HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 11/23/1992 - MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON NOVEMBER 23, 1992 Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS and H. Robert Goldsmith. It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the minutes of October 26, 1992 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. EXECUTIVE SESSION Police Officer Carl W. Dover was interviewed for his one year probationary review and Officer Dover was granted permanent status with the Elk Grove Police Department effective December 30, 1992. The Board continued their regular meeting. PRESENTATION AND APPROVAL OF INVOICES Peter A. Felice and Associates $1,500.00 Re: Special meetings Amendments of Rules & Regulations Pension Board Trustees Village President, Village Manager Village Attorney Telephone Conferences, preparation of of minutes, correspondence 12 hrs. @ $125/hr. Speed-E-Arrow Press 46.50 500 Application Cards for records of Fire & Police statistics Total Bills $1,546.50 It was moved by H. Robert Goldsmith and seconded by Dr. Shapiro that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation; w ereupon the Chairman declared the motion carried. Fire and Police immission Minutes November 23, 1992 Page 2 CORRESPONDENCE Police Chief Engelbrecht issued a Notice of Suspension on October 23, 1992 for a period of two(2) days for the following: Rules of Conduct - 1. Any action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the Department. 2. Failure to perform a duty. 3. Incompetency or inefficiency in the performance of duty. 4. Failure to inventory and process recovered property in conformance with Department orders. Police Chief Engelbrecht issued three(3) Written Reprimands for the following: 1. On October 30, 1992. Any action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the Department. 2. On November 16, 1992. Failure to appear in court when required or scheduled. 3. On November 16, 1992. Failure to be prompt for duty assignment including roll call and court appearance. A memo from the Chief of Police requesting permission from the Village Manager to fill vacancy that was created with the resignation of Officer Amelia Reeves. Also the Manager' s approval . A memo from the Chief of Police giving information and notice of Probationary Police Officer Sonya Harper termination on November 11, 1992. A memo from the Chief of Police requesting permission from the Village Manager to fill vacancy that was created with the termination of Probationary Officer Sonya Harper. Manager gave approval . A memo from the Chief of Fire giving detail information on the reorganization of the Fire Department. Fire and Police Cr ission Minutes November 23, 1992 Page 3 Next meeting is scheduled for December 21, 1992 at the Fire Administration Building at 8:00 p.m. Adjournment It was moved by H. Robert Goldsmith and seconded by Alan J. Shapiro, DDS that the meeting be adjourned.
