Bantner called the meeting to order at 8:00 p.m. in the Municipal Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, H. Robert Goldsmith. It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the minutes of October 25, 1993 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES Peter Felice Retainer for the Months of October & November $160 ea. $ 320.00 Illinois Professional Firefighters Assoc. Membership dues only for one 40.00 Theodore Polygraph Service for three Police Applicants $60 ea. 180.00 Kevin Finnen Cheri Norway Janice Kopf Total of Bills $ 540.00 It was moved by Mr. Gcldsmith and seconded by Dr. Shapiro that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. EXECUTIVE SESSION The Commissioners moved to Executive Session to interview two six month probationary firefighters. Firefighter John J. Kelly and Firefighter Carla A. Penn. Both firefighters are doing exceptionally well in their progress. The Commissioners also interviewed two one year probationary police officers. They were Police Officer Frank J. Vrchota and Police Officer Patrick C. Hayes. Both Police Officers status was changed to permanent with the Elk Grove Police Department. Letters were sent to the Personnel Officer, Villaee Manager, Finance Department, Pension Fund, Fire Chief, Police Chief and to each officer so stating their permanent status. The regular scheduled meeting continued. Fire and Police Lommissien Minutes November 29, 1993 Page 2 NEW BUSINESS Three polygraphs and three background investigations have been received on the next three police applicants on the Eligibility List and a fourth one is to follow for appointments with the Commissioners. Bringing the total to four positions to be filled. CORRESPONDENCE Four Written Reprimands were received from Police Chief Engelbrecht. On November 2, 1993, a written reprimand was issued to police officer for failure to appear in court when scheduled or required. On November 9, 1993, a written reprimand was issued to police officer for any action or conduct which impedes the Department's efforts to achieve its goals or brings discredit upon the department and failure to report to the Department any improper conduct. On November 23, 1993, two written reprimands were issued to two different officers for leaving duty assignment without proper authorization or relief and for failure to operate Village vehicles in a safe and prudent manner, or to obey related traffic laws. Two Notice of Suspension were issued by Police Chief Engelbrecht on November 23, 1993, two different officers. One for a one day period for failure to be prompt for duty assignment including roll call and court appearance. One for a two day period to a Police Commander for any action or conduct which impedes the Department's efforts to achieve its goals, or brings discredit upon the Department. A letter was received from a police applicant, Scott Caswick, wanting to know the minimum standard requirement for the multiple interview assessment examination for the position as a police officer, which he did not pass. A memo was received from Commander John Bantner reference a phone call he had received from. a police applicant, Anthony S. Muscolino, wanting the Commission to contact him reference his recent failure to the multiple interview. Memos from Police Chief Engelbrecht and Village Manager Gary Parrin reference the filling of vacancies in the Police Department. The Chief requesting permission from the Village Manager and the approval of said request. This will require four vacancies to be filled. Literature was received from Captain Hermann of the Fire Department cn a seminar he recently attend or, Age Hiring Limitations . He felt the Commissioners would be interested in the information. Updates on the resignation. of Firefighter Martin Diaz, who resigned November 8, 1993, letter of acceptance from Commissioners was mailed and resignation of Police Officer John L. Cooper, III, who resigned November 22, 1993, also a letter of acceptance from the Commissioners was mailed. PENDING No date has been set for the Sergeants test since there are no openings at this time no testing before August or September. Fact Sheets will be compile after orals for the police officer applicants. Next meeting is scheduled for December 9, 1993 at the Municipal Building, 901 Wellington Avenue at 7:00 p.m. Adjournment It was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the meeting be adjourned.
