Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m.
in the Municipal Building, 901 Wellington Avenue, Elk Grove Village,
and noted for the 'record that the following- were present: Alan J.
Shapiro, DDS and H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of December 21, 1992 be approved as submitted and that the
Board dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.

The Commissioners discuss the continuing membership to the
Illinois Professional Firefighters Association and they decided that
only one(1) membership at $40 per year is needed to receive weekly
mailings.
It was moved by H. Robert Goldsmith and seconded by Chairman Gayle
Bantner that the Board authorize the disbursement of funds for
payment. The motion was voted upon by acclamation; whereupon the
Chairman declared the motion carried.
CORRESPONDENCE
On January 8, 1993, the Commissioners received a progress report
on Police Officer Robert Podkowa for his six months.

On January 11, 1993, the Commissioners received a Letter of
Resignation from Police Officer Robert Podkowa from the Elk Grove
Police Department, effective January 11, 1993.
On January 6, 1993, Police Chief Engelbrecht issued a Notice of
Suspension to an officer for one(1) day for- failure to appear in court
when scheduled or required.
On December 22, 1992 and January 19, 1993, Police Chief
Engelbrecht issued three(3) Notices of Suspension for one(1) day for
failure to operate Village vehicle in a safe and prudent manner, or to
obey related traffic laws to three(3) different officers.
On December 22, 1992 and January 20, 1993, Police Chief -
Engelbrecht issued two(2) Written Reprimands to two(2) different
officers for failure to operate Village vehicles in a safe and prudent
manner, or to obey related traffic laws.
A memo from Fire Chief MacArthur to Chairman Gayle Bantner of the
Fire and Police Commission was received January 15, 1993 reference
hiring of firefighters candidates physical ability testing. The Chief
had received this information from Fire Chief Tom Moore of Streamwood.
He advise that this testing was currently in use not only in Streamwood
and Madison but in St. Paul , Minnesota; Phoenix, Arizona;
Indianapolis, Indiana and other cities. He wishes to discuss this type
of testing for the Elk Grove Fire Department.
A request from Firefighter Michael Sharp to review all his files
and records accumulated during the hiring process (background
investigations, results of polygraph test, written test, oral test,
credit and reference check results.
A letter from Public Personnel Institute to Chairman Gayle Bantner
offering their services to the Fire and Police Commission for
psychological assessment programs.
The Illinois Professional Firefighters Association sent
information on the new bills being considered by the Illinois
legislators.
Two(2) memos from Fire Chief MacArthur of two(2) new appointments
in the Fire Department. Captain Michael W. Lackman was appointed to
Assistant Fire Chief and Captain Gregory T. Riddle was appointed to
Deputy Fire Chief effective February 1, 1993
Chairman Bantner said he had spoke to Fire Chief MacArthur about
the information on physical ability. The Chief can obtain a video to
view if the Commissioners are interested in viewing. Discussion on the
topic was discussed and decided to discuss it with the Chief after the
meeting schedule for February 22, 1993.

PENDING
The scores for the Fire Lieutenants written exam have been
received and viewed by Dr. Shapiro. The Commissioners instructed
Evelyne Layton to collate the score papers to ID numbers and identify
persons that the scores belong and write names on the pages and file in
the appropriate files. Then identify on the cover sheets the names of
each ID number as listed in descending order and send each Commissioner
a copy.
Next meeting is scheduled for February 22, 1993 at the Municipal
Building, 901 Wellington Avenue at 7:30 p.m.
Adjournment
It was moved by Alan J. Shapiro, DDS and seconded by H. Robert
Goldsmith that the meeting be adjourned. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried and the
meeting adjourned at 10:05 p.m.
