chief forwarded the letter to the Fire and Police Commission, with discussion from the Commissioners they chose to ignore request and all other request. Received the briefs on the Kvidera Appeal from Peter Felice and the judge totally reversed decision on each charge. OLD BUSINESS zk^Fr Rules and Regulations - Results of the final^ have been sent to the Village Attorney to obtain the Village Boards approval . Check with attorney to see when they are being placed on the agenda. New testing for the Police Department for Officers, only two(2) left on Eligibility List. Arrange meeting with Deputy Chief Schmidt to discuss target dates for the testing and how it is to be planned. Meeting for October 5, 1992 at 8:00 p.m. Fire and Police (,..,,mission Minutes August 24, 1992 Arrange meeting with Chairman of Fire and Police Pension Boards for October 26, 1992 at 8 p.m. Contact Chief MacArthur on testing for Fire Lieutenants no list at this time. Next regular meeting will be held September 21, 1992 at 8:00 p.m. ADJOURNMENT It was moved by H. Robert Goldsmith and seconded by Alan J. Shapiro that the meeting be adjourned.
