THE BOARD OF FIRE AND POLICE COMMISSIONER

HELD ON DECEMBER 21, 1992 1,

Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m. in
the Fire Administration Building, 901 Brantwood Boulevard, Elk Grove
Village, for the purpose of administrating the Fire Lieutenants test,
and noted for the record that the following were present: Alan J.
Shapiro, DDS and H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of November 23, 1992 be approved as submitted and that the
Board dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
Charles Boyajian, M.D. $ 830.00
Pre-employment medical exams for:
Frank Vrchota $415.00
Patrick Hayes $415.00
Peter A. Felice & Associates 280.00
Retainer fees for:
November & December 92 $140.00 ea.
Peter A. Felice & Associates 187.50
Professional services rendered for:
Thaddeus Popielewski
Total Bills $1,297.50
It was moved by H. Robert Goldsmith and seconded by Dr. Shapiro
that the Board authorize the disbursement of funds for payment. The
motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.
EXECUTIVE SESSION
To hold six month reviews for the following Police Officers:

Robert S. Podkowa

CORRESPONDENCE
On November 23, 1992, Police Chief Engelbrecht issued a Notice of
Suspension to an officer for a one day suspension for failure to
adequately secure, use, care for, and maintain property or equipment.
On November 30, 1992, Police Chief Engelbrecht issued a Notice of
Suspension to an officer for a one day suspension for failure to appear
in court when required or scheduled.
On December 3, 1992, Police Chief Engelbrecht issued two Written
Reprimands to two separate officers for inattention to duty.
On December 11 and 18, 1992, Police Chief Engelbrecht issued
Written Reprimands to two separate officers for failure to be in court
when scheduled or required.
On December 15, 1992, Police Chief Engelbrecht issued a Written
Reprimand to an officer for failure to operate Village vehicles in a
safe and prudent manner, or to obey related traffic laws.
On December 10, 1992, this office received a copy of
correspondence from Peter Felice, Fire and Police Commission attorney,
in response to a suspension memo from Fire Chief MacArthur of a
firefighter for non-notification of outside employment by firefighter.
Also, from the firefighter was a letter requesting an appeal to
suspension. The request was written and received past the five days
allowance for such request. Attorney Felice stated that there would
not be a hearing due to time elapse of five days so stated in Illinois
Revised Statutes Chapter 24, Section 10-2.1-17, for which a Notice of
Appeal must be filed.
OLD BUSINESS
As previously discussed, the Fire Lieutenants Test administrated
will be graded as 70% to pass written and 70% for MIA. Oral interviews
will be pass/fail .
They will be graded as:
Written 40%
MIA 40%
Points given by:
Fire Chief 5 points
Capt. R Deputy 5 points
Seniority 10 points
Totals 100%
This will be the grading for the Fire Lieutenants Test
administrated December 21, 1992.

Next meeting is scheduled for January 25, 1992 at the Municipal
Building, 901 Wellington Avenue at 8:00 p.m.
Adjournment
It was moved by Alan J. Shapiro, DOS and seconded by H. Robert
Goldsmith that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 9:30 p.m.
