THE BOARD OF FIRE AND POLICE COMMISSIONERS
OF THE VILLAGE OF ELK GROVE VILLAGE
HELD ON January 24, 1994

Chairman Gayle B. Bantner called the meeting to order at 8:00 p?m.
in the Municipal Building, 901 Wellington Avenue, Elk Grove Village,
and noted for the record that the following were present: Alan J.
Shapiro, DDS, H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of December 9, 1993 and Special Meeting minutes of December 15,
1993 be approved as submitted and that the Board dispense with the
reading thereof. The motion was voted upon by acclamation; whereupon
the Chairman declared the motion carried.
EXECUTIVE SESSION
The Commissioners went into executive session for a meeting with
Police Applicant Scott Caswick, who had requested a meeting with the
Commissioners to discuss his multiple oral test. The meeting was
scheduled for 8:00 p.m. the atrium was checked at 8:10 p.m. and Mr.
Caswick had not shown up.
Their regular scheduled meeting continued.

It was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the
Board authorize the disbursement of funds for payment. The motion
was voted upon by acclamation; whereupon the Chairman declared the
motion carried.

CORRESPONDENCE
Police Chief Engelbrecht issued a Notice of Suspension on December
14, 1993 to a Police Officer for one(1) day for failure to be prompt
for duty assignment including roll call and court appearance, this was
the fourth(4) lateness reported this year.
Police Chief Engelbrecht issued a Notice of Suspension on December
20, 1993 to a Police Officer for one(1) day for failure to be prompt
for duty assignment including roll call and court appearance, this was
the third(3) lateness reported this year.
Police Chief Engelbrecht issued a Notice of Suspension on December
27, 1993 to a Police Officer for one(1) day for failure to search or
secure a theft suspect or search suspect's vehicle, had to be
instructed to do so by supervisor.
Police Chief Engelbrecht issued a Notice of Suspension on January
12, 1994 to a Police Officer for two(2) days for engaging in
conversation with employees of a local business establishment which is
unbecoming for the Department, such action or conduct which impedes the
Department's efforts to achieve its goals or brings discredit upon the
Department.
Police Chief Engelbrecht issued a Written Reprimand on December
13, 1993 to a Police Officer for failure to operate Village vehicles in
a safe and prudent manner, or to obey related traffic laws.
Police Chief Engelbrecht issued a Written Reprimand on January 11,
1994 to a Police Officer for failure to appear in court when required
or scheduled.
A letter was received from the Illinois State Police informing
that effective January 3, 1994, the Federal Bureau of
Investigation(FBI) will increase its processing charge for state and
local user fee for fingerprint cards by $1 to $24. When submitting
both state and local fingerprint card set to the Illinois State Police
Bureau of Identification, the total fee will be $36; $12 for state
fingerprint card and $24 for for the FBI fingerprint card.
A letter was received by the Personnel Officer and forward to the
Fire and Police Commission from Northwest Municipal Conference
requesting a survey on Police and Fire Medical Standards be completed
and return by January 3, 1994. This was not completed due to time
between meetings and receipt of survey.
A request was received from the City of New York Police Department
requesting any and all information that we may have on Mark C. Pfeiffer
who has applied for a position on their police force. Mr. Pfeiffer has
signed a release for this information. The Commissioners instructed
Evelyne Layton to type letter stating that Mr. Pfeiffer has taken our
written and oral exam and is presently on our Police Eligibility List.

OLD BUSINESS
No business for discussion.
Mr. Goldsmith went out to atrium to check again for Mr. Caswick at
8:20 p.m. still Mr. Caswick was not present.
PENDING
No date has been set for the Sergeants test, but the Commissioners
would like to meet with Deputy Chief Schmidt on March 1, 1994 at 8:00
p.m. to discuss job description and the procedure of setting up for the
next test.
EXECUTIVE SESSION
Commissioners convened into second executive session to meet with
Fire Chief MacArthur and Deputy Fire Chief Clark to discuss hiring
procedures and physical agility. No conclusion has been made.
Next meeting is scheduled March 1, 1994, at the Municipal
Building, 901 Wellington Avenue at 8:00 p.m.
Adjournment
It was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the
meeting be adjourned. The motion was voted upon by acclamation;
whereupon the Chairman declared the motion carried and the meeting
adjourned at 11:00 p.m.
