OF THE VILLAGE OF ELK GROVE VILLAGE Jy
HELD ON April 26, 1994
Chairman Gayle B. Bantner called the meeting to order at 8:00 p.m.
in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove
Village, and noted for the record that the following were present:
Alan J. Shapiro, DDS, H. Robert Goldsmith.
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
minutes of March 28, 1994 be approved as submitted and that the Board
dispense with the reading thereof. The motion was voted upon by
acclamation; whereupon the Chairman declared the motion carried.
PRESENTATION AND APPROVAL OF INVOICES
Illinois Fire & Police Commissioners
Association for 3 additional decals $ 4.50
at $1.50 ea.
Total of Bills $ 4.50
It was moved by Mr. Goldsmith and seconded by Dr. Shapiro that the
Board authorize the disbursement of funds for payment. The motion
was voted upon by acclamation; whereupon the Chairman declared the
motion carried.
NEW BUSINESS
Discussion to meet with Fire Chief MacArthur on Wednesday, May 11,
1994, to discuss the upcoming Fire exam to be scheduled.
EXECUTIVE SESSION
The Commissioners went into Executive Session to meet with Dr.
Mendelsohn of Police Consultants to discuss up coming tests for Police
Sergeants and Study Sheets.
Also they discussed new type of interviewing for promotional
people.

CORRESPONDENCE
Received a request from the Illinois Fire & Police Recruitment
Administration on when our Eligibility Lists for Fire & Police expire
and if there are any dates set for testing. The expiration dates for
both Fire & Police were fax to them.
Deputy Police Chief Schmidt forward to the Commissioners
information he received on an In-Service Law Enforcement Training
Seminar on Validation Physical Ability and Promotion Decisions.
Copy of the Notice of the regular meeting being cancelled from the
25th of April and rescheduled on the 26th of April .
A Written Reprimand issued by the Chief of Police on April 7,
1994, to an officer for failure to operate Village vehicle in a safe,
and prudent manner, or to obey related traffic laws.
A copy of HB 3863 was received from Police Chief on Amends the
Uniform Peace Officers' Disciplinary Act to prohibit the termination or
suspension of a peace officer (who has more than 12 months of service
as a peace officer with his or her current employer) without pay for
more than 5 days until the officer is given a written notice of the
proposed disciplinary action and the reasons for that action and the
officer is given a public hearing on the charges before the official
who has the final authority to order the officer's termination or
suspension without pay. Provides that the Act does not apply if there
is collective bargaining agreement or contract (under current law,
collective bargaining agreement only) currently in effect dealing with
the subject matter of the Act.
Commissioners ask that this bill be fax to Fire & Police
Commission Attorney Peter Felice for clarification.
OLD BUSINESS
No business for discussion.
PENDING
Sergeants test will be scheduled for the fall .
Testing for Fire will be discussed on May 11, 1994 with Fire
Chiefs.
Next meeting is scheduled May 11, 1994, at the Charles J. Zettek
Municipal Building, 901 Wellington Avenue at 8:00 p.m.

Adjournment
It was moved by Dr. Shapiro and seconded by Mr. Goldsmith that the
meeting be adjourned. The motion was voted upon by acclamation;
whereupon the Chairman declared the motion carried and the meeting
adjourned at 11:00 p.m.
