Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m.
in the Municipal Building, 901 Wellington Avenue, Elk Grove Village,
and noted for the record that the following were present: Alan J.
Shapiro, DDS , ABSENT: H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Bantner that the
minutes of February 22, 1993 and March 18, 19983 be approved as
submitted and that the Board dispense with the reading thereof. The
motion was voted upon by acclamation; whereupon the Chairman declared
the motion carried.

NEW BUSINESS
Letter of Resignation via Manager's office from Victor Jakobsons,
accepted by the Fire Chief James MacArthur. Dr. Shapiro motion to
accept and second by Gayle Bar.tn.er, motion carried.
An official letter to be signed by the Commissioners for the
hiring of Carla Penn to fill the Firefighter position, starting May 10,
1993.
Two interviews for the next two Firefighter Candidates on the
eligibility list are scheduled for Wednesday, April 7, 1993 for John
Kelly at 8:30 p.m. and William Knipp at 9:00 p.m. Also, rescheduled
for 8:00 p.m. that same date is Michael Shape for his six month
probationary review.
Deputy Fire Chief Bill Clark requested information on what
procedure is to be followed when Firefighter's hired in the 80's'
request to see their file that is maintained in the Fire Department and
copies of their medical records are in the file. It is illegal for the
medical records to be in the file they should be kept in the Fire
Pension files.

EXECUTIVE SESSION
The Commissioners met with Deputy Police Chief Steve Schmidt and
Officer John Pasco to discuss Accredidation Regulations.
CORRESPONDENCE
The Commissioners received a request from the Board of Police
Commissioners of the Village of Itasca, requesting a copy of our Rules
and Regulations. They are in the process of revising their Pules and
Regulations to comply with Americans with Disability Act.
Commissioners instructed a copy be sent.
Copy of a Written Reprimand to a firefighter in the Fire
Department from Captain Menas. Written Reprimands are to be issued
from the Fire Chief and sent to the Commissioners office for filing in
the appropriate file.
Illinois Fire and Police Commissioners Associations minutes and a
seminar was received. The Commissioners are unable to attend the
scheduled seminar at this time.
The Commissioners received a survey from Personnel Officer Dick
Olson, that was sent to him from the NWMC for Personnel Officers to
complete for the Village of Skokie' s Personnel Officer. Based on
passed request the Commissioners only complete surveys from other Fire
and Police Commissions and would not participate in this survey.
A memo from the Fire Chief was sent to Village Manager Gary Parrin
requesting to fill a vacancy in the Fire Department. The Manager
approved the request and forwarded to the Fire and Police
Commissioners. At which time the Commissioners filled the vacancy.
The Commissioners received from Attorney Peter Felice copies of
letters he sent to Firefighters Sharp and Diaz, who had requested
information through the Freedom of Information Act.
A letter was received from Dan Crichton, an applicant for the Elk
Grove Police Department in 1986 requesting a copy of the results of his
polygraph test he took for the Department. This information can only
be released by Theodore Polygraph Service. A letter will be sent to
Mr. Crichton advising him of this.
OLD BUSINESS
The need to set starting dates for Police Testing. The
Commissioners will meet again with Deputy Police Chief Steve Schmidt on
April 26, 1993 , to arrange and set dates and times for the testing
process.

PENDING
Fire Lieutenants multi-interviews have been completed and
information sent to PCI for grading after receiving the results from
PCI oral interviews will be scheduled.
Next meeting is scheduled for April 26, 1993 at the Municipal
Building, 901 Wellington Avenue at 8:00 p.m.
Adjournment
It was moved by Gayle Bantner and seconded by Dr. Shapiro that the
meeting be adjourned. The motion was voted upon by acclamation;
whereupon the Chairman declared the motion carried and the meeting
adjourned at 12:00 midnight.
