Bantner called the meeting to orden 0 p.m. Y n gr- in the Charles J. zettek Building, 901 wellington Avenue, El ORVit Village, and noted for the record that the following were present: Alan J. Shapiro, DDS and Gayle Bantner. Mr. H. Robert Goldsmith has been removed from the Commission and only two(2) Commissioners at this time. It was moved by Dr. Shapiro and seconded by chairman Bantner that the minutes of May 11 and May 25, 1994 be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES The 4 Bills for Firefighter Advertising: The Register Star(Rockford) $ 514.00 Chicago Tribune 1,725.78 The Courier-News (Elgin) 850.08 Daily Herald 2,361.76 J. Sanders Office Supplies Tapes for Recording Meetings 41.80 Peter Felice Retainer Fees of $160 per month April & May 320.00 Total of Bills $5,813 .42 It was moved by Dr. Shapiro and seconded by Chairman Bantner that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation, whereupon the Chairman declared the motion carried. NEW BUSINESS Firefighter Physical Ability testing dates tentative scheduled at the Streamwood Fire Department for August 20 and 27 for testing or if it rains August 21 and 28 for rain days. EXECUTIVE SESSION Commissioners convened for Executive Session meetings with six month probationary reviews of one Firefighter William A. Knipp and four Police Officers Cheri A. Norway, Janice J. Kopf, Gregory C. Gora and Kevin P. Finnan all scheduled at fifteen minutes apart. Regular meeting continued. Fire and Poli( lommission Minutes July 25, 1994 Page 2 CORRESPONDENCE 1.� Five Written Reprimands were issued by the Chief of Police on five different dates to five different officers for five different violations; failure to perform a duty, incompetency or inefficiency in the performance of duty, failure to be prompt for duty assignment including roll call and court appearance, inattention to duty and failure to appear in court when required or scheduled. 2. Two Notice of Suspension were issued on two different dates to two different Police Officers by the Chief of Police. Both were for one day suspensions for failure to be prompt for duty assignment including roll call and court appearance, this was the second time in one month for this and the fourth slightly over seven months and the other was one hour late for special duty assignment and fail to submit late for duty report and responded with questionable veracity. 3. Copy of letter from Peter Felice and Associates to Mr. Caswick in response to his request to Dr. Shapiro to view his files on his testing for Police Department in Elk Grove Village. 4. Copy of letter from Fire Chief James MacArthur to Firefighter Joseph Gardner III on his intent to retire on June 1, 1994. 5. Letter from Fire Lieutenant Donald T. Langland announcing his intentions to retire effective July 31, 1994. 6. Memo from Village Manager, Gary Parrin to the Fire and Police Commission on the residency requirement change. originally the requirement for all Fire and Police to live within 15 miles of the Municipal Complex, that has been changed to 15 miles of the corporate limits of the Village. 7. Memo through the chain of command from Police Officer Thomas Danahy, inquiring when the Sergeants Exam would be given since he had plan a vacation to Ireland and did not won't this to interfere with possibility missing the test. The test will be given October or November. 8. Copy of Memo from Fire Chief MacArthur to the Village Manager, Gary Parrin requesting promotional appointment for Gary G. Sterzel to the rank of Lieutenant with the retirement of Lieutenant Donald T. Langland on July 31, 1994. The Village Manager forward Memo to the Fire and Police Commissioners for approval. 9. Letter from Law Firm of Seyfarth, Shaw, Fairweather & Geraldson address to Gary Parrin, Village Manager on the settlement of Denard Wade v. Village of Elk Grove Village Board of Fire and Police Commissioners: IDHR Charge NO. 1992 CF 2163. . Fire and Police Cor �ssion Minutes July 25, 1994 Page 3 10. Memo to Gayle B. Bantner, Chairman Fire and Police Commission confirmation of scheduled dates for upcoming hiring process with the Principal Ray Broderick of Elk Grove High and the Fire Chief of Streamwood where this testing for Firefighters would take place on June 27 for Orientation, July 24 for written Exam at the high school and tentative schedule with the Streamwood Fire Department for the Physical Ability Testing. 11. A copy of a thank you letter sent by the Fire Chief to the Principal of the Elk Grove High School for the use of the facilities for Orientation for Firefighters and the Written Exam. 12. Memo from Fire Chief MacArthur to Gayle B. Bantner, Chairman of Fire and Police Commission on Physical Ability Testing for new applicant hiring an discussion of the dates scheduled. 13 . Copy Of a confirming letter to Streamwood Fire Chief Moore on the practice schedule for fire applicants from Fire Chief MacArthur. 14. Letter and copy of the new proposed Constitution and By-Laws for the Illinois Professional Firefighters Association. 15. Thank you letter from Pete Siebert to Dr. Shapiro for responding to his inquiring about becoming a Fireman with the Elk Grove Fire Department. 16. Memo to Dr. Shapiro from Deputy Fire Chief William F. Clark in reference to Evans et al Vs. City of Evanston challenging the physical ability test, that it discriminated against females. The judge decreed that the test was valid and that it did not discriminate. OLD BUSINESS None at this time PENDING Sergeants test will be scheduled for the fall. HB 3863 Amends the Uniform Peace Officers' Disciplinary Act to prohibit the termination or suspension of a peace officer (who has more than 12 months of service as a peace officer with his or her current employer) without pay for more than 5 days until the officer is given written notice of the proposed disciplinary action and reasons for that action and the officer is given a Public hearing on the charges before the official who has the final authority to order the officer's termination or suspension without pay. Provides that the Act does not apply if there is collective bargaining agreement or contract (under current law, collective bargaining agreement only) currently in effect dealing with the subject matter of the Act. Did not pass. Fire and Polic 'ommission Minutes July 25, 1994 Page 4 Public Act 88-0440 - was passed - Peter Felice has reviewed and states that the Fire and Police Commission amend their rules and regulations - George Knickerbocker claims Home Rule we do not. Confirmation of Village Board on July 26, 1994, Exempt Rank of Fire Captain. Next meeting is scheduled August 22, 1994, at the Charles J. Zettek Municipal Building, 901 Wellington Avenue at 8:00 p.m. Adjournment It was moved by Dr. Shapiro and seconded by Chairman Bantner that the meeting be adjourned.
