HomeMy WebLinkAboutFIRE & POLICE COMMISSION - 09/26/1994 - MINUTES OF THE REGULAR MEETING OF THE BOARD OF FIRE AND POLICE COMMISSIONERS OF THE VILLAGE OF ELK GROVE VILLAGE HELD ON September 26, 1994 Chairman Gayle B. Bantner called the meeting to order at 7:30 p.m. in the Charles J. Zettek Building, 901 Wellington Avenue, Elk Grove Village, and noted for the record that the following were present: Alan J. Shapiro, DDS, Gayle Bantner and Ted Thompson. EXECUTIVE SESSION The Commissioners went into Executive Session with Dr. Mendelsohn to discuss Firefighter exam and other questions that arose pertaining to the subject. The regular meeting resumed. It was moved by Dr. Shapiro and seconded by Mr. Thompson that the minutes of August 22, 1994, be approved as submitted and that the Board dispense with the reading thereof. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. PRESENTATION AND APPROVAL OF INVOICES Peter Felice $ 320.00 Retainer bill for Months of August September at $160 ea. Police Consultants Inc. (PCI) 665.00 Training and Certification for Ted Thompson at $95 an hour Theodore Polygraph 60.00 for Police Applicant Michael J. Garrison Total of Bills $ 1,045. 00 It was moved by Dr. Shapiro and seconded by Mr. Thompson that the Board authorize the disbursement of funds for payment. The motion was voted upon by acclamation; whereupon the Chairman declared the motion carried. NEW BUSINESS Dr. Mendelsohn give the Commissioners a copy of the EEOC Assist. Instructions from the Commissioners to provide copy for the Clerk's Office and Personnel. Request from the City of Highland Park for a copy of the Fire and Police Commission Rules and Regulations. Commissioners instructed for a copy to be mailed. Fire and Police Commission Minutes September 26, 1994 Page 2 CORRESPONDENCE 1. Police Officer Gregory C. Gora's resignation, effective September 9, 1994. 2. Copy of letter to Village Manager from Chief of Police requesting replacement of vacancy created by Officer Gora's resignation. 3 . Village Manager's reply to the Chief of Police to have the vacancy filled via the Fire and Police Commission. 4. Letter from the Chief of Police to the Fire and Police Commission requesting the vacancy to be filled. 5. Letter from the Fire and Police Commission advising Mr. David A. Okon that his name will be removed from the Police Officer Eligibility List with his decline of a second time tO continue in the process for the position as a Police Officer. 6. Two letters to Mr. Michael J. Garrison: 1. Confirming his interest to proceed with the testing for the position as a Police Officer and to complete background check forms 2. To arrange with Theodore Polygraph Service for an appointment for a polygraph test, address and phone number were provided. 7. Two Notices of Suspension issued by the Chief of Police to two different officers on two different days. One was issued on August 23, 1994 for disobedience of an order - written or oral and failure to obey Department orders concerning other employment, occupation, or profession. The second one was issued on August 30, 1994 for failure to appear in court when required or scheduled. 8. Two Written Reprimands were issued by the Chief of Police to two different officers on two different days. One was issued on August 30, 1994 for failure to appear in court when required or scheduled. The second was issued on September 6, 1994 for inattention to duty. 9 . A copy of a letter from Peter A. Felice and Associates to Mr. Andy Weis in response to his inquiry on his test for the position as a Firefighter. Mr. Felice is denying Mr. Weis ' request. 10. Memo from Village Manager on Smoke Free Building. 11. Letter from Mark H. Nelson, expressing his displeasure on not passing Elk Grove's Firefighter exam. Instruction not to reply. 12. Request from the Chicago Police Department on information that a Ms. Christina T. Kritikos had taken the village of Elk Grove's Police Exam. The Commissioners instructed that the forms be filed out. A letter from the Illinois Professional Firefighters Association announcing their 1994 Pension Seminar to be held on Friday, November 4, 1994. None of the Commissioners are available to attend. 14. A letter from the Illinois Fire & Police Recruitment Administration, received on September 26, 1994 - day of Meeting, offering their services. OLD BUSINESS None at this time PENDING Three Police Officers one year probationary review to be held at the November 28th meeting, and the Firefighter at the January 23rd meeting. The Police Officers were hired January 3, 1994 and the Firefighter was hired January 31, 1994 . Sergeants test will be scheduled for November, instructions given to check with Dave Christensen on times and date. Dates for the MIA set for Thursday, October 27, starting at 1 p.m. with one hour dinner break at 5 p.m. to 6 p.m and continue testing from 6 p.m. to 9 p.m. , a total of 8 groups for that day and the same schedule for Thursday, November 3, 1994, the schedule Thursday, November 10 will start at 1 p.m. and the last group will be scheduled for 4 p.m. There are 121 eligible candidates to be tested. Next meeting is scheduled October 24, 1994, at the Charles J. Zettek Municipal Building, 901 Wellington Avenue at 8:00 p.m. Adjournment It was moved by Dr. Shapiro and seconded by Ted Thompson that the meeting be adjourned.
